Flash floods turned streets into rivers, inundated basements, and left dozens of cars waterlogged in East Boston, Lynn, Winthrop, and other North Shore communities early Saturday.

By late morning the waters receded, and sunny fall weather was forecast for Sunday into the middle part of the week, according to the National Weather Service. But some area residents will be dealing with the damage done by Saturday's rains for months and possibly even years to come.

In East Boston, Nicolas Miranda returned to his Ashley Street home Saturday morning to find a nearby drain blocked and his driveway strewn with debris that apparently had flowed downhill from Orient Heights.

"I have a lot of damage in my house," said Miranda, 46, who estimated he had 8 to 9 feet of water in the basement of the three-family home, covering the steps down from the first floor.

Torrential rain in the Tokyo metropolitan area caused landslides and flooding that disrupted train services and stranded motorists on the morning of Sept. 28.

One person was reported swept away in a river in Yokohama, and nearly 2,000 residents were issued evacuation orders in Chiba Prefecture.

Although the heaviest downpours have passed, the Japan Meteorological Agency is still urging people to take precautions against possible disasters.

In the hour to 5:40 a.m., 87 millimeters of rain fell in Miura, Kanagawa Prefecture, a record for the city, according to the agency. Four passenger vehicles in the area were stranded on flooded roads around 5:30 a.m.

Futtsu, Isumi and other cities in Chiba Prefecture received about 100 mm of precipitation in one hour, the agency said.

Over 270 mm of rain in 3 hours fell on the northern Aegean Sea island of Samothraki, Greece, causing severe damage roads, cars and buildings, including a health centre.

Images showed streets buried in mud and flood debris over 1 metre deep. Power and drinking water supply has been cut and schools closed. Greek Civil Protection said the city hall and health centre have suffered some of the worst of the damage on the island. However, no deaths or injuries have been reported.

Authorities have declared a state of emergency and teams from Greece's military and civil protection have been deployed to help with recovery efforts.

The heavy rain began to fall on Monday 25 September and continued into the early hours of Tuesday, 26 September. Meteo Greece said that their automatic weather station at Samothraki reported 273.4mm of rain in 3 hours and 309mm in 8 hours.

The victims were identified as Elpedio Geraga, 64, and Juvelyn Sanipa, 31.

Because of the incident, Cebu City Disaster Risk Reduction Management Office Chief Nagiel Bañacia said six families in the area were evacuated to the barangay hall where they are temporarily staying.

Bañacia said that the heavy rains made the ground unstable. The loose soil caused the bamboo trees that abound in the area to fall on top of Geraga and Sanipa's houses, which are located on the bank of the Guadalupe River.

"Both died as the eroded soil and bamboo trunks covered some portions of their houses," he added.

A terrifying torrent of water swept through Puerto Rico after a dam failed at Lake Guajataca in the northwest region.

Water was seen sweeping through the municipalities of Isabela and Quebradillas after the dam sustained structural damage from Hurricane Maria.

Nearly 16 inches of rain fell in the area, significantly raising water levels on the 90-year-old dam.

Earlier, Puerto Rican authorities had scrambled to evacuate as many as 70,000 people after the National Weather Service warned that failure of the dam was 'imminent' and could lead to 'life-threatening' flash flooding.

The National Weather Service first learned of a 'contained breach' during a Friday afternoon inspection and said a full breach would result in large peak flows that could reach the coast in under 12 hours.

Flash floods hit a hilltribe village in Mae Hong Son's Mae La Noi district Saturday night, sweeping away two residents. Authorities said the two victims were a mother and her son.

Suda Banpotdilok, 54, and Thanachoke Banpotdilok, 8, were reported missing on Sunday morning.

Tambon Mae La Noi Administrative Organisation president Chairat Prasitrattana said the flash floods also damaged two houses and one car.

The relevant authorities are heading to the flood-hit village to deliver assistance.

Flood ravages communities in Cross River State, Nigeria; 3,000 farmlands destroyed

Twelve communities in Boki Local Government Area of Cross River State have been flooded following two days of heavy rain, while more than 3,000 farmlands were equally destroyed.

The incident, which occurred between the late hours of September 18 and the early hours of September 19, has rendered hundreds of residents homeless as properties worth millions of naira were destroyed.

John Inaku, the Director General, Cross River State Emergency Management Agency (SEMA), told NAN on Sunday, during an inspection of the affected areas that the economic survival of residents of the submerged communities had been seriously affected.

Mr. Inaku stated that more than 1,000 people have been displaced and are taking refuge in nearby communities.

According to him, the state government has promised to address the plight of the people

Flooding inundates 450 rice farms in Kwara, Nigeria

Four hundred and fifty eight farms under the Central Bank of Nigeria (CBN) anchor borrowers' scheme have been submerged by flood in parts of Kwara State.

The farms are situated on the 3, 200 hectares federal government's Tada-Shonga irrigation land for rice cultivation in Shonga, Edu Local Government Area of the state. The produce was due for harvest in October, this year.

The Kwara State governor, Alh Abdulfatah Ahmed, who led a federal lawmaker, Aliyu Ahman-Patigi, representative of the Minister of Agriculture and Rural Development, Dr. Elijah Aderibigbe and the Managing Director, Lower Niger River Basin Development Authority, Mr. Adeniyi Aremu, to the flooded farms, urged the federal government to come to the aid of the affected farmers.

Ahmed, who was represented by his Chief of Staff, Alhaji Yusuf Abdulwahab, said the disaster had hampered the state's quest to showcase it's efforts in rice production.

He noted that the fund for the rice cultivation was sought from the CBN.

Flash floods kill two, blocks roads leaving 150,000 isolated in eastern Sudan

Flash floods caused the death of two people in El Gedaref in eastern Sudan on Wednesday and blocked off the road leading to and from 27 villages.

The Bandigyo-Simsim road has become inaccessible. A resident in Bandigyo told Radio Dabanga that a pregnant woman died on the road, in Sidra area, as she attempted to travel to El Gedaref on a tractor.

A herder died in a flash flood the same day. "The water washed away the part of the Bandigyo-Simsim road at Khor Sidra a few days ago.

"27 villages, accommodating about 150,000 people have become isolated," he said. The road interruptions are causing a shortage in food. Meanwhile, numbers of families were forced to leave flooded homes. The resident mentioned the proliferation of snakes and the deteriorating health environment.

Evacuation orders have been issued for an area in northwestern Puerto Rico, after authorities said the Guajataca Dam was failing under the pressure of water accumulated from Hurricane Maria.

Operators reported that the structure was failing around 2:10 pm local time on Friday, causing flash flooding downstream on the Rio Guajataca, according to the National Weather Service (NWS) in San Juan.
