Update: Flood death toll rises to 514 in Bihar, India

With water levels in all major rivers going down, the flood situation is gradually improving in Bihar, an official said on Monday, adding that the death toll has reached 514.

A Bihar Disaster Management Department official said 171.64 lakh people in 2,371 panchayats under 187 blocks in 19 districts had been affected by the floods.

According to an official release, over the last two weeks, 8,54,936 people were evacuated to safer places by the rescue teams of the Army, National Disaster Response Force and the State Disaster Response Force.

Following improvement in the flood situation, the number of relief camps set up by the state government has come down and stood at 115 on Monday from nearly 2,000 a week ago. Similarly, the number of people living in these camps has come down to 1,06,650 from over two lakh.

For the flood victims, only 794 community kitchens are running now as against over 1,000 earlier, the official said.

All major rivers in the state were showing receding trend, he added.

Officials of Brazoria County, Texas have urged residents in the Columbia Lakes area, South of Houston, to evacuate immediately following a breach of the levee at the Brazos river.

'This is a nightmare event,' Brazoria County Judge Matt Sebesta said of the levee failure.

The Brazos River has risen to historic heights as a result of storm Harvey and caused the levee to fail Tuesday, a scenario that authorities feared.

More heavy rain is expected through Wednesday, raising concerns that other levees are at risk.

Houston's Addicks dam began to spill over Tuesday.

The flood of a lifetime has hit Texas after the violent winds of Hurricane Harvey began to die down, with the state expecting another 50 inches to pour down upon the region in record-setting precipitation.

The destructive path of the hurricane began to take shape on Sunday, with a striking collection of aerial photographs laying bare its damage for the first time.

Highways lay submerged in water where abandoned cars bobbed alongside rescue boats taking residents to safety, as Galveston County estimates up to 1,200 people had to be rescued from the 'life-threatening' waters.

At least five people are dead and dozens are injured after 130mph winds and unprecedented floods swept through the southeast pocket of the state on Friday and Saturday.

There is even more rain on the way - a record-setting 50 inches - and emergency response teams have been stretched to their limit as the state was hit with 11 trillion gallons of water, according to reports.

The US Army is beginning to release water from two Houston reservoirs which have risen too quickly as a result of Tropical Storm Harvey. The move will cause flooding to nearby homes.

The water is being released from the Addicks and Barker dams into Buffalo Bayou, the main body of water running through Houston.

The move is necessary in order to prevent uncontrolled water flowing from the dams, the US Army Corps of Engineers said in a statement.

"If we don't begin releasing now, the volume of uncontrolled water around the dams will be higher and have a greater impact on the surrounding communities," said Colonel Lars Zetterstrom, Galveston District commander of the Corps, as quoted by Reuters.

The death toll from monsoon floods in India, Bangladesh and Nepal has climbed above 1,200, as rescue workers scramble to provide aid to millions of people stranded by the worst such disaster in years.

All three countries suffer frequent flooding during the June-September monsoon season, but international aid agencies say things are worse this year with thousands of villages cut off and people deprived of food and clean water for days.

Indian Prime Minister Narendra Modi conducted an aerial survey of flood-hit Bihar state on Saturday and has pledged a relief fund of $78m.

Government officials in India's eastern state of Bihar told Reuters news agency on Friday that at least 379 people had been killed over the past few days, with thousands sheltered in relief camps away from their inundated homes.

Shakeel Ahmad, a well known cloud reader from Varanasi, has predicted powerful to medium earthquakes and strong tidal waves in several countries, including North and South America, Turkey Japan, China, Taiwan, Philippines, Indonesia, Australia and New Zealand. This, he says, will be in the aftermath of the solar eclipse that took place on Monday night.

Shakeel Ahmad, who has predicted several earthquakes by studying formations and patterns of clouds, says that on Monday he observed cloud patterns that are known to signify earthquakes on land and in sea.

"I have, once again, observed the earthquake predicting clouds indicating the first warning signal. A disturbance was noticed in the ionosphere which was due to the condensation of clouds in S E-140 to E N-45 direction. By the magnetic compass from Varanasi, these clouds began to move towards this direction EN-45 to NW-310 and SE-150 to SW-240 and SE-140 to EN-45 direction too," he says.

Ahmad says that on this basis, he predicts powerful and medium earthquakes, tsunami and tidal waves.

Serious questions have been asked over the response of authorities to severe floods that devastated the north west.

More than 100 people had to be rescued in the north alone after roads and bridges collapsed, cars were washed away and homes and businesses destroyed in Tuesday night's storm.

Counties Tyrone, Derry and Donegal were worst affected after 63 per cent of the average August rainfall fell within just nine hours.

Millions of pounds worth of damage was caused to homes, roads and businesses during the worst floods seen in the area in living memory.

Some farmers also lost sheep during the flooding.

The north's Department of Infrastructure has pledged financial support for home owners affected.

At least 200 people have been killed in northeastern Democratic Republic of Congo after a landslide swept through a fishing village on the banks of Lake Albert in Ituri province, officials said.

Abdallah Pene Mbaka, governor of Ituri province, told AP news agency on Saturday that the estimate is based on missing people and homes affected in the Tora village.

He said 50 houses were destroyed from Wednesday's landslide.

The governor called on the international community for emergency assistance with rescue and recovery efforts.

More than 24 million people have been affected by some of the worst flooding to hit South Asia in decades, with large areas of land submerged in water, the Red Cross Tuesday.

Authorities in Bangladesh, India and Nepal have put the death toll at more than 750 since August 10, when a series of deluges began spreading with the annual monsoon season.

"The situation is going from bad to worse," Red Cross under secretary-general Jagan Chapagain said in a statement, confirming the death toll given by regional authorities.

"Almost one third of Nepal has been flooded. One third of Bangladesh is flooded," he told reporters.

"This is the worst flooding that parts of South Asia have seen in decades."


Flood waters in the three countries have left hundreds of people stranded and entire communities cut off from road access, according to the Red Cross.

'Historic' flash floods in Kansas City leave many people stranded

Flash flooding caused by three rounds of heavy rain storms drenched Kansas City, Missouri overnight, leading to numerous water rescues and residents trapped on their roofs.

Parts of the Kansas City metro area picked up over 9in (22 cms) of rain, breaking a record, as three rounds of heavy rain pounded the area throughout Monday and into early Tuesday morning.

There were more than 130 weather-related calls to the police and fire departments of Kansas City overnight and into Tuesday morning due to the flash floods.
