The Saker: A briefing analysis of documents related to the military biological activities of the United States on the territory of Ukraine

1. Summary from the Russian Mod telegram channel

Ideologues of US military-biological activities in Ukraine are the leaders of the Democratic Party.
  • Thus, through the US executive branch, a legislative framework for funding military biomedical research directly from the federal budget was formed. Funds were raised under state guarantees from NGOs controlled by the Democratic Party leadership, including the investment funds of the Clintons, Rockefellers, Soros and Biden.
  • The scheme involves major pharmaceutical companies, including Pfizer, Moderna, Merck and the US military-affiliated company Gilead. U.S. experts are working to test new medicines that circumvent international safety standards. As a result, Western companies are seriously reducing the cost of research programmes and gaining a significant competitive advantage.
  • The involvement of controlled nongovernmental and biotechnological organisations, and the increase in their revenues, allows the leaders of the Democratic Party to generate additional campaign finance and hide its distribution.
  • In addition to US pharmaceutical companies and Pentagon contractors, Ukrainian state agencies are involved in military bioweapons activities, whose main tasks are to conceal illegal activities, conduct field and clinical trials and provide the necessary biomaterial.
  • Thus, the US Department of Defence, using a virtually internationally uncontrolled test site and the high-tech facilities of multinational companies, has greatly expanded its research capabilities, not only in the field of biological weapons, but also in gaining knowledge about antibiotic resistance and the antibodies to specific diseases in populations in specific regions.

Comment: Bioweapons research is big money. RT reports on where the profits from the labs went:
The US government set up a way to fund the military bio-research directly from the federal budget, but also used government guarantees to raise funds from "non-governmental organizations controlled by the leadership of the Democratic Party," Kirillov added.

As an example of such organizations, he showed a slide with the names of the Bill and Melinda Gates Foundation, the [Bill and Hillary] Clinton Foundation, George Soros's Open Society and investment funds, the Rockefeller Foundation, EcoHealth Alliance, and Hunter Biden's Rosemont Seneca Partners.

Kirillov also named Pfizer, Moderna, Merck and Gilead as "large pharmaceutical companies" involved in this scheme, using it to test medications while bypassing international safety standards. This reduces the cost of their research and development, Kirillov argued, and the increase in pharma profits "allows the leaders of the Democratic Party to receive additional financial contributions for election campaigns and hide their distribution."

Using Ukraine as a testbed effectively outside international control and leveraging the technological capacities of transnational pharma companies, the Pentagon has "significantly expanded its research potential not only in the field of creating biological weapons, but also obtaining information about antibiotic resistance and the presence of antibodies to certain diseases in populations of specific regions," Kirillov noted.

Head of Russia's Investigative Committee Alexander Bastrykin told RT last week that his service has "clearly identified" Americans involved in military biological research in Ukraine, including employees of the US Department of Defense and several companies with ties to the Pentagon.

The US had spent more than $224 million on biological programs in Ukraine between 2005 and early 2022, Bastrykin said.

The Russian military has presented evidence of US government involvement in Ukrainian biolabs before. At the end of March, Kirillov showed slides that pointed to current US President Joe Biden's son Hunter being involved in procuring funding for some of the projects. Kirillov also presented documentation that showed Kiev was interested in equipping drones for distribution of weaponized pathogens.

US officials have confirmed the existence of "biological research facilities" in Ukraine, but said Washington only provided what they called "assistance" for efforts that did not involve development of bioweapons.

Rand Paul objection delays $40 billion Ukraine aid package

rand paul
Sen. Rand Paul (R-Ky.) hit the brakes Thursday on bipartisan hopes that the Senate could quickly pass nearly $40 billion in Ukraine aid before leaving town for the week.

Paul objected to a deal offered by Senate Majority Leader Charles Schumer (D-N.Y.) and Minority Leader Mitch McConnell (R-Ky.) that would have set up votes on Thursday afternoon on the funding and on an amendment from Paul, who wanted to include language in the bill to expand an Afghanistan inspector general role to include oversight of the Ukraine funds.

Paul blocked the votes because he wants his language inserted into the text of the bill instead of having to take his chance with an amendment vote, which could be blocked. The stalemate will delay the Senate's passage of the Ukraine package until at least next week, and potentially beyond.

US sets intelligence 'rules' for Ukraine - media

The guidelines are designed to support Kiev while keeping the US out of the war, officials tell the Washington Post

The US has developed rules on sharing intelligence with Ukraine that would give Washington plausible deniability while providing Kiev with as much information as possible to attack the Russian military. This is according to the Washington Post, quoting unnamed officials, on Wednesday, after days of media claims about the extent of Americaninvolvement in the conflict.

The US is giving Kiev real-time information about the location and movement of Russian forces, including satellite imagery and intelligence from "sensitive" sources, US and Ukrainian officials told the outlet. One Ukrainian described the information as "very good. It tells us where the Russians are so that we can hit them."

Last week, however, the anonymous officials apparently shared a little too much with the media, crediting US intelligence with the - alleged - Ukrainian missile strike on the Russian cruiser Moskva in April. On Friday, NBC News reported that President Joe Biden personally told both the CIA and the Pentagon to stop leaking to the media, calling it counterproductive.

Sweden's ruling party divided over moves towards Nato membership

Sweden moves one step closer to Nato membership on Friday with a new security policy analysis that could end a two-century tradition of neutrality and military non-alignment.

That prospect has divided Sweden's ruling Social Democrats ahead of a crunch party board meeting on Sunday - and sparked growing protest from some regional MPs at being "forced" to give rapid backing for Nato membership.

Adding further momentum to the Swedish debate on Thursday was a joint call by Finland's president and prime minister for their country's political parties to expedite their decision on alliance membership.

"As a member of Nato, Finland would strengthen the entire defence alliance," said president Sauli Niinistö and prime minister Sanna Marin in a statement.

Best of the Web: 'Russia Started the War' and Other Fallacies

graffiti
On Monday, Putin delivered the annual "Victory Day" speech celebrating Russia's victory over Nazi Germany in 1945. The Russian president made none of the hyperbolic pronouncements the media had predicted but, instead, gave a brief recap of the events leading up to the war in Ukraine. There was none of the bravado you'd expect from a leader trying to gin up support for the ongoing war. Putin simply reminded the crowd that he had done everything he could to avoid the bloody conflict in which Russia is currently embroiled. Here's part of what he said:
"Last December we proposed signing a treaty on security guarantees. Russia urged the West to hold an honest dialogue in search for meaningful and compromising solutions, and to take account of each other's interests. All in vain. NATO countries did not want to heed us, which means they had totally different plans. And we saw it."
This is an accurate account of what took place in the months preceding the war. Putin tried to avoid a confrontation by repeatedly asking the US to address Russia's reasonable security concerns. Unfortunately, the Biden administration brushed off Putin's demands without even providing a response. The US and NATO insist that Ukraine has every right to choose whatever security arrangement it wants. But that's clearly not the case. The United States and every nation in NATO have signed treaties (Istanbul in 1999, and Astana in 2010) that stipulate they cannot improve their own security at the expense of others.

Czech President agrees to allow citizens to fight for Ukraine

Zeman

Czech President Milos Zeman has granted 103 citizens of his country a special exemption, allowing them to join the Ukrainian military, his office reported on Wednesday. Some 400 volunteers had applied for a waiver with the goal of fighting for Ukraine against Russia, according to official figures.

Prague requires special permission signed by the president and the prime minister to serve in a foreign military force. Otherwise, they face prosecution at home and potentially a five-year prison term. According to local media, some Czech citizens are already fighting in Ukraine.

The exceptions from criminal liability signed by the president this week were part of an agreement reached with Prime Minister Petr Fiala in March. At the time, Zeman argued against giving permission to volunteers to join Ukrainian forces. Commenting on the waivers on Wednesday, his spokesman said the president favored all forms of support of Ukraine.

Dollar vs. Ruble: Russia's currency is world's top performer in 2022

The Russian ruble has turned into the world's best-performing currency this year, as its onshore rate is up more than 11% against the US dollar so far in 2022.

The ruble is the biggest gainer among 31 major currencies, according to data tracked by Bloomberg, and has overtaken the Brazilian real, which is up 9% this year.

But the ruble's advance has come after Moscow imposed a slate of capital controls to prop up the economy to offset Western sanctions for its war on Ukraine. That means few investors are able to take profits from the currency rally out of Russia.

Comment: Meanwhile, agriculturally, Russia goes from strength to strength. Is the 'mandate of heaven' shifting away from the West?
Russia is expecting a bumper crop this year, including a record wheat harvest, Russian President Vladimir Putin said on Thursday, citing preliminary data.

"A good harvest is expected this year. According to experts - of course, these are preliminary estimates - grain harvest can reach 130 million tons, including 87 million tons of wheat," Putin said, noting that "this can become a record [wheat harvest] in the entire history of Russia."

According to the Russian president, such a result "will allow not only to meet domestic needs with a margin, but also to increase supplies to the global market for our partners, which is very important for the world food markets."

Putin added that a number of countries are facing the threat of famine, pointing out that the blame for that lies entirely on "the Western elites."

Russia's largest grain harvest was recorded in 2017, which came in at 135.5 million tons, including 86 million tons of wheat.

In 2020, the figure was 133.5 million tons of grain (including 85.9 million tons of wheat). Last year, the harvest stood at 121.4 million tons (with 76 million tons of wheat).

Russia is projected to retain its leadership in the world's wheat market in the coming years.

The attempt to seize the Zmeiniy Island turned out to be a disaster for the Kiev regime, Russian Defense Ministry spokesman Major General Igor Konashenkov said on May 10.

As a result of the attack on the Zmeiniy Island, the Ukrainian army units lost dozens of servicemen killed, several dozen aerial vehicles of various classes and several boats.

"This adventure ended in disaster for Ukraine. The Kiev regime's mindless PR campaign to seize the Zmeiniy Island on the eve of Victory Day resulted in the senseless deaths of more than five dozen Ukrainian fighters and militants from elite Ukrainian army units, the loss of four aircraft, ten helicopters, three boats and 30 drones," Konashenkov said.

Siemens claims it's leaving Russia over military operation in Ukraine as profits fall

Roland Busch
Siemens will quit the Russian market due to the war in Ukraine, it said on Thursday, as losses and charges at its train-making business led to a downturn in profit during its second quarter.

"We join the international community in condemning the war in Ukraine and are focused on supporting our people and providing humanitarian aid," said Chief Executive Roland Busch in a statement.

Comment: Well Europe and the US are primarily sending arms and money to keep the war going, there's little mention of humanitarian aid.

"Today, we announced our decision to carry out an orderly process to wind down our industrial business activities in Russia," he added.

Xi again tells Europeans to take security 'in their own hands' during call with Macron

Xi Jinping Scholz

For the second time in two days, Chinese President Xi Jinping urged Europeans to take their own security issues "in their own hands", during talks with French President Emmanuel Macron on Tuesday.

In a call that addressed some of the testier issues in EU-China relations, the pair agreed on the need to reach a speedy ceasefire in Ukraine, according to readouts from both governments.

A Chinese government account of the call said that Xi and Macron agreed that "all parties concerned should support Russia and Ukraine to restore peace through negotiations".

Comment: Both parties also know that the likelihood of that happening are slim to none, bearing in mind it was Ukraine that failed to adhere to the Minsk agreements and former ceasefires, and it was the head of Ukraine's National Security and Defense Council (NSDC) who was recently quoted as saying: "There will be no peace treaty with Russia. There will only be the capitulation of the Russian Federation,".

In addition, isn't it a bit hypocritical of Macron who, along with much of Europe and the US, are funneling billions in arms and funds to keep Ukraine afloat in order to keep the proxy-war war going?
