Heavy rains in the last three days triggered flash floods in parts of Bihar, where 41 people have died so far, and inundated large areas in Assam and North Bengal, paralysing normal life and snapping rail link to the northeast from the rest of the country.

In Arunachal Pradesh too, the flood situation continued to be grim in several districts with recurring landslides disrupting road traffic.

Bihar chief minister Nitish Kumar, who conducted an aerial survey of flood-hit areas, said Araria was the worst effected district and water has entered the district headquarters.

Flood waters have engulfed areas in Kisanganj, three blocks of Purnea and one block of Katihar damaging roads.

He said heavy rains in Nepal and Bihar in last three days have led to the situation and the state government is carrying out relief operations in flooded areas on a war-footing.

Forty-one people have died in floods in Bihar so far, said the principal secretary, disaster management department, Pratyay Amrit.

Homes were swept away in Regent, in the outskirts of Freetown, while roads turned into rampaging rivers as the mudslide struck.

Relatives dug through the mud in search of their loved ones and a morgue overflowed with bodies after heavy rains and flooding.

Shocking pictures on social media have emerged online showing bodies piled up in the mud and people wading through mud.

In what seems to be the state's worst deluge in three decades, the death toll in the second wave of floods rose to 15, with 10 more deaths reported on Sunday. With over 10 *lakh people affected in the last 24 hours, the total number of flood victims shot up to 15 lakh across 21 districts in Assam. Over 85% of the Kaziranga National Park (KNP) was inundated.

More than 1.83 lakh displaced have taken shelter in 439 relief camps. Rescue operations by the Army, Indian Air Force, National Disaster Response Force and the State Disaster Response Force personnel are underway, said state project co-coordinator of Assam State Disaster Management Authority (ASDMA) Rajib Prakash Baruah. About 3,000 villagers were rescued and shifted to relief camps on Sunday, said defence PRO Lt Col S Newton.

Heavy downpours have caused flooding in northeastern and western Iran, killing 11 people and leaving two others missing.

Torrential rains have been battering the Iranian provinces of Khorasan Razavi, Golestan, North Khorasan, and Semnan in the country's general northeastern area, and Ilam Province in its west over the past days, causing rivers to overflow their banks.

Morteza Salimi, the head of Relief and Rescue Operations at Iran's Red Crescent Society, said the flooding had claimed eight people in Khorasan Razavi, two in Golestan, and another in North Khorasan.

Two people have gone missing in Golestan's Aliabad County, he said.

In Khorasan Razavi, which has suffered the brunt of the human losses, flooding has hit the cities of Dargaz, Quchan, Nishapur, and Kalat. Mojtaba Ahmadi, the director of the Red Crescent Society in the province, said 190 rescue workers had been dispatched to the affected areas there, alongside ambulances and aid shipments.

Monsoon season forced a villager to carry livestock on his shoulder as he moved them to safer ground to rescue them from flooding that has killed over 25 people in two days.

He was spotted wading through waters in Topa Village in the Saptari district of Nepal today, where torrential monsoons have caused fatal landslides.

Thousands have been affected as the second day of heavy rain hit the region, where a woman and her child were photographed watching water levels rise up around their home.

One man was seen struggling to lead cows through the chest-high water using a rope, as a woman shifted her goats from the area.

Rajbiraj, also in the district, has been hit with heavy rain too as home ministry spokesman Deepak Kafle told AFP that over a dozen eastern and western areas were affected.

1. Top 10 Cool Start

The Plains and Midwest have seen temperatures nowhere near the torrid levels typically expected in early August.

For some cities in those regions, the first eight days of August ranked among the 10 coolest for that period in more than 100 years of records.

Among the locations are Sioux City, Iowa (tied, second-coolest), Kansas City (third-coolest), Denver (ninth-coolest) and Cincinnati (ninth-coolest), according to data from NOAA's Regional Climate Centers.

Heavy rains that caused flooding in some parts of the Houston area and prompted about two-dozen water rescues on Tuesday seemed to have let up, but with more rain expected authorities remain on guard and residents should stay prepared, officials said.

"Unfortunately, this is one of those Texas flood events that's part of living in Southeast Texas," said Michael Walter, a spokesman for Houston's Office of Emergency Management.

While the thunderstorms that dropped up to 5 to 6 inches of rains in some parts of Houston overnight into Tuesday have mostly moved out of the area, additional storms could pop up Tuesday afternoon, which could cause additional flooding in areas already saturated by rainfall.

"We don't want anyone to let their guard down just because it stopped raining for now," Walter said.

Janine Hayes was working her shift at the Port of Call restaurant on Esplanade Avenue, at the edge of the French Quarter, when the deluge started Saturday afternoon.

She and her co-workers noticed the water was pooling faster than it does in a typical summer storm. Alarmed, they started keeping a closer watch. And during one of these periodic checks, a co-worker saw something worrisome - some kind of black apparatus in the water.

A closer look revealed the unidentified item was a wheelchair. In it was a paralyzed man, struggling to keep his head above water.

"It was crazy," Hayes said, adding that several waiters and others ran outside immediately to help.

"It took all their strength to get that man's face out of the water and lift the whole apparatus up and get him up on the dry sidewalk," she added. "And he was crying."

Hayes' story was one of many harrowing tales to emerge from Saturday's flooding, a freak event that meteorologists and city officials said dropped between 1 and 10 inches of rainfall over a few hours in the New Orleans metro area.

At least eight people were killed and several others injured as fresh rains and floods wreaked havoc in Gilgit-Baltistan yesterday.

According to Gilgit-Baltistan Disaster Management Authority, five people including 4 students were killed and others injured in rain-related incidents in Sadpara, the tribal area of Skardu.

The floodwaters also washed away a bridge and 4 hotels in Sadpara area.

Five roads of the valley including Dusi Road were washed away by floods creating hardships for hundreds of the tourists in the valley.

According to local people and police, the flood hit Goner area of Diamer district in which three people including a woman were killed and several others injured. Flood torrents damaged many link roads, bridges and cultivated land.

People in the Far Eastern city of Ussuriysk woke up to find the streets deep in water and floating cars after torrential rain pounded the area for a day. People took to social media to share dramatic photos and videos showing the submerged city.

Torrential rains started pounding Ussuriysk and surrounding villages in the Primorsky Krai region on Sunday. By Monday morning, the streets had become rivers and cars can be seen almost fully submerged.

Local authorities declared a state of emergency on Monday.

As of 8pm local time on Monday (10am GMT), more than nine thousand people said that their homes suffered from electricity cuts because of flooding, according to local authorities.
