Burst dam kills 3 in West Java, Indonesia following heavy rainfall

Heavy rains in Bandung, West Java and its surrounding areas on Saturday night caused the dam holding the Cinambo River in Pasar Jati, Bandung regency to burst, resulting in flooding that claimed three lives.

The flooding hit residential areas in Cigending subdistrict, Ujungberung district and several houses in the Endah regency complex, where eight people were dragged away by the strong currents.

The Bandung search and rescue (SAR) office said three people, including a baby, had been declared dead, while five people had been rescued.

The victims were identified as Phida, 40, Hani, 25 and Raifan, 1.

"The joint SAR team has moved all residents affected by the flooding to a safer location," Bandung SAR spokesperson Joshua Banjarnahor said on Sunday.

The Queensland government has announced an inquiry into the historic flooding in Townsville, as evidence mounts that local authorities failed to anticipate the extreme nature of the recent record rainfall.

The independent inquiry will look into "key preparedness and response elements" to the storms that dumped more than one metre of rain on Townsville in less than a week.

In the west of the state, graziers have been confronted with scenes described by one mayor as "hell", as it became clear up to 300,000 cattle had died in the floods. The premier, Annastacia Palaszczuk, said the sight so many cattle that had died agonising deaths made her "sick in the stomach".

In north-west Queensland it hadn't rained, any decent rain, for more than five years.

When the downpour finally came last week, graziers were elated. Now it's feared up to 500,000 cattle, mostly from severely drought-stressed herds, have been killed in widespread flood waters.

The full extent of the losses won't be known for weeks; some properties remain underwater and the flood waters are moving south. But the agricultural industry's peak body says the situation has already become "a massive humanitarian crisis", affecting an area twice the size of Victoria.

After a prolonged drought, some rural parts of Queensland received three years' worth of average rainfall in a week.

Further severe flooding has affected parts of Saudi Arabia, displacing around 100 people and leaving 2 dead.

Saudi Civil Defence report flooding in Madinah Region from 08 February, 2019. Around 111 people were rescued by Civil Defence teams, many of them from vehicles stranded in flooding wadis. Flooding in the region also caused damage to homes and 14 families (around 100 people) have been displaced.

Civil Defence reported on 08 February that 1 person had died and another was still missing after flooding in the Al-ʿUla governorate of the Madinah Region. Search and rescue operations for the missing person continued and Civil Defence reported late on 10 February that they had found a body near a flooded wadi.

Three people died during a landslide that buried them while they were working at a construction site in Maili Mbili area in Kisii.

While confirming the incident, Kisii police commander Martin Kibet stated that "the three had been contracted to expand the water and sewerage systems from Kegati, Kisii, Nyamira to Suneka when the incident occurred at about 4.30 pm on Friday."

"At Maili Mbili area within Bobaracho ward, a landslide occurred and three Kisii male adults namely Stephen Omenya, Robin Ratemo and Joseph Mokaya were completely buried under the soil and died instantly while four others escaped unhurt."

At least 16 people have died in landslides in La Paz Department, Bolivia.

Heavy rain from 02 February caused 2 landslides along the Yolosita-Caranavi highway in Caranavi Province, burying several vehicles. Local authorities said that at least 16 people died and 53 were injured.

Rain in the area has also caused the overflow of the Coroico and Yara rivers. Flooding has been reported in 11 districts of the city of Caranavi, in particular La Costanera and 13 de Diciembre, prompting evacuations.

Schools have been closed in affected areas and a disaster emergency declared by the provincial government.

Rio de Janeiro, Brazil's second-largest city, awoke to scenes of chaos on Thursday after thrashing wind and rain whipped through neighbourhoods, felling trees, flooding streets and sweeping away buses in a storm that killed at least five people.

Some of Rio's most iconic neighbourhoods, including tourist hot-spots like Ipanema and Copacabana, were battered by winds of up to 110 kilometres per hour (68 mph) on Wednesday night, with precarious hillside favelas hit by mudslides that closed roads.

At least five people died, with one more person potentially killed in a bus that was hit by a mudslide, Rio's mayor, Marcelo Crivella, told local news media.

"It was a lot of water that ended up causing this tragedy," Crivella said. "It was unexpected."

Heavy rain and melting snow caused rivers to burst their banks and cause flooding across Bosnia, damaging houses and blocking roads. A bridge in the capital, Sarajevo, collapsed after the River Zeljeznica overflowed.

Milder weather has been witnessed following last month's sub-zero conditions. In the space of 24 hours, temperatures jumped from 0C to 15C, causing snow to melt rapidly and trigger floods in central parts of the country.

Zenica and Kakanj, towns in central Bosnia, declared a state of emergency as streets in some neighborhoods were inundated by water and rescue services began evacuating people from their homes on rubber boats.

Schools in the most affected areas of central Bosnia were also forced to stay shut on Monday.

Police General Romulo Delgado said the dead included six adults and five minors.

Authorities have said that searchers had recovered 11 bodies from a landslide that buried cars on a highway in the mountains northeast of Bolivia's capital a day earlier. At least 18 other people were reported injured.

Officials also said new mudslides occurred in the same area as a result of a third day of heavy rains, though there was no immediate word of any casualties.
