Moscow is open for political dialogue and diplomacy but believes it does not make any sense without military cooperation. NATO, however, has not shown a readiness for such cooperation.

Four Russian servicemen were killed in Syria on February 16, when a radio controlled bomb targeting a Syrian military convoy exploded, the Russian Defense Ministry has said in a statement.

Two other Russian servicemen were injured in the blast, the Ministry added.

The vehicle had been part of a Syrian Army convoy traveling to the city of Homs from the Tiyas airfield in central Syria's Homs Province.

Russian military advisers were in the car when it blew up, according to the ministry's statement.

The Royal Navy has banned sailors from enjoying porn films and having saucy pictures on board after an official review found that Her Majesty's warships are rife with smut.

The ban is the latest crackdown on pornographic material, which commanders fear ruins the image of the new "inclusive" Royal Navy. It will be enforced through unannounced searches by Royal Navy Police.

"To be fair, this is part of the service coming into the 21st Century, being more inclusive and not offending women," one Navy source told the Sun newspaper.

Saudi Arabia, which is leading a military intervention in Yemen, is the world's second-largest arms importer, according to a new report. Riyadh's arms imports increased 212 percent compared with 2007 - 11, with the US remaining the world's top weapons exporter.

Between 2007 - 2011 and 2012 - 2016 arms imports by states in the Middle East rose by 86 percent, the Stockholm International Peace Research Institute (SIPRI) said on Monday.

India was the world's largest importer of major arms in 2012 - 2016, accounting for 13 percent of the global total, the study said.

On Saturday, the Kremlin's press office released a statement saying that Russian President Vladimir Putin had signed a decree which meant that Russia would begin to recognize IDs, birth certificates and vehicle registration plates, along with other documents issued by the authorities of the self-proclaimed Donetsk (DPR) and Lugansk People's Republics in eastern Ukraine to permanent residents on Russian territory.

Federal authorities are stepping up investigations at Department of Veterans Affairs medical centers due to a sharp increase in opioid theft, missing prescriptions or unauthorized drug use by VA employees since 2009, according to government data obtained by The Associated Press.

Doctors, nurses or pharmacy staff at federal hospitals — the vast majority within the VA system — siphoned away controlled substances for their own use or street sales, or drugs intended for patients simply disappeared.

Aggravating the problem is that some VA hospitals have been lax in tracking drug supplies. Congressional auditors said spot checks found four VA hospitals skipped monthly inspections of drug stocks or missed other requirements. Investigators said that signals problems for VA's entire network of more than 160 medical centers and 1,000 clinics, coming after auditor warnings about lax oversight dating back to at least 2009.

Donald Trump said frequently during his presidential campaign that he did not want the US involved in all these expensive foreign wars. Americans were lead to believe that the US was finally realizing that other countries should pay for the lion's share of any mutual defence; at their own expense. Trump also said that he wanted other NATO partners to pay their fair share for any action undertaken, the implication being that operational decisions will be based on who has paid for what rather than what the enemy is doing—and if the enemy is real or perceived.

Despite the promises, sources on the ground in Ukraine confirm that preparations are being made for further war, a hot war, and as if Kiev expects the US to back it morally and financially. It is worth mentioning that the US has not yet withdrawn from other conflicts it has provoked or encouraged, such as that in Syria.

Indeed, it is unrealistic to imagine that it will, when a vast military-industrial complex with a global footprint is involved. All that complex has to do is wait for a new president who is more supportive, as no one is going to actually take control of all its many tentacles during a four or eight year term of office when they have many other issues to deal with and a very vocal population of over 300 million to satisfy.
