Cyclone Freddy made landfall in south-eastern Madagascar on Tuesday, leaving at least four people dead and destruction in its path, as winds of up to 112 mph lashed the island nation. Waves of nearly 8 metres brought flooding to parts of the country, with the storm forcing more than 11,000 people to flee their homes.

Hundreds of thousands of Michigan residents were without power Thursday morning after an ice and snowstorm moved through the state, sparking thunder, downing thousands of ice-coated power lines and forcing school districts to cancel classes for a second day.

DTE Energy had more than 262,000 customers in the dark as of 8 a.m., mainly in Wayne and Washtenaw counties. Consumers Energy, meanwhile, reported more than 199,000 customers affected by power outages as of 8 a.m. Thursday, a large jump after ice and rain continued into the night. Many were clustered between Kalamazoo and Jackson.

"For a lot of Metro Detroit, it has been several years since they've seen any type of icing of this magnitude," said Steve Considine, a meteorologist with the National Weather Service station in White Lake Township.

That storm brought several inches of snow to many parts of Utah but in Tooele, the white stuff was measured in feet.

It was one of the hardest hit areas with some residents getting two feet of the white stuff.

One resident stepped out of her doorway this morning and sank into the snow.

"I'm not a tall human. It's full, full on two feet here at least," Ashley Bingham said.

The snow continued through much of the day. It's much needed as the state tries to recover from drought.

Heavy overnight snow and minor avalanches between Monday and Tuesday have led to traffic restrictions on sections of roads in Georgia's northwest, where villages have also been left without power, the Mayor of Svaneti province's Mestia municipality said on Tuesday.

Kapiton Zhorzholiani said the Jvari-Khaishi section of the Zugdidi-Jvari-Mestia highway between the western city and the highland location had been closed for all traffic following occurrences of avalanche on areas of the road.

He also said a number of vehicles were being evacuated from the affected sections, adding special hardware was being sent to locations for further efforts.

The southeast of Morocco has been experiencing an unprecedented snowstorm since this weekend that has left 24,000 families in need of assistance and 87 isolated villages in the region of Ouarzazate and Zagora, which the authorities hope to access by Monday after having already unblocked most of them.

The Mohamed V Foundation for Solidarity has in recent days provided humanitarian assistance (food and blankets) to 9,000 families affected by the storm in the region of Ouarzazate, where snowfall reached 2.2 metres, 10,000 families in Taroudant and 5,000 in Zagora.

"The authorities' interventions in this area are progressing at a good pace despite the bad weather conditions," Sanae Berdikh, the Foundation's communications director, told EFE on Monday. Berdikh explained that during the intervention of the Moroccan troops they managed to evacuate by helicopter on Sunday morning a woman about to give birth who was trapped in a village in the area where the road was cut off. Both are in good condition in the provincial hospital. "An airlift has been set up between the airports of Casablanca, Ouarzazate, Zagora and Agadir with 20 rotations this weekend to bring humanitarian aid teams to the people affected," she said.

Sydney has been hit by an evening deluge as severe thunderstorms rolled over the city's northern regions on Tuesday night.

Some residents posted images of a water spout that formed near Dee Why on the Northern Beaches just after 6.30pm, while the carpark at Woolworths Neutral Bay was inundated by the downpour.

As of 7.30pm, some parts of Sydney had recorded close to 20mm of rain despite dry conditions for most of the day.

Canterbury received 19mm, while Sydney Airport had 18.2 and Terrey Hills 15.6. The Bureau of Meteorology (BoM) said severe and slow-moving thunderstorms were detected on the radar and would linger throughout the night.

The rain brought a drop in temperatures. After parts of the city had hit highs of about 30 degrees in the early afternoon, most observation stations had dropped to about 21 degrees by 7.30pm.

Disaster authorities in the Philippines report over 30,000 people have been displaced and 2 people have died after heavy rain brought by a low-pressure area (LPA) caused flooding and landslides across 8 regions.

As of 21 February, the National Disaster Risk Reduction and Management Council (NDRRMC) reported over 300 incidents of flooding and over 30 landslides across 22 provinces in 8 regions since 13 February 2023. Most of the incidents occurred in the provinces of Albay, Camarines Sur, Capiz, Negros Occidental, Zamboanga Del Norte, Davao Oriental, South Cotabato, Cotabato, Agusan Del Sur, Agusan Del Norte and Butuan City.

While many areas in East Hawai'i received more than 10 inches of rain from the passing Kona Low storm, Mauna Kea and Mauna Loa were also blanketed with several inches of snow.

Both summits have been under a winter storm warning since Friday. It lifted at noon today.

According to www.snow-forecast.com, 13 inches of snow fell over a 48-hour period between Friday and this morning on the Mauna Kea summit.

Overflowing rivers in the department of Amambay in northeastern Paraguay have damaged roads and bridges and affected 700 indigenous families in the area.

Paraguya's National Emergency Secretariat (SEN) said the Aquidabán river in Amambay Department broke its banks on 16 February. Several people had to be rescued by helicopter. Photos shared by SEN showed floodwater up to roof height. The flooding caused significant material damage and many residents have lost all their belongings, local media reported.
