NOAA sez: Above-normal Atlantic hurricane season is most likely this year

'Weak or non-existent' El Nino is a factor


Forecasters at NOAA's Climate Prediction Center say the Atlantic could see another above-normal hurricane season this year.

For the upcoming Atlantic hurricane season, which runs from June 1 through November 30, forecasters predict a 45 percent chance of an above-normal season, a 35 percent chance of a near-normal season, and only a 20 percent chance of a below-normal season.

"As a Florida resident, I am particularly proud of the important work NOAA does in weather forecasting and hurricane prediction," said U.S. Secretary of Commerce Wilbur Ross. "These forecasts are important for both public safety and business planning, and are a crucial function of the federal government."

Farmers in Kanyakiri village, Embu, watched helplessly as a mudslide destroyed crops worth about Sh3 million last Saturday.

Video footage shows large tracts of land moving along a river for about a kilometre, felling trees and destroying vegetation along the way.

The mudslide came after a heavy rains that have hit the area for the last two weeks.

Speaking to the Star on Wednesday, Kinyua Njeru said they had woken up early to pick tea when they found their farms moving and the boundaries changed.

"We were forced to scamper for safety. This is the work of the devil. I have never seen anything like this in my entire life," said the 50-year-old resident.

Area Chief Mark Karangi said crops worth about Sh3 million were destroyed but noted that no one was injured.

A tornado was confirmed by radar Tuesday afternoon near Clinton in Sampson County, moving east at 25 mph, according to the weather service.

A tornado warning was issued for Sampson County on Tuesday afternoon, and most of central North Carolina already was under a flood watch through late Wednesday night.

A spokesman for Sampson County says multiple structures have been damaged after what's believed to be a tornado touched down.

Spokesman Richard Carr says the town of Autryville and the Bearskin community suffered property damage from the storm on Tuesday. Carr said there was "substantial" damage to the Autryville Fire Department.

Earlier, Sampson County Emergency Management said the fire department was destroyed.

A total of 3,274 persons and hundreds of farms have been affected in the recent flash flooding in Regions Seven (Cuyuni-Mazaruni) and Eight (Potaro-Siparuni) in as much as 25 feet of water in some placesโ€”a disaster that has already cost the state $8M in relief efforts.

That was the grim report provided today (May 23, 2017) by Deputy Director of the Civil Defense Commission (CDC), Major Kester Craig.

So far $2.8M have been spent on the flights alone into the affected areas, according to the CDC Deputy Director.

He reported that 327 relief food hampers were distributed in Chenapau, Kaibarupai, Waipa, Sand Hill, Itabac, Kanapang. He said 209 relief cleaning hampers have been distributed to Kaibarupai, Waipa, Sand Hill, Itabac, Kanapang.

According to Major Craig, the food hampers were envisaged to cater for a small family for two weeks.

Government has spent some $4.1M on hampers, this minus the donation from corporate Guyana.

Heavy rain brought flooding to several districts in the city on Wednesday as the Hong Kong Observatory issued the first black rainstorm warning of the year.

Among the worst hit areas were Shau Kei Wan and Mid-Levels on Hong Kong Island.

At 6:40am, the Observatory issued an amber rainstorm signal and by 9:15am it was raised to red, forcing the Education Bureau to suspend all afternoon school classes.

At 11:30am the black rainstorm warning was issued, which advises people to stay indoors. An hour later it was downgraded to amber and by 3pm no warnings were in affect.

Floods were seen on Shau Kei Wan Main Street East, sections of the Island Eastern Corridor, Robinson Road, King's Road in North Point and Kai Yuen Street, RTHK reported.

Nebraska's corn fields are so flooded that farmers are posting videos of themselves wakeboarding.

Spring downpours are pummeling U.S. grain farmers, causing soggy fields and threatening crop disease. In the past 30 days, about 40 percent of the Midwest got twice the amount of normal rainfall, with soils saturated from Arkansas to Ohio, according to MDA Weather Services. While spring showers usually benefit crops, the precipitation has come fast enough to flood some corn and rice fields and trigger quality concerns about maturing wheat.

"Bad conditions got worse with rain on Friday," said Brandon Bowser, regional manager for Harvest Land Cooperative, which has 26 agronomy locations in Indiana and Ohio. "There are lakes in some fields."

Bowser said planting was off to a fast start in the second half of April, before 10 inches (25 centimeters) of May rainfall and lower temperatures erased early optimism. He estimates about a third of his region's corn will be replanted, and surviving seedlings are at risk of blight.

"It's the worst corn replant in our area I've ever seen in 28 years," Bowser, 47, said.

Flooding in Sukhothai's Khirimas district remained critical on Monday morning, with its main business area under water up to 60 centimetres deep and the flood death toll rising to three after the discovery of a body in a canal.

The victim was identified as tambon Nong Prading resident Sriprai Boo-on, 48.

Khirimas's 10 tambons are inundated, affecting 5,536 families and damaging about 20,000 rai (3,200 hectares) of farmland.

Besides various state offices, 11 schools were closed including Khirimas Phittayakhom School, Ban Lan Eung School, Ban Khao Thong Pha Ngab School, Ban Sam Poung School and Ban Pak Klong Reu School.

They will remain shut until the situation returns to normal, said Sukhothai Primary Educational Service Area Office 1 chief Phayom Wongpul.

Torrential rain hit Saudi Arabia's Taif province, wreaking havoc on properties and road infrastructure, according to Okaz newspaper.

Advisor to Saudi King and Mecca governor Prince Khalid Al Faisal ordered a probe committee to investigate the "causes and shortcomings".

Five hours of heavy rain were enough to bring neighbourhoods to a standstill, causing massive losses to properties and infrastructure.

Thousands evacuated after floods in northern provinces of Thailand; almost 1 foot of rain in 24 hours

Heavy rain has been affecting northern and central areas of Thailand since 15 May, causing floods in several provinces. Local disaster officials report that some areas have recorded almost 300 mm of rain in a 24 hour period.

Department of Disaster Prevention and Mitigation (DDPM) reported earlier today that around 800 people have been evacuated in Mueang Kamphaeng Phet, the capital district of Kamphaeng Phet Province. DDPM says that 280.5 mm of rain fell on 17 May, causing floods that affected a local hospital.

DDPM also reported flooding in the province of Uttaradit. Local media report that 2,000 households in Thong Saen Khan district have been asked to evacuate to higher ground by local authorities.
