Nearly 9 inches of rain that pounded Manhattan, Kan., overnight and into the day Monday caused major flash flooding, forcing more than 300 people to evacuate their homes. Some 750 homes still lack power, the city of Manhattan reports.

"We're saying it is a 500-year event, perhaps a 700-, 800-year event," said Manhattan's Municipal Government Manager Mark Fehr at a 2 p.m. press conference Monday.

Aerial photographs posted by the Riley County Police show buildings flooded nearly to their roofs. Two emergency shelters have been established, one at Cico Park and a second at Bramlage Coliseum.

'"It is estimated that about 300 individuals have been impacted as of now," Fehr said. The Army Corp. of Engineers, he said, reported 8.9 inches of rain had fallen in the area, causing Wildcat Creek to overflow its banks. Three bridges were overcome, two on Kansas 18 and the bridge on Scenic Drive.

Rains and floods have hit 30 districts in Odisha, 26 districts in Maharashtra, 25 in Assam, 23 each in Uttar Pradesh and West Bengal, 14 in Kerala, 13 in Uttarakhand, 11 each in Karnataka and Nagaland, 10 in Gujarat.

Over 1,400 people, including 488 in Kerala, have lost their lives due to rains, floods and landslides in 10 states so far in the monsoon season, the Home Ministry said Monday.

According to the ministry's National Emergency Response Centre (NERC), 488 people have died in Kerala and 54.11 lakh in 14 districts have been severely hit by rains and floods, the worst in a century.

As many as 14.52 lakh flood-displaced people are living in relief camps across the state.

Standing crops on over 57,024 hectares of land were damaged in the southern state.

An official said the vehicle fell into the gorge as the driver lost control over it following a landslide which brought a heap of debris on the road.

Thirteen people died and two sustained serious injuries when a passenger vehicle fell into a 200-metre-deep gorge after it was hit by a landslide on Gangotri National Highway in Uttarkashi district on Monday.

All the 13 died on the spot while the two survivors, who sustained serious injuries, were rushed to a nearby hospital where they are undergoing treatment, officials said.

State Disaster Response Force (SDRF) officials said the accident happened around 2 pm when the 22-seater vehicle carrying 15 passengers bound for Uttarkashi from Gangotri when it was hit by boulders rolling down the hills due to a landslide near Sanglai area. Due to the impact of the hit, the vehicle fell into a 200mt gorge, officials said.

Over 10 inches (254mm) of rain fell in areas of Pennsylvania and Maryland, USA, on Friday 31 August, 2018, causing major flash floods.

At least one person has died and one other is still missing in Maryland after vehicles were dragged from a bridge by flood water near Creswell.

In Pennsylvania, Governor Tom Wolf said that parts of the state experienced significant flash flooding on 31 August that impacted roads, bridges, homes and critical infrastructure. Train services were also interrupted. York and Lancaster counties in Pennsylvania issued disaster declarations.

Mount Joy in Lancaster County recorded 10.57 inches (268.48mm) of rain in around 24 hours to late 31 August, and Kruetz Creek, York County recorded 6.2 inches (157.48mm) during the same period according to NWS State College. Parts of Lebanon County also saw heavy rain, with Schaefferstown, recording 8.88 inches (225.55mm) from 30 to 31 August.

More than a dozen districts have been flooded following heavy rainfall in Uttar Pradesh and the adjoining hilly regions over the past few days, as the toll went up to 325. More than 21 people were reported to have died over the last 48 hours in flood-related incidents, including drowning and wall collapse, across the state, including Shahjahanpur, Amethi and Auraiya districts.

Monsoon activity, which had started to slow down, regained momentum over the past week, inundating large parts of agricultural and inhabited land. The government had already deployed columns of National Disaster Relief Force, State Disaster Relief Force and Provincial Armed Constabulary in the flood relief and rescue operations in the worst-hit areas.

Major rivers in the district, including Ganga, Ram Ganga, Yamuna, Betwa, Sharda, Ghagra, Rapti and Kuano, have swollen up at several places.

Sudden violent storms brought an onslaught of flash flooding to parts of northern Italy on Saturday, submerging streets and sweeping cars away in the province of Verona.

Footage from the town of Negrar shows vehicles floating in the floodwaters, while videos shared on social media by residents show cars struggling to drive on through flooded streets.

According to local reports, hospital phone lines are temporarily down as a result of the severe weather, and a state of alert remains in place. Authorities in Negrar have set up an emergency center and helpline to aid those affected by the floods, although no missing persons or injuries have been reported.

China has evacuated 127,000 people in the southern province of Guangdong due to heavy rains, the official Xinhua news agency says.

The rains have affected more than 1.2 million residents, leaving two people dead and two others missing.

A large sinkhole was detected early Friday at a parking lot of a Seoul apartment complex, forcing 200 residents to evacuate.

According to fire authorities, land is collapsing in a section 30 meters wide, 10 meters long with a depth of six meters in Geumcheon-gu, southwestern Seoul. Next to the apartment complex is a construction site.

Two hundred residents at the two apartment buildings near the site have been evacuated, while two people were escorted to the hospital citing psychological trauma.

"There was a large collapse sound last night," said Kim, a 58-year-old apartment resident. "I couldn't sleep and came outside and found the ground has collapsed."

The sinkhole occurred next to a construction site for a 30-story studio apartment. However, no workers were on site at the time.

Six people were declared dead with a total of 916 households and 58 villages in five districts suffering damage from flooding in southern Laos, local daily Vientiane Times reported Friday.

Lao authorities have just updated the assessment of losses and damages after many parts of the country have been ravaged by flooding following recent torrential rain.

This latest report was given by provincial authorities at a meeting on Wednesday in Luang Prabang province, some 220 km north of Lao capital Vientiane, attended by Lao Minister of Labor and Social Welfare Khampheng Saysompheng and disaster prevention and control committee officials.

Authorities have delivered drinking water, household essentials and emergency supplies to assist those affected by the flooding.

NDRF teams have landed today in Nagaland for rescue and relief operations in the state, which has seen the worst floods in its history. Twelve people have died and 3,000 have been displaced in incessant rain, which has caused landslides and floods in around 400 villages of Nagaland in the past one month.

The flooding has primarily been caused because of rain in upper reaches of Nagaland leading to water level rising at the Doyang Hydro electric project in Wokha District. The release of additional water from the dam twice has resulted in flooding in the downstream areas including Golaghat district of Assam.

Kiphere, a district on the border with Myanmar is the worst affected. Chief Minister Neiphiu Rio visited this district on August 28, a day after he had appealed for help and shared bank details of the CM Relief Fund on Twitter.
