Spying on the spies: State surveillance of Britons now being monitored by new watchdog

A new watchdog charged with regulating state surveillance has started work, with the aim of keeping in check the state's ability to spy on its own citizens.

Lord Justice Fulford has taken office as the first investigatory powers commissioner (IPC), amalgamating the three watchdog roles which had previously overseen surveillance powers in the UK.

His role was created by the controversial Investigatory Powers Act, also known by the epithet Snoopers' Charter, which became law at the end of last year.

His office, the IPCO, will employ about 70 staff, including 15 serving and retired judges.

Russia warned Israel on Wednesday not to authorize an attack on Iranian military positions in Syria after Israeli Prime Minister Benjamin Netanyahu threatened to prevent a buildup on his borders.

"If anyone in the Middle East or [an]other part of the world plans to violate international law by undermining any other country's sovereignty or territorial integrity, including any country in the Middle East or North Africa, this would be condemned," Russian Foreign Minister Sergey Lavrov told reporters.

Netanyahu has warned that Iran is building military facilities in Syria. U.S. and Israeli officials have worried for years that Russia and Iran, by partnering to protect Syrian President Bashar Assad, would emerge from the conflict with long-term strategic advantages, and Lavrov's comment suggests Russia's support for Iran's consolidation of those gains.

"[R]egarding whatever area of cooperation between Iran and Syria, my position is that if their cooperation in whichever field does not violate the basic provisions of international law, it should not be cause for question," Lavrov said.

China plans to eradicate poverty in three years

Chinese news outlet Xinhua has released the full remarks of President Xi Jinping from a 23 June symposium on the eradication of poverty which took place in Shanxi Province.

During his speech President Xi stated that he seeks to embark on a three year plan to fully eradicate rural poverty in the county.

The Chinese economic boom which begun during the reformist era of Paramount Leader Deng Xiaoping, has transformed China from a mainly agrarian developing economy to an industrial powerhouse and leading exporter. The IMF has recently stated that it expects to move its headquarters to China within a decade as it is projected with almost complete certainty that in terms of GDP, the Chinese economy will soon outpace that of the United States which had led the world for most of the 20th century and into the 21st. In many other areas, China already leads the world.

Three major developments have occurred under the leadership of Xi Jinping which have had further transformative effects on China.

Ambassador to US Antonov: Moscow will not react with 'hysterical impulses' to closure of SF consulate

Russia's new Ambassador to the US, Anatoly Antonov, says Moscow will not react hysterically to the closure of its consulate in San Francisco. Instead, the diplomat stressed, both countries should build a dialogue for the sake of international stability.

Antonov's arrival on US soil Wednesday was immediately marred by the news of the September 2 closure of Russia's Consulate-General in San Francisco, a trade mission in Washington, DC and a consular annex in New York City.

Moscow will surely act "professionally and calmly," Antonov, who previously served as deputy defense and foreign minister said according to RIA.

"Speaking in Leninist terms, we do not need hysterical impulses," said the diplomat, who arrived in the US just about an hour after the State Department announced the punitive measures.

Comment: Russian Presidential Aide Yuri Ushakov's response:
"The Americans are taking away properties again and closing down general consulates. In other words, the Americans have taken away five facilities that were our property. Five of them enjoyed diplomatic immunity. The office of the trade mission in New York that we leased was another one. In all, they took away six facilities - the five we owned and another one we leased. It's a raider seizure. We'll think over to how we'll respond," Ushakov said.

"They do not only take properties away but also hinder the operation of our embassy and diplomatic offices. We will consider a response. At the same time it is very undesirable to have a clash, because somebody should display common sense and put an end to the grave condition of our bilateral relations," Ushakov said.

"The US administration continues to damage bilateral relations, presumably with no regard to consequences not only for our countries, but for the global security as well," Ushakov said. "It can only cause regret and disappointment," the Russian presidential aide noted. ... "It means that tensions in bilateral ties will rise further. We regret it and we are going to calmly consider our response," Ushakov added.
Lavrov says Moscow will assess the situation before responding:
"We will respond as soon as the assessment is complete," he added. "I would like to point out it was not us who initiated this exchange of sanctions, but the Obama Administration. They sought to rupture Russian-US relations and prevent US President Donald Trump from putting forward any constructive proposals," the Russian top diplomat stressed.

"What US Secretary of State Rex Tillerson told me yesterday [in a telephone call - TASS] was explained in the note that we received," Lavrov says. "I have an ambivalent feeling that they somehow wanted to cite our statement that 455 diplomatic personnel mean parity. Based on the parity logic, the United States has cut the number of our consulates since we had them in New York, San Francisco, Seattle and Houston," he added.

"When the Soviet Union collapsed, we proposed that they open a fourth consulate general in Russia but they said 'no, thank you, three is enough for us'. In this case, we can speak about parity, but it is a specific parity since they have counted the personnel of the Russian mission to the United Nations as diplomats," he added.

Lavrov noted that two days had been given to Russia to close its Consulate-General in San Francisco. "We gave the Americans time to cut the number of their diplomatic staff in order to match the number of Russian diplomats in the United States, while 35 Russian diplomats and their family members were expelled within two days.

"Though they said that the personnel of the Consulate General and other two facilities did not need to leave but could be transferred to other diplomatic annexes."

Kashmir Hill: New American think-tank firing shows Google quashes ideas it doesn't like - they did it to me too

The story in the New York Times this week was unsettling: The New America Foundation, a major think tank, was getting rid of one of its teams of scholars, the Open Markets group. New America had warned its leader Barry Lynn that he was "imperiling the institution," the Times reported, after he and his group had repeatedly criticized Google, a major funder of the think tank, for its market dominance.

The criticism of Google had culminated in Lynn posting a statement to the think tank's website "applauding" the European Commission's decision to slap the company with a record-breaking $2.7 billion fine for privileging its price-comparison service over others in search results. That post was briefly taken down, then republished. Soon afterward, Anne-Marie Slaughter, the head of New America, told Lynn that his group had to leave the foundation for failing to abide by "institutional norms of transparency and collegiality."

Google denied any role in Lynn's firing, and Slaughter tweeted that the "facts are largely right, but quotes are taken way out of context and interpretation is wrong." Despite the conflicting story lines, the underlying premise felt familiar to me: Six years ago, I was pressured to unpublish a critical piece about Google's monopolistic practices after the company got upset about it. In my case, the post stayed unpublished.

Comment: New America's Barry Lynn has written two books on the dangers of global monopolies. After news of the EC decision re: Google, Lynn responded with this:
Lynn wrote that the EC's decision was key to "protecting the free flow of information and commerce upon which all democracies depend." He also called on US federal authorities to bring antitrust litigation against Google.
New America has received $21 million from Google and Schmidt. Schmidt is the chairman of New America's board.
And, according to Lynn, he was fired as a direct result of Schmidt voicing his displeasure to Slaughter over Lynn's anti-Google article, possibly threatening to withhold funds. "Google is very aggressive in throwing its money around Washington and Brussels, and then pulling the strings," Lynn told the New York Times. "People are so afraid of Google now."
Lynn added that this wasn't the first time he had been redirected away from criticizing Google. During a 2016 conference organized by Open Markets on the dangers of tech monopolies, Slaughter sent an email to Lynn urging him to not criticize Google during the conference.

"We are in the process of trying to expand our relationship with Google on some absolutely key points," Slaughter wrote. " ... just THINK about how you are imperiling funding for others."
Most of Google's search algorithm is secret, meaning interested citizens or watchdog groups cannot know why results are being filtered out unless Google decides to tell them. "A little bit of it is known generally speaking, but the vast majority of this is just hidden. It's all secret ... [the internet is] a world that needs to be regulated, that is the bottom line. Google and some of these other big tech companies must be regulated. Google should be made a public utility," said [Robert Epstein, former editor in chief of Psychology Today].

World's major central banks working on blockchain-based settlement currency

Six big banks have joined a group developing a new settlement currency based on blockhain technology, which is behind bitcoin, ethereum, and other cryptocurrencies.

Barclays, Credit Suisse, Canadian Imperial Bank of Commerce, HSBC, MUFG and State Street have joined UBS, BNY Mellon, Deutsche Bank, Santander, NEX and blockchain startup Clearmatics in a project to create a "utility settlement coin". The currency was originally started by UBS.

The project could pioneer the issue of cryptocurrencies by central banks.

"It may well inform the way central banks choose to move things forward. We see it as a stepping stone to a future where central banks issue their own [cryptocurrency] at some point," Hyder Jaffrey, UBS director told Coindesk.

Petition declaring George Soros a 'terrorist' and seize his assets gains 70k signatures and counting (UPDATE)

In less than a fortnight, more than 70,000 people have signed a petition accusing billionaire investor George Soros of sedition against the US and demanding that he and his affiliates be declared "domestic terrorists" and that his assets be seized.

The petition was initially launched on August 20 by "E.B." on the White House petitions website and has gained more than 70,500 signatures as of Friday morning. If it reaches the threshold of 100,000 signatures before September 19, the White House will have to provide a formal response.

The creators of the petition on the website 'We the People' say that Soros has "willfully" tried to "destabilize and otherwise commit acts of sedition against the United States and its citizens." To achieve these goals, the author says, "Soros has created multiple organizations with a sole purpose is to apply Alinsky model terrorist tactics to destroy the US government."

The "Alinsky model" refers to American community organizer and writer Saul Alinsky. In his book Rules for Radicals, he outlines 13 rules for political struggle to seize power.

According to First Deputy Chairman of Russia's Federation Council Defense and Security Committee Franz Klintsevich, Trump won't do it, because such a move would shake US foundations to the core:
"It is an interesting turnaround. Americans want to declare the man who threw his money about around the world to fuel color revolutions a domestic terrorist. It is not unlikely that the 100,000 signatures necessary for the petition to be considered by the White House will be collected by September 19, but things are unlikely to go any further. Officially declaring George Soros a terrorist and seizing all his property and assets would actually mean undermining the foundations of the United States itself," Klintsevich stressed.

According to Klintsevich, President Trump, "despite his dislike for the billionaire, will not resort to such a move, although that would be the best confirmation of the US president's remarks that his country will no longer export democracy." "Anyway, the petition to declare Soros a terrorist is a signal, and not to him alone," the senator's press service quotes him as saying.

The petition now has 130,000 signatures, legally necessitating a response from the Trump administration. (There probably won't be one.)

'Cesspool of terrorism': Crimean leader blasts Kiev for escalating tensions near border

The head of the Crimean Republic says that Kiev deliberately undermines peace by deploying units manned with nationalist radicals near the border. He added, however, that the situation in Crimea is calm and controllable.

"They have placed gunmen from the Right Sector [an ultranationalist Ukrainian group outlawed in Russia] and the so-called Crimean Tatar Battalion near the Crimean border. The border regions have become a cesspool of extremism and terrorism," Sergey Aksyonov wrote on his Facebook page after attending a joint session of Crimean and federal counter-terrorism committees.

Aksyonov said that the situation in Crimea remains calm and controllable, but listed the military conflict in southeastern Ukraine and mass migration from these regions to Russia as the main challenges that security agents have to deal with.

Today I want to highlight a troubling bill moving through Congress that seems inspired by a thuggish, authoritarian speech given earlier this year by CIA head Mike Pompeo.

I found that speech so disturbing at the time, I wrote an entire piece taking it apart. Below is an excerpt from that talk which is relevant to this piece
WikiLeaks walks like a hostile intelligence service and talks like a hostile intelligence service. It has encouraged its followers to find jobs at CIA in order to obtain intelligence. It directed Chelsea Manning in her theft of specific secret information. And it overwhelmingly focuses on the United States, while seeking support from anti-democratic countries and organizations.

It is time to call out WikiLeaks for what it really is - a non-state hostile intelligence service often abetted by state actors like Russia. In January of this year, our Intelligence Community determined that Russian military intelligence-the GRU-had used WikiLeaks to release data of US victims that the GRU had obtained through cyber operations against the Democratic National Committee. And the report also found that Russia's primary propaganda outlet, RT, has actively collaborated with WikiLeaks.
Pompeo said that in April. Fast forward a few months, and let's take a look at what the U.S. Senate is up to.

EU counter-terrorism chief reveals number of "home grown" Islamic radicals feared to be in UK estimated to be '20,000 to 25,000'

The UK has the largest number of Islamist radicals in the EU, the EU counter-terrorism chief says, just as home-grown terrorists are found to pose the "predominant" threat.

According to Gilles de Kerchove, the UK has identified between 20,000 and 25,000 fanatics. MI5 considers 3,000 of them "worrying," and 500 are under "constant and special attention," the chief said. By comparison, France is thought to be home to 17,000 radicals, and Spain around 5,000.

"I wouldn't like to put a concrete figure on it, but (in Europe) tens of thousands, more than 50,000," de Kerchove told Spanish newspaper El Mundo.

"We must select those who are really worrying and the most dangerous, and they should be monitored 24 hours a day, seven days a week."

This comes as security sources told Sky News that the threat posed to the UK by Islamic State (IS, formerly ISIS/ISIL) jihadists returning home is not as severe as initially thought by police and intelligence services.
