My guess is that we anticipated the desire for our presence to be minimized after these long decades and have stoked the fires of 'democratic freedom fighters' so as to create new welcoming arms accompanied by sachelfuls of dollars in parts of the world like the Middle East. Perhaps there is an 'under the table handshake agreement' with the intent of such and the expectation of our removal now compromised by the Aleppo citizens is causing a deep resentment in the EU that one sees in its NATO build up.
