Flood causes injuries and heavy damage in Astara, Iran - 10 inches of rain in just 12 hours

Heavy rains have triggered a flood in the northern Iranian city of Astara, along the Caspian Sea.

The flooding blocked roads between Astara and Talesh and destroyed a number of buildings while many houses are under water now.

Astara's bazaar was also inundated by the flood, leading to the closure of the center.

Meanwhile, two people sustained injuries after their car fell into the river due to the collapse of Astara's Sibly Bridge. Seven others were injured elsewhere in the city.

There are reports of 265 millimeters of rain in 12 hours in the city.

More than 2,000 persons fled flash flood spawned by heavy rains in mountainous areas here on Sunday, September 17.

The City Disaster Risk Reduction Management Office (CDRRMO) and Bureau of Fire Protection (BFP) rescued a group of persons trapped in areas separated by the Canucutan River in Barangay Pasonanca.

Flash flood was reported after heavy rains in the mountains resulted in rivers in the lower areas populated by most residents to swell and overflow.

Nature bared its fangs in Cape-Town and parts of the Eastern Cape on Saturday as heavy rains caused wide-spread destruction and left several areas without electricity. In Gordon's Bay, a high tide swept away cars as panicked residents could do nothing but watch.

Torrential rains have left a trail of destruction in some parts in the Western Cape and Eastern Cape after rivers were left overflowing.

In Cape Town, a number of cars were carried by freak waves in Bikini Beach, Gordon's Bay after a high tide breached the road and caused damage to vehicles and other infrastructure.

Why the media aren't telling the whole story of Libya's floods

There are reasons for Libya's "chaotic", "dysfunctional" response to the disaster. And to identify them, we need to look closer to home.

The reality of the West's trademark current foreign policy - marketed for the past two decades under the principle of a "Responsibility to Protect" - is all too visible amid Libya's flood wreckage.

Many thousands are dead or missing in the port of Derna after two dams protecting the city burst this week as they were battered by Storm Daniel. Vast swaths of housing in the region, including in Benghazi, west of Derna, lie in ruins.

The storm itself is seen as further proof of a mounting climate crisis, rapidly changing weather patterns across the globe and making disasters like Derna's flooding more likely.

But the extent of the calamity cannot simply be ascribed to climate change. Though the media coverage studiously obscures this point, Britain's actions 12 years ago - when it trumpeted its humanitarian concern for Libya - are intimately tied to Derna's current suffering.

The failing dams and faltering relief efforts, observers correctly point out, are the result of a power vacuum in Libya. There is no central authority capable of governing the country.

But there are reasons Libya is so ill-equipped to deal with a catastrophe. And the West is deeply implicated.

Avoiding mention of those reasons, as Western coverage is doing, leaves audiences with a false and dangerous impression: that something lacking in Libyans, or maybe Arabs and Africans, makes them inherently incapable of properly running their own affairs.

The worst affected areas were in Lackawanna County, where several motorists were rescued from vehicles stranded in flood waters along Highway 11 in Clarks Summit during the evening of 09 September. Flooding also stranded vehicles in nearby South Abington township and also in Scranton. Houses were also damaged by flooding.

Authorities later reported a woman did from injuries sustained after she was swept away by flood waters in Clarks Summit.

Massachusetts cities devastated by floodwater could face new perils as more rain is on the way and officials wonder whether a "very sensitive" dam in will hold up.

Gov. Maura Healey has declared a state of emergency across Massachusetts on Tuesday due to "catastrophic flooding" that began Monday and inflicted damage to homes, businesses and infrastructure, including bridges, dams and railways.

And about 200 homes were damaged in and around North Attleborough after a storm Monday quickly dumped about 5 inches of rain on ground already saturated from a weekend storm, officials said.

"It was really scary, the amount of water that fell in just a short amount of time and the incredible devastation that it caused," the governor said.

No civilian injuries have been reported from the North Attleborough flooding, but a firefighter was injured overnight and was in stable condition, Coleman said Tuesday.

She also said the massive flooding that hit various regions of Massachusetts "severely impacted" two dams, damaged railroad tracks and forced a number of seniors to be evacuated by boats in the middle of the night.

"One of those dams has been shored up already and the other will be shored up by the end of the day," said Healey, who toured the damage on Tuesday.

Leominster was another city in Massachusetts to face a torrential downpour this week. The city got pummeled by roughly 11 inches of rain in just six to seven hours, Mayor Dean Mazzarella said Tuesday.

The death toll from floods in Greece has risen to 15 after 4 more bodies found, authorities say

The number of confirmed deaths from recent flooding in central Greece rose to 15 after the bodies of four people previously considered missing were found on Sunday, authorities said.

Three of the bodies were located in villages near the city of Karditsa in western Thessaly. They are an 88-year-old woman and her 65-year-old son, who were found in their home, as well as a 58-year-old man whose body was found between two villages.

The coast guard said Sunday that the body of a 42-year-old man, missing since Tuesday, was found floating in the sea near the city of Volos. He was last seen in his car unable to control it in raging waters.

Heavy rain on 08 September caused landslides and flooding in the Guria region of Georgia. The country's Emergency Situations Management Service said dozens of people have been evacuated and 3 people have lost their lives.

Roads, bridges and other infrastructure have all been damaged, along with dozens of residential homes. The Emergency Management Service evacuated 122 people from the villages of Ozurgeti and Lanchkhuti municipality on 10 September. Around 10 homes have been completely destroyed.

According to the Ministry of Interior, 3 people have died in three separate incidents. The an elderly woman who died when a landslide destroyed her home in the village of Silauri in Ozurgeti Municipality.

Two people have been confirmed dead in the wake of heavy rain from Typhoon Yun-yeung, which weakened into a tropical depression on the evening of Sept. 8, while 77 buildings were flooded above or below floor level in Chiba, Ibaraki and Fukushima prefectures, where linear precipitation zones were observed, Japan's Fire and Disaster Management Agency reported.

At around 6:15 a.m. on Sept. 9, a man apparently aged in his 70s or 80s was found collapsed in a ditch in the Fukushima Prefecture city of Iwaki, and was showing no vital signs. He was later confirmed dead. According to the Iwaki Fire Department and other sources, a woman in her 70s also suffered light injuries when evacuating from her home. The Iwaki Municipal Government reported that one structure was totally destroyed by a landslide, while many cases of flooding were also confirmed.
