Unable to pay its bills, Illinois sends 'Dear Contractor' letter telling firms to halt road work on July 1

Feed Me graphic
The state of Illinois has not passed a budget for close to three years.

Arguably it's just as well because Illinois budgets for decades have been nothing but a moth-eaten collection of lies, one time deficits repeated endlessly, and financial wizardry statements designed to disguise Illinois' real problems: failure to rein in spending coupled with a very business unfriendly environment.

As Illinois' bond rating careens towards junk, Illinois Unpaid Bills Jumped to $14.3 Billion. Today, the state told contractors to halt roadwork other than that required for safety.

Comment: And now this: Powerball To Dump Illinois Over "Lack Of Budget"
As if Illinois didn't have enough to worry about between an imminent downgrade to junk (as soon as July 1), soaring debt costs, insolvent pension funds, and roads that may soon resemble the lunar surface, today in the latest insult to a relentless series of injuries, the lottery itself is about to dump Illinois.

According to the Sun Times, the Multi-State Lottery Association, the organization that runs the Powerball lottery and Mega Millions games, will drop Illinois at the end of June without a budget agreement. Since Illinois has been unable to compromise on a budget for the past two years, and not even the threat of being the first US state in history of being "junked" has prompted a compromise, it most likely means that Illinois resident have just two more weeks of "get rich quick" opportunities, before they are cut off from the rest of America.

Speaking on Thursday, Illinois Lottery spokesman Jason Schaumburg confirmed that the games will be dropped without a state budget. He said the association has had discussions since 2015 about dropping Illinois, but this is the first time the group has taken action. He called it "another example of why the General Assembly needs to deliver a balanced budget to the governor." Alas, if the recent surge in Illinois GO debt yields...

.... or the threat of a default in the face of almost $15 billion in unpaid bills has failed to convinced the General Assembly, we doubt this will.

"Its unfortunate. Powerball was the only thing that I would buy, because I knew that it would pay out," said Anthony Martinez, who lives in the Logan Square neighborhood. "With the Illinois budget crisis, it's not a guarantee that Illinois' going to actually pay out on your lottery winnings."

According to the Sun Times, the state reported $99.4 million in Mega Millions sales and $208 million in Powerball sales within the 2016 budget year. It's unclear how much revenue the state got from the sale of those tickets.

The Multi-State Lottery Association is a non-profit, government-benefit association owned and operated by its 36 member lotteries. All profits are retained by the state lottery and are used to fund projects approved by the state legislatures, according to the association. The Illinois Lottery isn't part of the association.

Powerball is offered in 44 states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands. Mega Millions is offered in 44 states, along with the District of Columbia and the U.S. Virgin Islands.

Then again, removing the temptation of some of the high-profile lottery games is "not necessarily a terrible thing." Woodlawn resident Shaneen Murray said many people waste money on the lottery that they probably could be spending on other things.

"Maybe people can save money, or put their money toward something better," she said. And, as we explained previously, she is absolutely correct.

As we explained in January 2016, the Powerball and various other state lotteries are nothing but a tax, if entirely voluntary, on America's poor.

A jihadist arrested for attempting to join Islamic State (IS, formerly ISIS/ISIL) in Syria sent menacing emails to then-Prime Minister David Cameron before just five days before he was hired as a security guard on London's Crossrail project, a court has heard.

Shamim Ahmed, 24, who has been jailed for six years after he was arrested in January 2016 while attempting to cross the Turkish border, had sent an email to the then-Tory leader saying he would "wage jihad."

The email, sent in July 2014, was titled "Terrorist Israel."
"Something needs to be done to stop Israel or we Muslims will get our revenge," it read, according to the Telegraph.

"We will wage jihad and slaughter every Israeli and their allies."

NBA Hall-of-Famer Dennis Rodman has presented North Korea's leader Kim Jong-un with a series of gifts - including Donald Trump's negotiating bible 'Art of the Deal' - during his fifth visit to the isolated Asian nation.

The retired basketball star, who arrived in Pyongyang on Tuesday, saying that he was "trying to open the door" between the US and North Korea, met for a formal gift-giving ceremony with Sports Minister Kim Il-guk.

As well as Trump's ghostwritten 1987 bestseller, gifts laid out for the North Korean leader included a copy of 'Where's Waldo?', a mermaid puzzle - Kim's daughter Ju-ae is thought to be about five years old - signed jerseys and several bundles of upmarket soap.
"In the past, our respected supreme leader met you several times, and he used his precious time to watch the basketball match with the players you brought here. In the past he met you, so our people all know you well. And also we feel that you are an old friend," Kim Il-guk said to Rodman during a photo call attended by international media.

Baltimore homicides nearing 160 less than halfway through 2017

murder baltimore
The number of murders continues to sky rocket in Baltimore after six people are killed in less than 24 hours.

Baltimore is closing in on 160 homicides, not even halfway through the year.

Police are beefing up patrols and canvassing neighborhoods.

WJZ's Rick Ritter spoke with some residents who said they're scared to come forward and go to police because they're afraid they too could be gunned down.

The blood shed is hard to fathom. Six people killed in hours, one of them, Sebastian Dvorak, just turned 27.

Billionaire prepper club? American moguls buying up large swaths of land that could be used for the 'apocalypse'

Billionaire prepper
A rising number of American billionaires are channeling their inner Bear Grylls — some in preparation for an apocalyptic event, be it a viral epidemic, nuclear war, or cataclysmic pole shift.

Reid Hoffman, the cofounder of LinkedIn and a notable investor, told The New Yorker earlier this year he estimated that more than 50% of Silicon Valley billionaires had bought some level of "apocalypse insurance," like an underground bunker.

A new article in Forbes suggests the super-rich are making significant land grabs in America's heartland, where the climate is mild and the locations are conducive to survivalism, farming, and living on the land. States like Colorado, Montana, Nebraska, New Mexico, North Dakota, Texas, and Wyoming are home to several fortified shelters and vacation homes where wealthy billionaires could happily live out their post-doomsday (or retirement) days.

Comment: There's a number of threatening scenarios that look to be coming down the pike. Extraordinary wealth does provide extensive means for physical preparation, and it can also provide unique access to undisclosed information unavailable to the average person. Many of the super-rich within the US probably do have a decent clue about the disasters the world is facing. But money in itself will not protect against comets, social collapse, plagues or earth changes. Physical preparation only goes so far. A psychological preparation is also necessary, and in that the effort toward understanding objective reality is critical. If people like Ted Turner or Jeff Bezos truly understood what is at stake, they would cease with all the anti-Russian and warmongering nonsense and start putting attention into things that actually matter for the world.

Shooter targets Republican congressmen at Alexandria baseball practice, 5 injured - UPDATES

Congressman shot baseball practice
© Joshua Roberts / ReutersPolice investigate a shooting scene after a gunman opened fire on Republican members of Congress during a baseball practice.
Five people were injured when a gunman opened fire on US congressmen at a baseball practice in Alexandria, Virginia. Steve Scalise (R-Louisiana), the US House of Representatives Majority Whip, is among the injured.

Alexandria police say that a suspect is in custody and is "not a threat".

All votes scheduled for Wednesday in the House of Representatives have been canceled. President Donald Trump has also canceled this afternoon's speech at the Department of Labor.

A 911 call about an active shooter came in around 7:09 am local time, Alexandria Police Chief Michael Brown told reporters, adding that his units responded within three minutes.

The FBI is taking the lead on the investigation, but will work with state and local authorities, Special Agent Tim Slater said. It is "too early to say" if this was an act of political terrorism, Slater added.

Michigan Rep. Mike Bishop tells WWJ Newsradio 950 he was attending the practice around 5:30 a.m., just outside of Alexandria, when shots rang out. He said he and his colleagues were "sitting ducks."

"As we were standing here this morning, a gunman walked up to the fence line and just began to shoot. I was standing at home plate and he was in the third base line," Bishop said. "He had a rifle that was clearly meant for the job of taking people out, multiple casualties, and he had several rounds and magazines that he kept unloading and reloading."

More than 50 shots were fired, according to CBS News, with some accounts putting the number closer to 100. Four people were injured, including two Capitol Hill police officers and House Majority Whip Steve Scalise. The suspect was also shot.

"The only reason why any of us walked out of this thing, by the grace of God, one of the folks here had a weapon to fire back and give us a moment to find cover. We were inside the backstop and if we didn't have that cover by a brave person who stood up and took a shot themselves, we would not have gotten out of there and every one of us would have been hit — every single one of us," said Bishop. "He was coming around the fence line and he was looking for all of us who had found cover in different spots. But if we didn't have return fire right there, he would have come up to each one of us and shot us point-blank."

Bishop was uninjured. General Jack Bergman, who represents northern Michigan and the Upper Peninsula, and John Moolenaar, from Midland, were also at the practice; both uninjured. Democratic members of Congress were practicing at a different field, miles away.

"Two of our staff was hit, Steve Scalise was hit on second base, I watched him get hit and I couldn't do anything to help him. We tried to get him off as fast as we could but this guy was relentless with his fire," he said. "One of our staffers got hit in the chest and I pray for him, I just don't know what the outcome is going to be. This is a tragic situation and frankly, it's changed everything as I know it forever."

A suspect, who received at least one gunshot, is believed to be in custody. Bishop said the man didn't speak a word.

"He stood there silently. None of us saw him walk up," he said. "One of our coaches had his son, his 11-year-old son — I have an 11-year-old son, too, who's supposed to be here — and I am just, I can't even tell you, I don't know. Fortunately everybody's OK. It's just traumatic."

Eyewitness Joseph Miscavige captured the aftermath of the shooting, showing bullet holes in nearby windows: "Active shooter situation during this mornings trip to the Y. Terrifying. Am ok. Sheltered in place & under lockdown."

President Trump has just confirmed that Hodgkinson has died from wounds incurred during his shootout with the Capitol Police this morning.
Update: Video released of the shooting:
Dramatic video has emerged showing the moment a man opened fire on GOP congressmen at a Virginia baseball field, injuring five people, including House majority whip Steve Scalise.

More than two dozen shots can be heard in the video, which was filmed by eyewitness Noah Nathan. His video contains graphic language.

"Do we know where he's at?" Nathan says to a person off-camera, in reference to the gunman's location.

"I assume people have been calling 911 already," he added.

At one point, a man is seen lying in the middle of the baseball field, located in Alexandria, Virginia.

"Is that guy ok out there? The guy... who's been shot. Is he ok? Is anybody talking to him?" Nathan asks.

Numerous gunshots continue to be heard, with several short breaks between firings.

People are seen huddled around the man lying on the baseball field at the end of the video, while sirens are heard in the background.

Nathan told the New York Post that he filmed the video from the dog park next to Eugene Simpson Stadium Park, where the GOP congressmen were practicing.

He said he was more "pissed off than scared" during the attack.

Five people were injured in the attack, including House majority whip Steve Scalise, who was loaded into a helicopter on a stretcher. He is in critical condition after undergoing surgery.

The shooter later died from his injuries in hospital, according to a tweet from President Donald Trump.

Although authorities at the press conference declined to identify the shooter, the Washington Post identified him as 66-year-old James T. Hodgkinson of Belleville, Illinois, citing law enforcement sources.
Update: Scalise in Critical Condition After Shooting Attack
US Congressman Steve Scalise is in critical condition after being shot in the hip while practicing with the congressional Republican baseball team on Wednesday in Alexandria, Virginia, MedStar Washington Hospital Center said in a statement.

"Rep. Scalise was critically injured and remains in critical condition," the hospital stated in a Twitter message.

The Louisiana congressman was among five people who were shot when a gunman opened fire on their practice field. Two of the five were Capitol Police who were wounded in an exchange of gunfire with the shooter. The shooter, who has died from his injuries, has been identified as James T. Hodgkinson, 66, of Illinois.

Matt Mika of Tyson Foods, another one of those injured in the shooting, is also in critical condition and is in surgery, according to a statement from his family. Mika was shot multiple times, his family was told.

Cops stomped innocent grandpa's face for asking for help with his granddaughter

Nicholas Cecala, a 66-year-old grandpa
Nicholas Cecala, a 66-year-old grandpa, learned the hard way what happens when police and those they are ostensibly serving have a disagreement. While trying to seek out the supposed service of the Hamilton police department, in protecting his daughter and granddaughter, Cecala was beaten, stomped on, and maliciously prosecuted, according to a federal civil rights lawsuit filed this week.

Cecala suffered broken ribs, lacerations, and head and neck injuries at the hands of the Hamilton police department, and is now seeking punitive and injunctive relief. According to the lawsuit, the incident left the innocent grandpa "humiliated" and "disgraced."

Cecala's run-in with the cops was not because he broke the law, or got caught with an 'illegal' plant — he was actually seeking out their help. On September 23, 2014, Cecala walked into the Hamilton police department to speak with officers about the safety of his daughter and granddaughter.

Best of the Web: Colbert's interview with Oliver Stone: YouTube comments show most Americans are not buying into the anti-Russia agenda

Putin and Stone
Ordinary Americans are not buying the anti-Russian conspiracy.

Stephen Colbert's recent interview with film-maker Oliver Stone is a surprisingly good encapsulation of everything wrong with the Russophobia that has gripped America since the middle-years of the Obama administration, a phenomenon which has vastly accelerated since Hillary Clinton labelled the winning candidate, now POTUS Trump as a man compromised by 'Russian links' which are totally non-existent by any objective standard.

There is much to objectively praise and criticize about Trump, but the idea that he is 'in it for Russia' is not only a sign of the childishness and pettiness which has run rife in US politics thanks to the Democratic party of Hillary Clinton along with their neo-con fellow travelers, but it is also symptomatic of America needing a foreign enemy to avoid tackling its burning internal issues.
