Winds of change: Germany's Ostpolitik in the modern era

When Willy Brandt became Chancellor of the German Federal Republic in 1969 he implemented a policy of rapprochement with the East, including not only the then German Democratic Republic, but all East European countries then under the influence of the Soviet Union. Brandt's aim was to achieve the reunification of the two parts of Germany through "Wandel durch Annaherung" or "Change through Rapprochement" that had been developed by Egon Bahr in the 1960s.

Bahr sought détente with the Soviet Union through foreign trade and the interweaving of political, economic and cultural ties between East and West Germany. That policy was remarkably successful, although the reunification of Germany did not occur until 1989, fifteen years after the end of Brandt's Chancellorship.

The lesson for future diplomacy, as Stephen Szabo put it was that "dialogue, diplomacy, mutual trust and multilateralism were the best approaches for dealing with seemingly intractable opponents."

The Ostpolitik policy was opposed by the United States, and a particularly influential figure in that opposition and one who remained so until his death in May this year, was Zbigniew Brzezinski, a descendant of minor Polish aristocracy whose lifelong hatred of all things Russian exerted a malign influence on all US Presidents from Carter to Obama.

The South Korean president has vowed to avoid "losing everything" in another conflict with the North, adding that Seoul can veto US military action in the region. He also warned North Korea "to end its dangerous gamble" with missile tests.

"I will prevent war at all cost," President Moon Jae-in said, as cited by AFP. "I want all South Koreans to believe with confidence that there will be no war."

Seoul can use its right to a veto on any US military action on the peninsula, the South Korean leader said.

Washington had agreed that "no matter what option they take about North Korea, all decisions will be made after consulting with and getting agreement with the Republic of Korea," he added.

According to Moon, US President Donald Trump is "trying to pressure North Korea by showing a firm resolution."

"All South Koreans have worked so hard together to rebuild the country from the ruins of the Korean War [of the 1950s]. We can't lose everything with another war," Moon said.

Beijing warns no winner in trade war between US and China

The Chinese government has warned Washington against starting a trade war with China, saying "there is no winner" in conflicts of that kind.

"There is no winner in a trade war. We hope the relevant people can refrain from dealing with a problem in the 21st century with a zero-sum mentality from the 19th or the 20th century," said China's foreign ministry spokeswoman, Hua Chunying.

The warning came in reply to a stinging comment, made by Steve Bannon, the US President's political adviser earlier this week.

Bannon said Washington was losing the struggle with Beijing but was due to hit China hard over unfair trade practices.

"We're at economic war with China. It's in all their literature. They're not shy about saying what they're doing. One of us is going to be a hegemon in 25 or 30 years, and it's gonna be them if we go down this path," Trump's chief political strategist said as quoted by US news site prospect.org.

"If we continue to lose it, we're five years away, I think, ten years at the most, of hitting an inflection point from which we'll never be able to recover," the politician added.

An unrepentant Steve Bannon: 'We're at economic war with China'

You might think from recent press accounts that Steve Bannon is on the ropes and therefore behaving prudently. In the aftermath of events in Charlottesville, he is widely blamed for his boss's continuing indulgence of white supremacists. Allies of National Security Adviser H.R. McMaster hold Bannon responsible for a campaign by Breitbart News, which Bannon once led, to vilify the security chief. Trump's defense of Bannon, at his Tuesday press conference, was tepid.

But Bannon was in high spirits when he phoned me Tuesday afternoon to discuss the politics of taking a harder line with China, and minced no words describing his efforts to neutralize his rivals at the Departments of Defense, State, and Treasury. "They're wetting themselves," he said, proceeding to detail how he would oust some of his opponents at State and Defense.

Needless to say, I was a little stunned to get an email from Bannon's assistant midday Tuesday, just as all hell was breaking loose once again about Charlottesville, saying that Bannon wished to meet with me. I'd just published a column on how China was profiting from the U.S.-North Korea nuclear brinkmanship, and it included some choice words about Bannon's boss.

"In Kim, Trump has met his match," I wrote. "The risk of two arrogant fools blundering into a nuclear exchange is more serious than at any time since October 1962." Maybe Bannon wanted to scream at me?

I told the assistant that I was on vacation, but I would be happy to speak by phone. Bannon promptly called.

Justice Dept. and DEA don't see eye-to-eye on marijuana research and MS-13 gang

US Attorney General Jeff Sessions is blocking marijuana research which the Drug Enforcement Administration has requested to undertake dozens of times. The DEA and the DOJ also have opposing views on tackling the so-called MS-13 gang.

The DEA started accepting applications in order to grow marijuana for research a year ago. This month, it had 25 proposals to look over. DEA officials say that they need the DOJ's approval to move forward but has not received it yet.

"They're sitting on it," an unnamed law enforcement official familiar with the matter reportedly told the Washington Post. "They just will not act on these things."

"The Justice Department has effectively shut down this program to increase research registrations," an unnamed senior DEA official told the Post.

Rusty Payne, a spokesman for the DEA, said the agency "has always been in favor of enhanced research for controlled substances such as marijuana.

Big city wars: NATO solicits concepts for waging urban conflict

NATO is asking outside contractors to pitch concepts on military operations in urban areas, admitting that the bloc's forces are still unprepared for waging wars in big cities, including those lying close to the coast.

The request, titled 'Development of NATO Military Operations in Urban Environment Concept', cites UN estimates which say that by 2035 the world's population will reach 8.7 billion people, with most living in urban areas.

"The world as a whole passed the 50-percent urban mark seven years ago," says the unclassified document published on FedBizOpps, a website where US federal contracts can be viewed.

"Studies, based upon global demographic trends, suggest that an increasing percentage of armed conflicts will likely be fought in urban surroundings."

Trump administration ends Obama era program for Central American minors fleeing violence

The Department of Homeland Security has shut down an Obama-era program that allowed minors fleeing from violence in three Central American countries to join their parents in the US.

The DHS terminated the Central American Minors (CAM) Parole Program according to a Federal Register notice published Wednesday. The decision went into effect the same day.

The CAM program provided temporary humanitarian parole to minors from El Salvador, Guatemala, and Honduras who were denied refugee status.

"[US Citizenship and Immigration Services] will no longer consider or authorize parole under the CAM Parole Program. In addition, USCIS will notify individuals who have been conditionally approved for parole under this program and who have not yet traveled that the program has been terminated and their conditional approval for parole has been rescinded," Acting Homeland Security Secretary Elaine Duke wrote.

The Bolivian foreign minister has firmly rejected Washington's hegemonic ambitions as manifested in Donald Trump's latest threat of a military intervention in Venezuela, while underlining Caracas' right to self-determination without outside meddling.

Speaking to RT in Moscow following his meeting with Russian foreign minister Sergey Lavrov, Fernando Huanacuni Mamani emphasized that any foreign meddling in Venezuela's domestic affairs is unacceptable.

"Our countries, Russia and Bolivia, also agree that we firmly reject any kind of meddling with or encroachment on the sovereignty of Venezuela. If we want to help, we should respect the democratic process launched in Venezuela, it's very important to preserve harmony in the region," Mamani said.

The discovery of toxic agents manufactured by US and UK companies in the territories liberated from terrorists has once again revealed the hypocrisy of the US-led coalition, Ammar Waqqaf, a Middle East expert told Radio Sputnik, adding that it is not the first time jihadists have been spotted using poisonous substances in Syria.

The Syrian Foreign Ministry revealed Wednesday that the US and Great Britain could have been involved in supplying CS and CN toxic agents to extremists in Syria.

As it turns out, the chemical substances found in jihadists' storehouses in Aleppo and eastern suburbs of Damascus were manufactured by British and American companies.

"The chemical munitions were produced by the Federal Laboratories company in the US. The toxic agents were produced by Cherming Defense UK and NonLethal Technologies (US)," Syrian Deputy Foreign Minister Faisal Mekdad told a press conference in Damascus.

SOTT Focus: Charlottesville 'Unite the Right' Rally Diverts Attention From 'Deep State' Agenda

Let's get something clear in our minds about the 'Unite the Right' rally at Charlottesville, Virginia last weekend. It was organized by fringe elements, people who are actually racist and explicitly embrace fascism. You can see that in the fact that they drew only a few hundred people to their cause, and that - in scenes resembling Victoria Nuland's 'liberated' Ukraine - they wore Nazi-style helmets, displayed Nazi-style symbols, and conducted a torch-lit parade while chanting "Jews will not replace us." Even militia members in attendance distanced themselves from "those lunatics." The cause they were leaping to the defense of is something else though; I'll return to that.

While it might be refreshing to see Western MSM unequivocally condemn their antics - a task made easy by one of the Hitler-fanboys going on a murderous rampage - their vociferous denunciations only expose their rank hypocrisy in apologizing for the similarly neo-Nazi antics that have been on vivid display in Ukraine since 2014. Like everyone else in officialdom, the MSM only cries 'Nazi!' when it's politically expedient to do so.

It's oh-so-convenient that the fallout over the Charlottesville events serves to divide the right and generally undermine the popular conservative backlash against the predominantly liberal establishment and its ultra-liberal minions in academia and other fields, which push its own brands of extremist ideological nonsense like 'identity politics' - nonsense that is actively undermining the fabric of society, dividing the population along numerous lines, and opening the door for god-knows-what horrors to come.
