Today as never before we need to comprehend the course, logic, and path of the process of history. Every day we need to make decisions that will affect future generations. It has become obvious that no single nation, confession, social class or even civilization can solve these problems on its own. We increasingly have to listen to one another: Europe and Asia, Christians and Muslims, White and Black peoples, citizens of modern democratic states and places where traditional society survives. The key is to understand one another correctly, avoid hasty conclusions, and acquire the true spirit of tolerance and respect toward those with different value systems, habits, and norms.

So, what is considered a luxury or a necessity depends not on need but entirely on income level?
Obviously, this criteria is selected to support the claim that EVEN low-income families spend a lot on "unnecessary luxuries".
I mean come on, how are they defining whats a necessity and whats a luxury?! A man on the street and the prince of England would have differing views on luxury vs necessity!

Besides, the goal is to make the weak look responsible for being weak.... blame your poverty on your own failings, after stealing everything from you, your family and friends and neighbors for a few generations... see how you are to blame? It's all a sick little club joke.... love it or leave it.... if you can find that exit.
What like a roof over there head, a family to take care of, food to eat and clothing no doubt purchased in charity stores, transportation costs to get them to a job that in all likelihood pays below minimum wage and even works 2 or 3 jobs to keep there head above water.
I suspect those purchases alone gobble up most of there income.
Now if that is a luxury, then the definition of the word needs a radical overhaul in this day and age of worldwide austerity measures. If it is even relevant except for the uber riche.
