The clear implication (unintentional or not) in the article and headline is that we once had carrier(s) and naval task force(s) in the Gulf, removed them, and that we are once again inserting them.
I would think that we haven't NOT had aircraft carriers and/or various task forces in and around the Gulf on a continuous basis ever since the GHW Bush administration and probably a lot longer, not just to threaten Iran, Iraq, and others, but to visibly prop up the puppets heading up our client states in the region.
Rather than "Deja vu" (= already seen before), perhaps the headline should be written as "Continuation de la mรชme" (= continuation of the same).
