The storm arrived in the region late Saturday but ramped up on Sunday, which led to broken records and disastrous travel conditions.
"A typical nor'easter will produce accumulating snow for 10 to 16 hours in any one spot, but this one caused accumulating snow over a large area for more than 24 hours. In parts of New England, it ended up being about 36 hours," AccuWeather Meteorologist Dave Bowers said.
San Juan native Pablo Collazo Cortes captured this footage of the weather event, which was spotted by other locals on the same date.
Collazo Cortes told Storyful he took the video as he was walking along the beach. "A waterspout began to form west of where I was, off the coast of the Pinones sector in the municipality of Loiza," he said.
He initially spotted a "first waterspout" that "did not have a complete formation, falling apart in a short time." However, soon after, "the second, much more defined waterspout" was formed, Collazo Cortes told Storyful.

At least 200,000 residents have been evacuated from coastal and mountainous areas over fears of flooding, storm surges and landslides.
Some events at the Southeast Asian Games, which opened on Saturday, have been cancelled or re-scheduled.
Operations at Manila airport were suspended for 12 hours starting 11:00 on Tuesday (03:00 GMT).
One Canadian traveller who arrived in Manila from the central island of Cebu on Monday said it was "the most turbulent flight" she ever took.
"I just discovered what airsickness is," Constance Benoit, 23, told the AFP news agency.
Typhoon Kammuri, locally named Tisoy, made landfall in Sorsogon province, and is said to have sustained winds of up to 155km/h (96mph), with gusts of up to 235km/h.

A winter storm warning that was in place most of the holiday weekend expired at 10 a.m. Monday. But chain controls remained in effect on most mountain passes, including U.S. Inter-state 80 from Truckee to Kingvale, California.
The weather service reported 29 inches of snow fell at Northstar California ski resort near Truckee over the past 24 hours for a total of 73 inches in a week. Squaw Valley near Tahoe City recorded 28 inches of new snow for a seven-day total of 75 inches.

The worst affected areas are in the state of Tamil Nadu. Neighbouring Pudducherry and parts of Karnataka state including Bangalore (Bengaluru) have also seen heavy rain. India's Meteorological Department has forecast further rain over the coming days.
In Tamil Nadu, 17 people died after a wall collapsed on a row of houses in Mettupalayam in Coimbatore district late on 01 December, 2019. Tamil Nadu State Disaster Management Authority said 180.3mm of rain fell in 24 hours to 02 December in Mettupalayam.
Albany digs out from heavy snowfall
Snow covered the ground on nearly half of the real estate in the Lower 48 — 46.2 percent of land area — on Monday morning, the largest area on Dec. 2 since snow cover records from the National Oceanic and Atmospheric Administration began in 2003. Normally, a little more than a quarter of the nation has snow on the ground at this time of year.
The back-to-back storms instigated miserable pre- and post-Thanksgiving travel conditions, resulting in hundreds of flight cancellations and delays, and scores of highway accidents.
Last Monday and Tuesday, the first of the two storms dumped double-digit snowfall totals from the Rockies to the northern Great Lakes, including 22.3 inches of snow in Boulder, Colo., and 9.2 inches in Minneapolis.
Zambia Police Service acting spokespersons Danny Mwale has identified the victims as Jackson Kabwe aged 20, Seleman Kapembwa aged 19 and Joe Chansa aged 19 and Mpundu Nasri and Joe Katai aged 16 and 17 respectively.
"Investigations revealed that the victims belonged to a local football team known as Chilondo Football Club (aka Barcelona) and were hired to cultivate a piece of land in order to raise funds at Chikalipa Village. Before they finished working, rain started and the Eight players went to seek refuge under a mango tree were lightening struck killing the five on the spot," he said.
"They say you see the light before you die, and I thought we were all dead," said John Gillihan, who was driving the truck.
The lightning struck the truck, causing it to go airborne, then it slid to a stop on the side of the road. The five members of the Gillihan family inside of the truck got out just in time.
Grand Canyon and Tusayan were without power Friday following a snowstorm.
The Town Council of Tusayan, just south of Grand Canyon National Park, declared a state of emergency early on Friday morning, citing the power outage and nearly two feet (60 cm) of snow that has made roads impassable.
"We are working to arrange emergency shelter at the National Park, in buses, and at other locations," said Mayor Craig Sanderson said in a written statement.
Comment: According to the website Current Results (weather and science facts) the average total snowfall in November for Grand Canyon Village is 4.7 inches over 1.9 days - so this latest storm has produced roughly 5 times more snow than would normally be expected in the area for the entire month (and apparently in just a single day).
