Eight of the nine deaths occurred in Son La Province, the provincial Steering Committee for Disaster Prevention & Control and Search & Salvage said yesterday.

The victims were swept away in floodwaters created by downpours that came after the typhoon hit the area between Quang Ninh Province and Hai Phong City on Wednesday afternoon and then weakened into a tropical depression.

Three people are also missing in Thuan Chau and Moc Chau Districts in Son La, and six others were injured in other locales, the committee said.

Rescuers are searching for the three missing people.

Nearly 10,000 people have been moved to higher ground, including 1,000 who were airlifted to safety.

Three people were confirmed killed while around 800 others were displaced as flashfloods and landslides hit parts of South Cotabato and Sultan Kudarat provinces early Wednesday.

Reports from local Disaster Risk Reduction and Management (DRRM) offices said the floods and landslides occurred following the almost non-stop heavy to moderate rains in the area that started Tuesday evening.

In South Cotabato, severe flooding was reported in the municipalities of Banga, Norala, Tantangan, Tupi, and Koronadal City due to the swelling of several rivers and tributaries.

Landslides were also reported in Barangays Bunao and Lunen in Tupi after a portion of a mountain in the area collapsed at the height of heavy rains early Wednesday.

Ira Aguinaldo, staff member of the Tupi Municipal DRRM Office (MDRRMO), said three casualties were reported in the landslide that hit a portion of Purok Tinago, Sitio Akmaon in Barangay Bunao.

Two of the casualties were identified as couple Nonoy and Monita Ga, who were both 74 years old.

Flooding in Costa Rica prompts evacuation of hundreds of people

Image
© Red CrossNational Meteorological Institute forecasts say rains likely will increase starting Monday night, and emergency agencies are sending food and other supplies to people in the most affected cantons.

A total of 458 people were evacuated to six shelters in Costa Rica's Caribbean and Northern regions due to flooding caused by heavy rains beginning over the weekend, the National Emergency Commission (CNE) reported Monday evening.

Most of those affected are residents from the cantons of Sarapiquí in Heredia, Matina, Siquirres and Pococí in Limón, as well as Grecia and San Carlos in Alajuela. A total of 92 communities are reported to be affected to some degree by the heavy rains, according to the report.

CNE officials reported that the floods have affected five roads, blocking passage to at least 24 communities. Six bridges currently are closed, and several communities do not have access to drinking water because two aqueducts failed over the weekend.

Officials from the National Roadway Council and the Public Works and Transport Ministry on Monday afternoon reported that passage on Route 32, the main highway connecting San José with the province of Limón, is closed at the Blanco River bridge at kilometer 58.

A hundred people have been evacuated from Waitotara - likely the south Taranaki village's entire population - after flooding engulfed the remote town.

Waitotara is located about 30 kilometres north of Whanganui. It has sixty houses and sits on the Waitotara River, which flooded in the heavy rain over the weekend.

Residents were not able to return to their homes on Sunday, as flood waters were still high, Civil Defence said. Some residents were asked to evacuate, while others self-evacuated. Many went to the nearby town of Waverley.

A state of emergency remains in place for Taranaki, Whanganui and Rangitikei.

More than 200 people were evacuated from areas near the Whanganui River, which reached record levels of 9.1 metres at Town Bridge at 3am on Sunday. Many more people had self-evacuated.

About 100 flood affected homes on the city's Anzac Parade could be inaccessible until Tuesday because of the high waters, the Ministry of Civil Defence said.

The low-lying center of the city was reported to have been affected the worst.

Residents took to social media, posting videos and photographs of roads that had literally turned into rivers in some parts of the city.

Ayala has lived at the house along Cypress Drive in a neighborhood just south of Iowa Road in Edinburg for about the past two weeks — a period with several days of localized torrential rainfall that seemingly reached a new apogee Friday afternoon.

As much as six inches fell in less than three hours, prompting evacuations and road closures in east Edinburg and the surrounding colonias, including San Carlos, where the Federal Emergency Management Agency had been set to survey already damaged properties.
