Dozens of people were rescued or evacuated after heavy rain brought by the remnants of Tropical Storm Fred triggered severe flash flooding in parts of New York State. Flooding was also reported in parts of Massachusetts, where 2 people were rescued.

Flooding damaged an estimated 120 homes in Steuben County where stretches of road were destroyed or covered in debris. Governor Andrew M. Cuomo declared a state of emergency for Steuben County on 18 August.

Affected areas include the towns of West Union, Woodhull, Troupsburg, Tuscarora, Greenwood, Canisteo, Hornellsville, Jasper, and Addison, where 8 people were rescued from flooded homes. Shelters were set up in Corning and Canisteo to house evacuees.

More deaths have been reported as emergency officials carry out damage assessments after the devastating floods in Haywood County, North Carolina.

Four people have now lost their lives in the floods after officials in the county announced 2 further fatalities on 20 August. Five people remain unaccounted for, a number which has dropped considerably from the initial 35. About 200 rescuers continue searching for the missing in homes and buildings along the Pigeon River which reached record levels. More than 105 people and 23 pets have been rescued from floodwaters in western counties since Tuesday. In a statement, Sheriff Greg Christopher said:

"It is with great sadness that we announce that two additional victims of the flooding from Tropical Storm Fred have been located and recovered. Identification and family notification are underway, and more information about the individuals will be released after that process is completed.

One person died and 2 are missing after flash floods ripped through the city of Bukavu, capital of the South Kivu Province in eastern Democratic Republic of the Congo. Flooding has also affected areas of neighbouring North Kivu Province.

Meanwhile parts of western Uganda have also seen flooding, with reports of 2 fatalities.

Heavy rain triggered flash flooding in Bukavu on 19 August 2021. Widespread damage was reported, including houses collapsing and roads destroyed. Local media reported one person died in flood waters in Kadutu commune, while one person was missing after floods in the Panzi neighborhood of the city and another in the Cimpunda neighborhood.

Meanwhile in the neighbouring province of North Kivu, heavy rain on 20 August caused the Nyakariba river to break its banks in Rutshuru Territory. Flood water, debris and mud swamped homes and crops, affecting 200 households. Five people were injured but no fatalities were reported.

A short period of intense rainfall late on 19 August 2021 caused severe flooding and landslides in the state of Chihuahua in northern Mexico, where one person died and another is missing.

State Civil Protection reported 80 incidents of flooding and 9 landslides across the state capital, Chihuahua and surrounding areas during the evening and night of 19 August. Twenty-nine roads were closed due to floods around the city.

Flooding also affected the city of Cuauhtémoc, where around 30 homes were flooded and 10 vehicles left stranded on roads.

Flooding has affected over 20,000 people across 5 districts of Assam, northeastern India over the last few days.

According to the latest report from Assam State Disaster Management Agency (ASDMA), 43 village across the districts of Bongaigaon, Chirang, Dhemaji, Dibrugarh and Lakhimpur have been flooded, affecting 22,022 people. Twenty relief camps have ben set up to house those displaced. As of 18 August only 2 camps were in use. A relief camp in Chirang was housing 405 people and 365 were staying in a camp in Dhemaji.

ASDMA added that 2,937 hectares of crops have been damaged, along with several river embankments in particular in Bongaigaon district. A total of 27 roads have also been damaged.

Over 100 mm of rain fell in a few hours in Singapore on 20 August 2021, flooding dozens of roads and causing severe disruption to traffic.

According to Meteorological Service Singapore, the weather station at Choa Chu Kang recorded 114.4mm of rain from midnight to around 18:00 local time. Pasir Ris saw 105.2 mm and Bukit Panjang 100.8 mm of rain during the same period. Most of the rain fell in a short period during the morning rush hour.

Roads were swamped and vehicles left stranded. Singapore Civil Defence Force (SCDF) were called on to rescue motorists and passengers from 13 vehicles stuck in the flood waters. One person was injured and five people were taken to the safety of nearby sheltered areas, SCDF said in a statement.

Damaging floods struck in Ghana's Upper West Region after recent heavy rainfall. Disaster authorities said over 1,605 people were affected and over 100 homes destroyed.

Furthermore flooding caused severe damage to roads and bridges in the region, impacting livelihoods and leaving some communities cut off.

National Disaster Management Organisation (NADMO) said flooding affected Nadowli-Kaleo District, Jirapa District, and the Lawra municipality in the Upper West Region.

Initial assessments revealed 336 people were displaced after 155 houses were destroyed in the floods. Around 1,605 people were directly affected but many more are suffering as a result of damage to crops and roads in the area. Over 700 farms have suffered some damage, NADMO said.

At least 4 people have died and 2 are still missing after powerful flash floods and landslides swept down the steep hillsides of Gunung Jerai in the Yan District of Kedah State in Malaysia.

The weather station at Gunung Jerai (Mount Jerai) in Kedah recorded 219 mm of rain in 24 hours to 18 August 2021. Disaster officials said as much as 90mm of rain fell in just 1 hour.

Teams from Malaysia Fire and Rescue Department (JBPM) and the Special Malaysia Disaster Assistance and Rescue Team (SMART) were sent to the disaster area after reports of several people missing in the floods. As of the afternoon 19 August, officials from JBPM confirmed rescue teams had found the bodies of 4 victims but 2 people are still missing. One person was injured in the floods.

Other parts of the state have also been affected, with a total of 96 people evacuated from homes in Bandar Baharu, Kuala Muda and Yan districts of Kedah State.

Flooding rain from Tropical Storm Grace has complicated rescue and recovery efforts in the wake of the earthquake in Haiti in which 1,941 people have now died.

Meanwhile over 500 homes were damaged by floods in neighbouring Dominican Republic. As the storm moved west, incidents of flooding and landslides were reported in Jamaica. Earlier heavy rain associated with Storm Grace caused flooding and landslides in Trinidad where one person died.

Dominican Republic

The Dominican Republic National Meteorology Office ONAMET reported 240mm of rain fell in Polo municipality of the Barahona Province in the southwest of the country in 24 hours to 16 August. As of early 17 August there were several reports of flooding in the province. Floods and landslides also affected Peravia, Hato Mayor and San José de Ocoa Provinces.

The country's Emergency Operations Center (COE) reported 1 house was completely destroyed and 558 homes homes were damaged. Flooding displaced 2,242 people and left 13 communities cut-off.
