Over 100 neighborhoods in Jakarta and parts of its satellite cities of Tangerang and Bekasi have been inundated following heavy downpours in recent days.
The Jakarta Disaster Mitigation Agency (BPBD) reported that 104 neighborhood units (RTs) in the capital were flooded as of Monday afternoon, up from 48 that morning, and warned more rain was possible in the coming days.
The floodwater depths ranged from 20 centimeters to over 1 meter in a few neighborhoods of East Jakarta.
More heavy rain has caused further flooding in at least 4 departments of Paraguay over the last few days. The National Emergency Secretariat (SEN) said they have assisted thousands of families affected by floods in the Amambay and Concepción Departments. Meanwhile, the municipality of Puerto Casado in Alto Paraguay Department declared a state of emergency. Recent storms have caused severe damage to buildings and homes in San Pedro Department.
Flooding has affected areas of the eastern department of Amambay since mid-February after the Aquidabán river broke its banks .
Further downstream, the swollen Aquidabán flooded areas of Paso Barreto District in the department of Concepción on 20 February. Local media reported roads were cut and bridges damaged, leaving communities isolated. SEN said teams distributed food, mattresses and tents to affected residency.
Disaster authorities in Ecuador report that at least 6 people have died in recent flooding after a spate of severe weather in recent days. Eleven people have now died as a result of flooding and landslides in the country since the start of the year.
The Risk Management Secretariat (Secretaría de Gestión de Riesgos or SNGR) reported 35 incidents of flooding and over 20 landslides across the country from 18 to 21 February 2023.
Four people lost their lives after floods swept through areas of Pallatanga Canton in Chimborazo province. SNGR said the floods damaged houses, roads and vehicles. Teams from the Ministry of Public Works have been deployed to assist with clean-up operations and clear roads of debris.

Cyclone Freddy made landfall in south-eastern Madagascar on Tuesday, leaving at least four people dead and destruction in its path, as winds of up to 112 mph lashed the island nation. Waves of nearly 8 metres brought flooding to parts of the country, with the storm forcing more than 11,000 people to flee their homes.

Disaster authorities in the Philippines report over 30,000 people have been displaced and 2 people have died after heavy rain brought by a low-pressure area (LPA) caused flooding and landslides across 8 regions.
As of 21 February, the National Disaster Risk Reduction and Management Council (NDRRMC) reported over 300 incidents of flooding and over 30 landslides across 22 provinces in 8 regions since 13 February 2023. Most of the incidents occurred in the provinces of Albay, Camarines Sur, Capiz, Negros Occidental, Zamboanga Del Norte, Davao Oriental, South Cotabato, Cotabato, Agusan Del Sur, Agusan Del Norte and Butuan City.
More flooding has affected parts of South Africa in recent days. At least 2 people have died and 5 are still missing. Authorities warn that dam levels are extremely high and floodgates have been opened in several locations.
Flooding caused widespread damage and at least 12 fatalities earlier this month, prompting the government to declare a national state of emergency.
Eastern Cape Province
Severe flooding struck in the town of Coffee Bay and surrounding areas of King Sabata Dalindyebo local municipality on 18 February 2023. Homes, schools and infrastructure were damaged. Six people were swept away by floodwater. Two bodies have since been recovered and four remain missing.
Flooding struck in the town of Komani from 18 to 19 February, where more than 100 people were rescued. The provincial Department of Health in a statement said one person, who had been trapped in the floods with two others, was swept away on the evening of 18 February. Search operations resumed on 19 February.
"Two other people who were on top of their cars that had been trapped in the floods were rescued and taken to Frontier Hospital," said department spokesperson Sizwe Kupelo.
Residents in the area are still recovering from flooding that occurred on 08 February.
Overflowing rivers in the department of Amambay in northeastern Paraguay have damaged roads and bridges and affected 700 indigenous families in the area.
Paraguya's National Emergency Secretariat (SEN) said the Aquidabán river in Amambay Department broke its banks on 16 February. Several people had to be rescued by helicopter. Photos shared by SEN showed floodwater up to roof height. The flooding caused significant material damage and many residents have lost all their belongings, local media reported.
At least 2 people have died after heavy rain caused flooding in several southern states in the USA from 16 February 2023. The governor of West Virginia declared a State of Emergency. Roads and homes were flooded in areas of Tennessee, Alabama and Kentucky.
West Virginia
West Virginia Governor declared a State of Emergency for all of West Virginia's 55 counties due to impacts from heavy rainfall and thunderstorms on 16 February.
The National Weather Service at Charleston, WV, said, "Multiple rounds of moderate to heavy rain affected portions of the region on February 16-17, 2023. When all was said and done, rainfall totals of 2-4″ fell across much of the central/southern portion of the NWS Charleston (WV) forecast area, leading to numerous flooding issues across the region."
In 24 hours to 17 February, Culloden in Putnam County recorded 4.02 inches / 102.108 mm of rain; Hamlin in Lincoln County 4.04 inches / 102.61 mm; and Pinch in Kanawha County 4.08 inches / 103.63 mm.
