California State University enforces system-wide smoking ban on all campuses

Executive Order 1108 will permanently ban smoking of any kind on any campus throughout the CSU system on Sept. 1, 2017.

Beginning with a letter originally issued by CSU President Mark Yudof in 2012 and ending with an executive order, the university system adopted the new policy.

Each campus president is being asked to comply with the system-wide policy and create a smoke-free campus by creating a task force, including a student representative that will serve on the Smoke and Tobacco-Free Policy Task Force to ensure the campus is moving forward. Over 1,500 other colleges and universities nationwide have already gone smoke and tobacco free.

Kim Comet, HSU Director of Risk Management and Safety Services, said the smoke and tobacco free policy is per executive order from the Chancellor's Office.

"It applies to all CSU campuses," Comet said. "Smoking has to occur off of campus."

Comment: For the record, California State University has 23 campuses, eight off-campus centers with over: 470,00 students, 24,000 faculty and 23,000 staff.

As Hurricane Irma's destructive path nears Florida, a sheriff is warning sex offenders to beware of officers checking IDs at shelters. But now people are worried the rules will also affect others with outstanding warrants.

The first tweet sent out on Wednesday by Polk County Sheriff Grady Judd, explained the office's protocol for those seeking shelter from hurricane Irma.

"If you go to a shelter for #Irma, be advised: sworn LEOs will be at every shelter, checking IDs. Sex offenders/predators will not be allowed."

The sheriff explained the tweet further by writing on top of it, "If you go to a shelter for #Irma and you have a warrant, we'll gladly escort you to the safe and secure shelter called the Polk County Jail."

Underground explosion obliterates LA street

The LADWP is still trying to figure out the cause of an underground explosion Wednesday on a busy street in South L.A.

Several streets remained blocked off through Wednesday night at Brynhurst Avenue and 63rd street in the Hyde Park neighborhood.

The blast happened around 3:30 p.m. Wednesday, sending asphalt and two 250-pound manhole covers flying.

U.S. Virgin Islands Gov. Kenneth Mapp signed an emergency order allowing the seizure of private guns, ammunition, explosives and property the National Guard may need to respond to Hurricane Irma.

Mapp signed the order Monday in preparation for Hurricane Irma. The order allows the Adjutant General of the Virgin Islands to seize private property they believe necessary to protect the islands, subject to approval by the territory's Justice Department.

Mapp issued an emergency declaration Tuesday and mobilized National Guard units to prepare for the massive storm.

"This is not an opportunity to go outside and try to have fun with a hurricane," Mapp said. "It's not time to get on a surfboard."

Comment: Apparently, some clarification over the order was needed. Unfortunately, the effort to clarify made things more confusing:
Tucker Carlson asked Mapp about directing to The Adjutant General to "seize arms" and Mapp said, "I did not order or authorize The Adjutant General of the Virgin Islands National Guard to seize any weapons from any citizens, and I do not have the power by Virgins Islands law or by the Constitution of the United States to seize weapons from citizens via the military."

Mapp then said the order is "a standing order that most Adjutant Generals receive." He said that, when the order says The Adjutant General may "seize arms," it means: "if they did not have sufficient weaponry, they would go to any place, like a store, [where] they could buy that stuff. Meaning that she has the authorization to spend government resources and acquire it. It is no different than the same example as when the government seizes property, we do not seize property without due compensation to the property owner."

Carlson read from the order again and reiterated that it says The Adjutant General "is authorized and directed to seize arms." Mapp responded by reiterating that he has no authority to "seize arms." Therefore, he stressed that the order directing The Adjutant General to "seize arms" did not mean what the common reading would communicate.

Study: One in eight workers in UK skip meals because they cannot afford food

One out of every eight workers are missing out on meals in order to make ends meet, one of the UK's largest trade unions has said.

According to a survey of more than 3,200 workers in the Trades Union Congress (TUC), almost half were concerned they would not be able to cover basaic necessities, such as food, bills and transport.

The poll also found that one in six people had left their heating off during a cold snap to save on energy bills, while a similar number had pawned possessions because they were short of funds.

The study was released three days before the TUC's annual conference in Brighton, which is due to focus on issues such as Brexit, workers' rights and in-work poverty.

The TUC general secretary, Frances O'Grady, highlighted the irony of working people struggling to cover their basic needs and said: "When you come home from a long day at work, you shouldn't have to worry whether you can afford to eat.

A Delta Airlines flight from New York to Puerto Rico may go down in online folklore as one of the bravest, or foolhardiest, pieces of piloting after the crew competed with a Category Five hurricane to complete their scheduled return flight.

Flight DL431 departed New York's JFK airport at 8:39am local time, right as Irma was beginning to eclipse Puerto Rico on flight and satellite radar imagery.

No evacuation orders will be issued in Miami-Dade County yet, Mayor Carlos Gimenez said Wednesday, warning that people living on barrier islands and low-lying mainland areas may still be asked to leave ahead of Hurricane Irma.

Gimenez had been ready to instruct residents to get out, but he said the 11 a.m. Irma advisory from the National Hurricane Center gave him pause.

"The storm's slowing down, giving us a little bit more time," Gimenez said from the county's emergency operations center in Doral.

Nearly half a million residents who live in storm-surge zones A and B could be asked to leave before Irma hits, Gimenez said. That evacuation of about 470,000 people would take about 26 hours, according to county estimates.

Tiger found roaming streets outside Atlanta killed by police after attacking dog

The night shift in Stockbridge, Georgia received several calls from motorists reporting an adult tiger roaming the streets near the I-75 interstate in the early hours of Wednesday.

Police in Henry County, about 20 miles (32 km) southeast of Atlanta, quickly located the tiger and set up a security perimeter at a safe distance around the big cat while Animal Control officers were en route. Authorities were forced to temporarily close down four lanes of the highway, reports ABC 7.

The tiger then veered off the highway and headed toward a nearby residential community. It vaulted a garden fence and began attacking the homeowners' terrified dachshund.

Victims of the 17-man and one-woman gang who forced vulnerable teenagers into sex and prostitution have told a court how their abusers ruined their lives - as they are sent to prison.

One woman spoke of how she sleeps with a knife by her bedside, suffers from a personality disorder and is on constant suicide watch, even now years have passed since her ordeal.
