Trump: The method to his 'madness'

While the mainstream media frets about Trump's mixed messages, his style is achieving results.

Journalists, commentators, and national security specialists all seem to agree: the Trump administration is sending confusing, potentially dangerous, mixed messages in the area of America's foreign policy. But are they missing the big picture, not seeing the forest for the tweets?

Sometimes the perceived chaos takes the form of President Donald Trump supposedly "undermining" his cabinet officers' statements — as when he speculates that we may be heading for "a major, major conflict with North Korea" on the same day Secretary of State Rex Tillerson says the United States is willing to talk with Pyongyang.

At other times, the head-scratching is based on Trump's own words conveying different emphases in different contexts. On one hand, he says all U.S. options, including the use of force, are on the table against North Korea. But, mindful of his own governing challenges, he also expresses empathy for the young Kim Jong-un's being suddenly thrust into power after his father's death. For Asia hands, the favorite examples of the mixed message meme are his apparent reversals on the "one China" policy and in labeling China as a currency manipulator.

Yet one does not have to ascribe to the 45th president either the complex intricacies of a Machiavellian mind or a Kissingerian strategic global vision to recognize that (a) much of the criticism is somewhat shallow and self-contradictory on its face, and (b) leavened by a superb senior national security team, the president's pragmatic, seemingly erratic style manifests a shrewd transactional approach that actually produces strategic results:

The Philippines is up in arms over a UN special rapporteur's unofficial visit to the country, claiming she is biased against the country's controversial 'war on drugs,' and threatening to lodge a complaint to the UN. Agnes Callamard, UN Special Rapporteur on extrajudicial, summary or arbitrary executions, spoke at a two-day policy forum in Quezon City on Friday.

Callamard is known for her critical position on Philippines President Rodrigo Duterte's 'war on drugs.' While not directly referring to the Philippines, she did warn against pursuing "badly thought out, ill-conceived drug policies" that "not only fail to address... drug dependency, drug-related criminality and the drug trade" but "add more problems."

Although the UN Office of the High Commissioner for Human Rights said that Callamard was not speaking in her official capacity, Philippines officials were quick to make it clear to the rapporteur that she was not welcome.

Presidential spokesman Ernesto Abella said that by arriving in the country without notifying the authorities, Callamard is sending a "clear signal" that she will push a one-sided opinion of the controversial crusade against drugs, citing her refusal to engage in a public debate on the issue last September. At the time, Manila extended to Callamard an official invitation, which included a list of conditions.

Comment: At best the UN is 'spotty' on calling out atrocities and inhuman behavior and impotent when it comes to enforcement. It picks on countries of a certain size and manipulability, as deemed necessary by the US-Western bloc, thereby exempting anyone the US deems purposeful to ignore.

Why fears about Russia's aim to 'federalise' Syria are groundless

Though the unity of the Syrian state is endangered, the threat to Syria's unity does not come from Russia, which almost certainly does not plan to federalise the country.

The Russian proposal to create 'de-escalation areas' in Syria has triggered further fears of Syria's fragmentation, with the 'de-escalation areas' seen as providing the building blocks for the 'federalisation' of Syria supposedly envisaged by the draft constitution for Syria which the Russians circulated to the participants of the Astana conference a few weeks ago.

These fears are by no means unfounded. There are many factors within Syria that work against the reunification of the country into a unitary state. However I doubt the Russians are one of them.

The political map of Syria today is divided into a patchwork of areas controlled by a variety of armed groups. Though the Syrian government now firmly controls all the major population centres and what is sometimes called 'useful Syria' (the densely populated and wealthy area of western Syria), its control of the countryside even in those parts of Syria which it nominally controls is often tenuous, with even many of the local militias nominally allied to the Syrian government and the Syrian army by no means always responsive to the Syrian government's control.

Russia's Foreign Ministry spokeswoman Maria Zakharova held a beach-side press briefing during her trip to Sevastopol.

Maria used the opportunity to analyze Kiev's daily outbursts about 'returning' Crimea.

Zakharova found it odd that a government which insists that Crimea is Ukrainian continues to dream up new and extremely unsuccessful ways to make life for Crimeans miserable.

Spring offensive: Taliban takes district near Afghan provincial capital Kunduz

Taliban fighters have captured an area adjacent to the capital of northern Kunduz province following a day of clashes. The district's seizure is the latest success in the militant movement's spring offensive.

Taliban fighters, who were reported to be advancing on the Qalay-i-Zal district northwest of Kunduz on Friday morning, announced on Saturday that they had taken the local police headquarters, all security checkpoints, and the governor's compound. Several Afghan police officers and soldiers were killed and injured in the fighting, Reuters reported, citing a statement made by spokesman Zabihullah Mujahid.

Police spokesman Mahfouz Akbari said security forces have been pulled out of Qalay-i-Zal to avoid further casualties.

MSF stops operations in Eastern Ghouta after 30 armed rebels attack hospital

The humanitarian organization Doctors Without Borders (MSF) has been forced to suspend its operations in Eastern Ghouta, Syria, because of fighting between jihadists there.

Last week, a group of jihadists burst into a hospital in Hazzeh and terrorized the patients before murdering a paramedic and stealing an ambulance.

Dr. Said Fliti, one of MSF's coodinators in Syria, told Sputnik France that the attack has made it too difficult for doctors to work in the region, which is under the control of rebels opposed to the Syrian government.

"Two days in a row, on April 29 and 30, a group of thirty armed, masked men broke into the hospital searching for some specific patients. They hijacked an ambulance and killed one of the auxiliary medical personnel. We strongly condemn this attack," Fliti said.

The US action movie star Steven Seagal has been barred from entering Ukraine for five years after the Ukrainian security service (SBU) labeled him a security threat and placed him on a blacklist.

"A decision concerning an entry ban is taken if there is enough information... about a person committing a socially dangerous act that contradicts the interests of Ukraine's security protection irrespective of a territory where it was committed," the SBU said in a written response to the Ukrainian media outlet Apostrophe.

The statement also said that an offense committed by a person should fall under the jurisdiction of the SBU for this person to be banned from entering Ukraine. However, it did not provide any details that could shed light as to why the US actor captured the attention of the Ukrainian security service.

Start of improving relations? Russian and US top brass discuss plan for Syrian safe zones

Senior US and Russian military commanders have discussed the situation in Syria, where a Russian-proposed plan to establish four safe zones to promote a cessation of hostilities came into force hours ago.

General Joseph Dunford, the chairman of the US Joint Chiefs of Staff, called General Valery Gerasimov, the chairman of the Russian General Staff, to discuss the latest developments in Syria by phone, the Russian Defense Ministry reported.

The ministry's statement was vague on the results of the consultations, saying that there was "a confirmation of the readiness to resume, in full volume, the implementation by the parties of the obligations under the Russian-American Memorandum on ensuring safety and prevention of incidents in the airspace of Syria."

Comment: U.S., Russia To Begin Talks Aimed At Improving Relations Next Week
Talks between high-level U.S. and Russia diplomats aimed at improving relations will begin next week, the State Department said on May 5.

Thomas Shannon, the U.S. undersecretary of state for political affairs, will travel to New York on May 8 to meet Russian Deputy Foreign Minister Sergei Ryabkov "to discuss a range of bilateral issues," the department said.

The meeting will mark the start of a dialogue that Secretary of State Rex Tillerson and Russian Foreign Minister Sergei Lavrov agreed to last month in Moscow.

The working group headed by Shannon and Ryabkov is tasked with addressing festering irritants in the U.S.-Russia relationship that are hindering cooperation on larger issues, such as Syria and Ukraine.

Those irritants, described by Russia as "grievances," include concerns about the treatment of diplomats and ordinary citizens by police and judicial officials in the two countries.

Tillerson said the working group would look at "smaller issues and make progress toward stabilizing the relationship, so that we can then address the more serious problems."

In Moscow, Russia's state news agency RIA Novosti quoted Ryabkov as saying his meeting with Shannon would cover "questions connected to the normal functioning of diplomatic representations in both countries."

A Soviet-era friendship monument in central Kiev has been repainted as a rainbow amid preparations for the Eurovision Song Contest.

The Ukrainian capital city of Kiev is preparing to host the Eurovision Song Contest, whose main theme this year is 'Celebrating Diversity'. The event will be held next week.

Kyiv's mayor Vitali Klitschko ordered the Friendship of Nations Arch, famous monument, originally dedicated to the unification of Ukraine and Russia within the Soviet Union and which is located in the heart of Kiev, to be repainted in the colours of rainbow.

The monument also serves as a symbol of the city's LGBT community and will be used as such during the forthcoming Kiev Pride event, scheduled to take place in June.

Lavrov's smart move: 'Safe zone memorandum obeys some of the US proposals'

Russian Foreign Minister Sergey Lavrov said the new memorandum on creating four "safe zones" within Syrian territory, recently signed during the fourth round of Astana talks on settlement of the Syrian crisis, takes into account various proposals, previously made by US officials, regarding the issue.

He also stressed that Russian President Vladimir Putin spoke to his US counterpart, Donald Trump, right before the start of Astana negotiations and informed him about the steps, prepared for settling the Syrian crisis, noting that some of these steps include proposals, previously made by US officials at the start of the year.

The main purpose of the memorandum that came into effect at midnight on Saturday, is said to be creating conditions that would help to protect the civilian population, particularly in the contested areas or areas under control of the jihadist groups.
