California Gov. Gavin Newsom released a sweeping executive order on Thursday that allows the state to commandeer hotels and medical facilities to treat coronavirus patients and permits government officials to hold teleconferences in private without violating open meeting laws.

Newsom issued the order hours after he called for the cancellation of gatherings of 250 or more people, marking the first time he has applied so-called social distancing practices to the entire state of California.

"This is where we need to go next, and to make sure we fully implement those procedures and protocols to slow down the spread to get through a peak and to get through the next few months, so we don't overwhelm our healthcare delivery system," Newsom told reporters Thursday.

The governor said 198 people have tested positive for COVID-19 in California, marking a 10% increase from just a day earlier. The executive order will enhance the state's ability to fight the pandemic going forward, Newsom said.

The order also established a 60-day extension for people or businesses to file state taxes if they may be unable to do so because of the outbreak and requests from health officials. It also waives a one-week waiting period for people to apply for unemployment or disability insurance in relation to the virus.

It is virtually required in Democratic Party politics to periodically express revulsion about the bigoted political attacks wielded for years against former President Barack Obama: images designed to emphasize his African roots, false claims he was Muslim, the campaign of de-legitimacy based in the racist allegation that he was born in Kenya.

But that mandated Party denunciation often obscures the undeniable fact that — while Republicans seized on and drove them — all of those attacks also emanated from within the Party, particularly from the 2008 Hillary Clinton presidential campaign, which employed them to try to sink Obama's rival presidential candidacy. In February, 2008, Clinton campaign officials widely circulated a photo of Obama meeting with tribal elders while dressed in Somali garb on a trip to rural Kenya, an act which Obama's campaign chief David Plouffe angrily denounced as "the most shameful, offensive fear-mongering we've seen from either party in this election."

When the first World War came to its end, intimations of an end to the European Era were already evident in symptoms: aching diplomatic joints, straitened perceptual political vision and the general financial health of the patient about to turn acute, as the constipated monetary policies of the Central Banks ushered in the Great Depression. But 'life' went on: European men and women wildly danced the Cancan throughout the 1920s; It was Cabaret, party time. No one wanted to acknowledge the omens of what lay afore them.

Last month, an Israeli academic opined that the future shape of the Middle East lies in the hands of three 'insider' states: Iran, Turkey and Israel. It was an interesting observation. None are Arab; and it implied an incremental US disengagement, and a modest 'king-maker' role for Russia.

What makes this statement intriguing is the focus on just three states and the downplay of external intervention as the key 'shaper' of the future strategic 'map'. Implicit here is that all three are flexing their military muscles. But diplomats and political analysts usually prefer to stay at the plane of politics and national interests. They dislike the fact that the outcome of military contestation, per se, can determine political outcomes, and thus validate or negate national interests. It is offensive to diplomacy. But often, it is just so. The region at this time is not really susceptible to a direct conceptual approach: So, the focus on the outcome of military contestation, trials of strength, and then on the other - quite different dynamic - of Covid-19 and its economic effects, makes more sense than traditional purely political calculus of interests.

Russia: There is no oil price war with Saudi Arabia

No talks have been planned with Saudi Arabia and other oil producing countries in the region regarding falling crude prices, according to the Kremlin. However, negotiations will be held immediately if necessary, it added. Talking to reporters on Thursday, Russian Presidential Press Secretary Dmitry Peskov said:
"So far no contacts have been planned. At the same time, if necessary, they will be implemented immediately. Moreover, we have very close and constructive relations with these countries."
Last week, the OPEC+ nations failed to agree on production cuts. Following the disagreement, Saudi Arabia threatened to flood the market with oil. The announcement has caused the worst crude price decline in almost 30 years. When asked about the reported oil price war, Peskov told reporters:
"I want to remind you that Riyadh has denied reports of any kind of a price war, especially against Russia. We are dealing with a number of factors that led to a significant reduction in the price for oil and energy products. We are all in the same boat together in this situation."

The notion that they are fighting each other is an illusion, Wolff says. "And now finally the Russians together with the Saudis are fighting the United States because by bringing the price of oil down, all of those US fracking oil companies go belly up. They are done."

He adds that the fracking companies "can't repay their debts and that plunges the credit market and the banks into a whole new crisis which we are just beginning to learn to understand and which threatens the whole system.

"You put coronavirus together with the oil and you have a one-two punch that is making most of Wall Street realize that the glowing description of the American economy as the greatest in the world was the self-delusion of politicians and has no basis..."

Israelis may go to the polls again if Knesset members fail to form a majority government again. This possibility does not frighten Benjamin Netanyahu, says Israeli publicist Yuri Moor outlining reasons behind the crisis and three potential scenarios of how the situation may unfold.

On Wednesday, President Reuven Rivlin called upon Prime Minister Benjamin Netanyahu and Kahol Lavan's Benny Gantz to adopt his plan envisaging the formation of a unity government to end the longstanding political stalemate. As of yet, neither Likud nor Kahol Lavan has managed to create a governing coalition prompting speculations about a fourth vote.

The president is due to appoint a Knesset leader to form a government by 17 March, the day Netanyahu's trial for three corruption cases opens. On Tuesday, the Jerusalem District Court rejected the prime minister's request to delay the proceedings.

British ex-spy Christopher Steele declined to give an interview to U.S. Attorney John Durham's team for its review of the Russia investigation.

Representatives for Steele, whose unverified dossier was used by the FBI to obtain warrants to wiretap a member of President Trump's 2016 campaign, were recently approached by members of the federal prosecutor's team, and they said the former MI6 agent would not cooperate with the inquiry, according to Reuters. Sources for the report said Steele is concerned about politicization and not being treated fairly. Durham's spokesman declined to comment for the report.

Durham, the top federal prosecutor in Connecticut, was appointed last year by Attorney General William Barr to review possible misconduct by federal law enforcement and intelligence officials in the Russia investigation, which Trump called a "witch hunt." The review turned into a criminal investigation in the fall, allowing Durham the power to impanel a grand jury and hand down indictments. Trump gave Barr the "full and complete authority to declassify information" and ordered the intelligence community "to quickly and fully cooperate with the Attorney General's investigation into surveillance activities during the 2016 presidential election."

Democratic Virginia Gov. Ralph Northam declared a state of emergency as a response to the COVID19 outbreak at a press conference Thursday afternoon in Charlottesville, VA.

"I advise Virginians to avoid large gatherings for the time being," Northam said.

The new amendments to the Russian Constitution - allowing Vladimir Putin to run for president a fifth time - are seen by some as a strongman's trick to stay in power. Others point out that Putin's 2024 bid is yet to be announced.

Over the years, Russians have come to know Putin as a leader who has observed the constitutional limitations that are currently in place, When asked, he has consistently said he would not run for president when his current term is up in 2024. But on Tuesday, he announced the suggestion to 'reset' his presidency allowing him to run again in four years would be acceptable — though only if approved by the Constitutional Court and supported by citizens in an April 22 vote across the country.

The current constitutional restriction of two consecutive terms in office forced Putin to leave the presidency in 2008, when Dmitry Medvedev took up the role. Putin ran again in 2012 and has been in power since, winning reelection in 2018 after the presidential term was extended to six years.

According to the Russian Reconciliation Center for Syria (officially known as the Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring in the Syrian Arab Republic), on 3 March, during a counter-attack by Syrian government forces against Hayat Tahrir al-Sham (banned in Russia) in the eastern part of de-escalation zone in Idlib, irrefutable evidence emerged pointing to unsuccessful attempts to use chemical weapons.

It has been reported that a group of up to 15 terrorists tried to blow up "high-explosive ammunition with containers filled with toxic chemical substances" in Idlib in order to slow down the advance of Syrian forces in western parts of Saraqib. However, due to lack of sufficient experience in handling such chemicals (supplied by external players), the terrorists damaged one of the containers causing its contents to leak out. As a result, they were "severely poisoned by the chemicals" thus failing "to explode the munitions and carry out their provocation".

Trump suspends ALL travel from Europe as he addresses nation on coronavirus - UPDATE: UK escapes ban

US President Donald Trump has announced that all travel from Europe to the United States will be temporarily halted for a period of 30 days, in the most significant measure yet taken to stem the spread of the lethal coronavirus.

In an address to the nation on Wednesday night, the president said the 30-day travel ban will take effect on Friday at midnight, noting that the United Kingdom would be exempt from the new restrictions.

"After consulting with our top government health professionals, I have decided to take several strong but necessary actions to protect the health and wellbeing of all Americans," Trump said in the address.

"To keep new cases from entering our shores, we will be suspending all travel from Europe to the United States for the next 30 days."

The restrictions will be "adjusted subject to conditions on the ground," the president went on, adding that exemptions would be extended for Americans who had undergone proper health screenings.

The measures to be put into place will be far-reaching in nature, Trump said.

Trump, however, claims that this travel restriction will not affect trade (although his announcement did!):
Trump has baffled traders and ordinary netizens after he took to Twitter in the wake of his national address earlier on Wednesday to assure the public that his order to suspend all travel from Europe pertains only to the movement of people, but not goods.

"Very important for all countries & businesses to know that trade will in no way be affected by the 30-day restriction on travel from Europe. The restriction stops people not goods."

The tweet raised more questions than answers, as Trump rather explicitly stated during his much-hyped address on the coronavirus that the temporary suspension of travel from Europe would have far-reaching consequences for trade as well.


"These prohibitions will not only apply to the tremendous amount of trade and cargo, but to various other things as we get approval. Anything coming from Europe to the United States is what we are discussing," Trump stated during the address which was broadcast live.

The White House soon clarified that the ban "only applies to human beings, not goods and cargo."

Some blamed the turnaround on Trump's difficulties with reading from a teleprompter during prepared remarks. The US president is known for his propensity to go off-script during official speeches and addresses.


The gaffe sparked panic on stock markets, which tanked on the news of the sweeping travel ban.


In addition to the trade 'exemption', $200bn in tax relief and low-interest loans will go into effect as a financial stimulus:
The Trump administration will take "unprecedented" action to give financial relief to Americans affected by the coronavirus, ordering tax exemptions for those infected or under quarantine, as well as low-interest loans for firms.

The measures include instructing the Small Business Administration (SBA) to provide capital and liquidity to any firms impacted by the outbreak, as well as tax relief he said would inject some $200 billion of liquidity into the US economy.

"Effectively immediately, the SBA will begin providing economic loans in affected states and territories," Trump said in a national address on Wednesday night, while also asking Congress to increase funding for the program by $50 billion. "These low-interest loans will help small businesses overcome temporary economic disruptions caused by the virus."

The president also called on Congress to approve "immediate payroll tax relief," and said arrangements would soon be made to allocate aid for sickened workers who are forced to take time off work, as well as those caring for infected individuals.

The measures come in addition to an $8.3 billion emergency aid package signed into law last Friday, which provides funding for research into treatments and vaccines, and offers federal funds for states to help with prevention and containment efforts.

After meetings earlier this week, major health insurance companies agreed to waive all co-payments for coronavirus treatments and extend coverage, the president said, adding that the administration is now "cutting through massive amounts of red tape" to fast-track antiviral therapies.
Trump justifies his implementation of a travel ban without consulting the EU because of his need to "move fast", adding he exempted the UK because it was doing a "good job combating the virus":
The UK has counted 590 cases of the virus so far, with 10 deaths - hardly numbers to boast about, but less dire than the situation in Italy or Germany.

Trump reprised his boast about taking the "boldest step of all" by closing borders with China before noting Europe "has some hot spots that are really bad." He mentioned Germany, France, and Italy before concluding on an optimistic note: "we think we'll reestablish pretty quickly once this ends."

Responding to a reporter's question on why he hadn't consulted individual European countries about the travel ban, Trump said, "when they raise taxes on us, they don't consult us, and I think that's probably one and the same."

After the sudden announcement roiled markets on Thursday, Trump clarified that he might shorten or lengthen the 30-day timeframe of the ban, set to take effect on Friday.

He expressed hope that travel between the US and Europe, as well as the US and China, could be restored "very quickly." The president also opined on the Tokyo Olympics, suggesting they be postponed for a year because he couldn't imagine holding them without spectators.

European officials condemned the US decision to impose a ban "unilaterally and without consultation." European Council and European Commission Presidents Charles Michel and Ursula von der Leyen insisted the EU was "taking strong action to limit the spread of the virus."

The EU has largely left member states to fend for themselves with regard to decisive response to the epidemic. EU leaders in a conference call on Tuesday merely agreed to prevent shortages of medical equipment and promote vaccine development, as well as creating a fund to offset the economic impact of the epidemic. German Chancellor Angela Merkel has suggested 60 to 70 percent of the population will be infected, but has not made any moves toward imposing travel restrictions or closing borders. France's Emmanuel Macron has criticized Austria and Slovakia for closing their own borders with coronavirus-stricken Italy, but French officials have hinted they plan to shift to a "Phase 3" response - the highest level of government action - soon. Italy, the hardest-hit of all EU countries, has imposed a nationwide lockdown, shuttering shops and restaurants and advising all residents to stay home and avoid travel for the rest of the month as the death toll jumped to 631 on Wednesday.
