Really, the issue is 'what are humans going or able and willing to do?' Not much. The Parris Accords have been a boom for the environmental consultants, advisros, those who study and recommend. But the arms and legs stuff hasn't taken off the ground. Trump can make this Statement but the U.S. has a large and profitable contabulatory of environmental racketeers sucking up the funding gusher and all this is committed and will flow for some time notwithstanding Trump's empty declaration. And this whole bureaucratic lot in the meantime will actually do Nothing. That always the way it was going to be.
You don't think greedy corporate low-baller American business would ever tolerate intrusions on their profibility? The make me sort my garbage but let the corporates keep churning out toxic packaging the costs of disposal for which is borne by municipal taxpayers. How about this: 6 creullers in a plain bag = 10 cent pakaging charge. 6 creullers in a celophane, paint soaked fancy cardboard = 2 bucks. That's to cover the public's cost of collecting and disposing of your garbage. No more just sloughing these costs off of your books. You choose! But you pay too.
