Measures taken by Members in the exercise of this right of self-defense shall be immediately reported to the Security Council and shall not in any way affect the authority and responsibility of the Security Council under the present Charter to take at any time such action as it deems necessary in order to maintain or restore international peace and security."

Comment: As noted above, some factions of the US wanted to make it clear through their propaganda outlet NBC that they're ready to wind down their failing proxy war in Ukraine, and that the Kiev-junta could be forced to enter into some kind of deal with Russia: US, EU officials broach topic of peace negotiations with Ukraine - NBC
However, whilst they mention 'negotiations', it's unlikely that Russia will be negotiating very much, because they've won. Although, to help the US save face, they might agree to some 'concessions' of little import.
Taken together, it's notable that, with Peskov's statement in mind, Moscow also released the following statement earlier on in the day, which implies that overt diplomatic channels may be reopened:
