Mosul on my mind: The globalization of misery on a flattening planet

The closest I ever got to Mosul, Iraq's second largest city, was 1,720.7 miles away -- or so the Internet assures me. Although I've had a lifelong interest in history, I know next to nothing about Mosul's, nor do I have more than a glancing sense of what it looks like, or more accurately what it looked like when all its buildings, including those in its "Old City," were still standing. It has -- or at least in better times had -- a population of at least 1.8 million, not one of whom have I ever met and significant numbers of whom are now either dead, wounded, uprooted, or in desperate straits.

Consider what I never learned about Mosul my loss, a sign of my ignorance. Yet, in recent months, little as I know about the place, it's been on my mind -- in part because what's now happening to that city will be the world's loss as well as mine.

In mid-October 2016, the U.S.-backed Iraqi army first launched an offensive to retake Mosul from the militants of the Islamic State. Relatively small numbers of ISIS fighters had captured it in mid-2014 when the previous version of the Iraqi military (into which the U.S. had poured more than $25 billion) collapsed ignominiously and fled, abandoning weaponry and even uniforms along the way. It was in Mosul's Great Mosque that the existence of the Islamic State was first triumphantly proclaimed by its "caliph," Abu Bakr al-Bagdadi.

Comment: Insightful perspective of the big picture, its extremes and possible outcomes...horrible, horrible, and more horrible. The time to have stopped this was decades ago. Every new territory, state, region, regime that falls within this pattern results in an increasing cascade of death, devastation and rubble. Is this what we want for the future of mankind? Have we passed the point of no return? There will be no salvation, no rebuild, no coming back.

Putin calls for major rearmament of Russian military

Russian President Vladimir Putin has called for a major rearmament of the nation's military forces, citing recent experience gained in counter-terrorist operations in Syria as well as the need for the stronger protection of Russia's Arctic borders.

"Combat experience gained during the operation in the Syrian Arab Republic as well as the necessity for reinforcing the defense of our Arctic territories, western and south-western borders require a reassessment of our approaches to re-equipment of troops," Putin said at a Tuesday conference with top Russian Defense Ministry officials and leading defense industry figures. Putin added that even though a state defense order had been fulfilled by 97 percent, certain problems remained unsolved.

The Russian leader also told those at the conference to pay specific attention to systematic problems that would have a crucial effect on whether or not state defense order targets would be achieved in 2017.

Earlier this month, the Russian government released a report on the execution of the major development program known as the May Orders, first laid out by President Putin in 2012. The part of the report dedicated to the defense sector stated that it had taken a large step forward, and noted a major increase in the proportion of contract servicemen in the military.

It also said that the weapons industry had come up with the concept of a system that would manage the whole cycle of weapons research and development, running in and production. The Foundation for Perspective Research - which develops new types of weapons and military hardware - also finished work on 12 major projects and agreed contracts for 52 others. These projects have set the foundation for the creation of new generations of weapons and military and special hardware that are expected to be produced in 2025-2030.

Macron meets Merkel: Changing EU treaty no longer 'taboo'

The European Union's need for deep reforms is so dire that even the idea of changing the EU treaty is "not taboo," new French President Emmanuel Macron said at a joint news conference with German Chancellor Angela Merkel in Berlin on Monday.

During Macron's first foreign visit since his inauguration Sunday, he told Merkel that he was "happy" to work together with Germany "on a common roadmap for the European Union and the eurozone." The French leader said that "deep reforms" are required for the EU that "need common work" from Paris and Berlin. "In the past, the subject of treaty change was a French taboo. It will no longer be the case," Macron said, as cited by Reuters.

Merkel supported the French leader, saying that change in treaties could be possible if they "strengthen the eurozone," but stressed that such amendments were not expected in the short term. "First, we need to work on what we want to change, and then if it turns out it needs a treaty change, then we're prepared to do that," she said.

The EU operates in accordance with two key deals: the Treaty on the Functioning of the European Union (1957) and the Treaty on European Union (1992), as well as various additional accords. Amending the EU treaties requires agreement and ratification from all the bloc's member states.

Some of the key EU principles, such as the freedom of movement, have been contested by a number of member states in connection with immigration control. The UK had notably pushed for more restrictions on its borders while London's calls for amending the EU treaties have been rebuffed, contributing to the outcome of the Brexit vote. With that in mind, commenting on the Macron-Merkel meeting, a Guardian article has even called their statements on reforms "a painful blow to British politicians and diplomats."

Putin makes clear Russia's Kurdish policy in Syria

Russia may be able to bring order to America's chaos. President Vladimir Putin clarified Russia's position on Syria's burning Kurdish issue. President Putin explained that Russia will continue to maintain good relations and be in close contact with both the Syrian government as well as Kurdish forces.

He stated, "Kurdish forces participate in the military operation against the so-called Islamic State, and they are one of the most combat-ready units, we consider it useful to maintain working contacts with them, at least to avoid possible confrontations and a situation that could carry a threat for our military personnel".

In this sense, Russia may be able to bring order to the situation caused by America's self-evidently disorganised policy of both arming and allying with the Kurds while seeking to maintain a military alliance with Turkey.

Russia of course considers itself a technical partner of both Turkey and the Kurds, but Russia's willingness to engage in a respectful manner with Syria, Iran, Turkey and Kurdish forces, makes Russia the only power in the wider Syrian and Middle Eastern conflict to maintain cordial relations with all parties involved. The same is true of Russia in respect of the Israel-Palestine crisis.

If Russia is able to continue controlling events, the risk of America and Kurdish forces acting unilaterally in Syria may be minimised.

Comment: The Kurds have been a consistent and dedicated force in the Syrian crisis. They deserve consideration and credit. President Putin is showing the world a different kind of leadership, sorely needed.

A Russian Foreign Ministry spokeswoman on Tuesday advised that people don't read American newspapers, in response to U.S. media reports that President Donald Trump had disclosed classified intelligence at a meeting with Russian officials.

False flag operation? Security analysts say WannaCry source may be North Korea or those trying to frame it

The source for WannaCry ransomware, which has spread to 150 countries, may be Pyongyang or those trying to frame it, security analysts say, pointing to code similarities between the virus and a malware attributed to alleged hackers from North Korea.

The speculation over a North Korean connection arose Monday, after the well-known Google security researcher Neel Mehta revealed a resemblance between the code used in what is said to be an early version of WannaCry ransomware and that in a hacker tool attributed to the notorious Lazarus Group in a Twitter post.

Containing what might look like a random set of figures and letters to an outsider accompanied by the hashtag #WannaCryptAttribution, the post has immediately drawn attention of cybersecurity experts and has been since extensively shared. Shedding light on the otherwise cryptic message, Kaspersky Lab explained in a blog post that Mehta drew parallels between "a WannaCry cryptor sample from February 2017" and "a Lazarus APT [Advanced Persistent Threat] group sample from February 2015."

Comment: RFE/RL adds that the goals of the hackers are more likely aimed at destabilization than financial gain:
Whoever is responsible, the perpetrators of the massive weekend attacks have raised very little money thus far -- less than $70,000 from users looking to regain access to their computers, according to Trump's homeland security adviser Tom Bossert.

Some private sector cybersecurity experts do not believe the motive of the attacks was primarily to make money, given the apparently meager revenues that were raised by the unprecedented large operation. They said that wreaking havoc likely was the primary goal.

The countries most affected by WannaCry were Russia, Taiwan, Ukraine, and India, according to Czech security firm Avast.

Bossert denied charges by Russian President Vladimir Putin and others that the attacks originated in the United States, and came from a hacking tool developed by the U.S. National Security Agency (NSA) that was later leaked online.

A military convoy of nuclear warhead carriers was left stranded on the side of the public M40 motorway on Monday when one of the vehicles in the escort broke down.

According to anti-nuclear campaign group Nukewatch, the convoy was left stranded at a slip road near Bicester on Monday morning. The vehicles were making their way from the warhead assembly plant at Burghfield.

Nukewatch said the trucks were heading to Coulport on Loch Long, Scotland, where warheads are stored and loaded aboard the Trident submarines.

It is unlikely an armed warhead would have been on the trucks, but they could have been carrying high explosive materials and highly radioactive plutonium.

A police officer channeled traffic from the slip road onto a lane around the stopped convoy before closing it down. The stricken vehicle was then towed away by an armored personnel carrier (APC).


"The breakdown happened to an escort vehicle rather than one of the warhead carrying trucks but clearly any vehicle can have problems," a Nukewatch spokesman said.

"The UK's Ministry of Defence is allowed to carry explosive and radioactive materials in the same transport - a procedure rationally outlawed for civil transport.

"It is probably only a matter of time before we have a serious accident involving these convoys. The transport of these weapons shows a disturbing disregard for public safety, which is put in second place by the government's determination to continue to deploy these horrific weapons of mass destruction."

The Ministry of Defence (MoD) said it does not comment on operational details of military convoys.

MoD statistics show that high explosive materials, such as the ones used on Trident submarine warheads, have an impact range of 600 meters and that the radiological plume could reach as far as 5km (3.1 miles).

For the past several months, Democrats have based their "Resist 45" movement on unsubstantiated assertions that the Trump campaign coordinated with Russian intelligence officials to undermine the 2016 Presidential Election thereby 'stealing' the White House from Hillary Clinton. Day after day we've all suffered through one anonymously sourced, "shock" story after another from the New York Times and/or The Washington Post with new allegations of the 'wrongdoing'.

But, new evidence surfacing in the Seth Rich murder investigation may just quash the "Russian hacking" conspiracy theory. According to a new report from Fox News, it was former DNC staffer Seth Rich who supplied 44,000 DNC emails to WikiLeaks and not some random Russian cyber terrorist, as we've all been led to believe.

Comment: Wheeler also told Fox News:
"The police department nor the FBI have been forthcoming," said Wheeler. "They haven't been cooperating at all. I believe that the answer to solving his death lies on that computer, which I believe is either at the police department or either at the FBI. I have been told both."

When we asked Wheeler if his sources have told him there is information that links Rich to Wikileaks, he said, "Absolutely. Yeah. That's confirmed."

Wheeler also told us, "I have a source inside the police department that has looked at me straight in the eye and said, 'Rod, we were told to stand down on this case and I can't share any information with you.' Now, that is highly unusual for a murder investigation, especially from a police department. Again, I don't think it comes from the chief's office, but I do believe there is a correlation between the mayor's office and the DNC and that is the information that will come out [Tuesday].

Blair prosecuted for illegal Iraq War? Ex-PM's legal immunity to be challenged in court

The first steps towards overturning a legal ban on prosecuting former Prime Minister Tony Blair over the Iraq War will be considered by the High Court on Tuesday.

A private criminal prosecution against the former Labour PM was blocked last year when it was ruled Blair had immunity from any charges related to the Iraq War and that any such case could also "involve details being disclosed under the Official Secrets Act."

A more senior judge will consider on Tuesday whether there are sufficient grounds to grant a judicial review of the rejection of the prosecution.

Last year's private prosecution, brought by a former top Iraqi general now living in exile - General Abdul-Wahid ar-Ribat - wants Blair, his foreign secretary Jack Straw, and Lord Goldsmith, who was attorney-general in the run up to the invasion, to face trial in a British court.

It seeks their conviction for the crime of "aggression" and follows last year's damning Chilcot report, which found Britain invaded Iraq under the false pretext that deposed Iraqi President Saddam Hussein's regime had weapons of mass destruction.

The High Court judge on Tuesday will consider paper submissions made by lawyers on both sides. There will be no public hearing.
