He started filming; it took between three and four minutes for the waterspout to fully form. He got to the top of the steps at the park's restroom facility "and when I got to the top there you could actually see the water coming up and I started filming again," Besterman said.
Ross Giarratana, a meteorologist with the National Weather Service in Ruskin, said conditions lately have been favorable for waterspouts.

When Hollingsworth got closer, he saw the man get swept underwater and quickly "rushed to his aid without regard for his own safety," Simmons said in the statement.
As Hollingsworth attempted to rescue the man, both were sucked into a drainage pipe and swept underneath a roadway on Hwy 98.

Germany's national weather service had warned earlier this week of severe storms with significant amounts of rainfall, which hit on Thursday.

More than 495,000 people spread across 22 districts in the state of Assam have been impacted by floodwaters, its disaster management authority said in a statement Thursday.
About 14,000 people were evacuated to relief camps after torrential rainfall swept across the region, resulting in the river Beki, which flows through Assam, to overflow. At least one person has died, according to state authorities.

"16 workers of Super Hewakhola Hydropower have gone missing after floods in Hewakhola since Saturday evening. The floods have swept away seven houses," District Police Office Chief, Birendra Godar confirmed ANI over the phone. "A worker's body has been found offshore. We are trying to establish the identity of the deceased," Deputy Superintendent Godar added.
The deceased -Tariqul Islam, 35, and higher secondary student Shakil Ahmed, 18, were from Naodapara and Mohdipur villages respectively under Mirpur upazila.
The injured, Nayeem Hossain, is from Gachher Daur area under Daulatpur upazila.
Witnesses said a lightning struck some local youths while they were playing football amid rainfall at Almasadarupur High School field around 3pm, leaving the trio critically injured.
Locals rushed them to Mirpur Upazila Health Complex where Tariqul was declared dead upon arrival, said the hospital's resident medical officer Dr Jubayia Farzana.
Shakil and Nayeem were referred to Kushtia General Hospital for better treatment, she said.
Medics raced to the Red Rocks Amphitheater just after 9 p.m. to find 80 to 90 people injured - mostly cuts but some victims with broken bones, according to West Metro Fire. Seven people were taken to a local hospital for treatment.
Videos from the crowd show a chaotic scene as people were struck by the hail, with victims showing off multiple welts and bruises as hail piled up on the ground and torrential rains instantly turned parts of the stadium into raging rivers.
