Torrential rain fell for several hours Thursday in central Mississippi, flooding roads and sending water into homes and businesses in Winston County and Louisville.

Winston County Sheriff Jason Pugh said law enforcement officers rescued three people from vehicles and removed several others from homes as the water rose.

Swift water washed one car into a ditch, and the driver escaped before the car submerged. The man stood knee-deep in the floodwater on top of his car as officers rescued him, Pugh told The Associated Press.

About 17,500 people live in Winston County. The largest town, Louisville, is about 95 miles (153 kilometers) northeast of Jackson

Environment Canada confirmed a tornado touched down in the Montreal area Thursday as a severe storm system swept through the city and caused major flooding.

Meteorologist Monica Vaswani said the tornado was spotted by an observer at the Mirabel airport, about 50 kilometres northwest of the Island of Montreal.

A tornado warning, urging caution about "a dangerous and potentially life-threatening situation" caused by the storm for the Montreal area was lifted around 4:25 p.m.

Heavy rains caused flash floods, leading to the closure of the Décarie in both directions between the Turcot interchange and Highway 40.

More than 40,000 people in China's Sichuan province have been evacuated because of floods, state media reported on Wednesday, as cloudbursts dropped huge amounts of precipitation over several parts of the country.

Bursts of unusually heavy rain have saturated different areas over the past few weeks, causing flooding and mudslides that have destroyed homes, damaged infrastructure and killed several people.

China's rain and floods come as several other parts of the world have been seeing similar disastrous downpours, raising new fears about the pace of climate change.

State broadcaster CCTV reported that 300.7 mm (11.8 inches) of rain had fallen over Yaan city in Sichuan province over about 14 hours, causing flash floods and mudslides that destroyed homes.

As many as 86 people have been killed and 151 others injured in the recent monsoon rains since June 25, Pakistan-based ARY News reported citing the National Disaster Management Authority (NDMA).

The NDMA, in its report, stated that six people died and nine others were wounded in the heavy rains across Pakistan in the past 24 hours, according to ARY News.

According to NDMA data, so far, 86 deaths and 151 injuries have been reported, which includes 16 women and 37 children.

At least 61 more people were reported dead across North India following incessant rains, flashfloods and lightning strikes on Monday, 34 of them in Uttar Pradesh and 17 in Himachal Pradesh, which is the worst affected state so far.

More than 300 tourists are stranded in Himachal's Lahaul-Spiti district amid snowfall. Efforts are on to rescue them. Rains hampered the clearing of massive landslides that snapped road links. The tourists have been put up in hotels and government accommodations by the local administration. Besides, tourists and locals in two state roadways buses have been stuck following a flash flood in the Pagal nullah near Sissu village in the Lahaul Valley as it blocked the Manali-Leh highway.

Schools and colleges were closed after record monsoon rains led to massive waterlogging, road caves-in, collapsed homes and gridlocked traffic in large parts of northern India this week, killing more than 100 people, officials said Thursday.

At least 88 people died and more than 100 were injured in the worst hit-mountainous Himachal Pradesh state where cars, buses, bridges and houses were swept away by swirling flood waters, a state government statement said. The region is nearly 500 kilometers (310 miles) north of New Delhi.

Twelve people have died of rain-related incidents since Wednesday in Uttar Pradesh state, said Shishir Singh, a state government spokesman.

Nine of them drowned, two died after being struck by lightning and one was killed by a snake bite, Singh said.

One person died in New Delhi and four were killed in the Indian-controlled section of Kashmir, officials said.

Authorities used helicopters to rescue nearly 300 people, mostly tourists, who were stranded in the Chandertal area in Himachal Pradesh state since Saturday. They included seven sick people who were airlifted on Tuesday, the government said.

Nearly 170 houses have collapsed and another 600 were partially damaged by heavy rains and landslides in the state, the state emergency operation center said.


In New Delhi, residential areas close to the Jamuna River were flooded, submerging roads, cars and homes, leading to the evacuation of thousands of people from low-lying areas.

Dozens of cars were blocked by sheets of water, throwing the movement of vehicles into disarray during the morning rush hour in New Delhi on Thursday.

The water level of the Jamuna River flowing through the Indian capital topped a 40-year record and reached 207.71 meters (681.5 feet) on Wednesday evening, according to a statement by the office of New Delhi's top elected official, Arvind Kejriwal.

Authorities have moved nearly 30,000 people to relief camps and also converted some schools into relief camps in the badly hit areas, the statement said. Hundreds of people with their livestock also have taken shelter under overhead road bridges in the eastern parts of the Indian capital.

Rajesh Singh, a factory owner, was stuck with his motorbike for hours with floodwater blocking both sides of the road near the river bank. "I have never seen anything like this in the past 22 years."

"New Delhi hasn't seen a lot of rain in the past two days, but the river level has risen due to abnormally high levels of water discharge from Hathni Kund barrage in neighboring Haryana state," Kejriwal said.

India's weather agency has forecast more heavy rains in northern parts in the coming days. It said monsoon rains across the country have already brought about 2% more rainfall than normal.

India regularly witnesses severe floods during the monsoon season, which runs between June and September and brings most of South Asia's annual rainfall. The rains are crucial for rain-fed crops planted during the season but often cause extensive damage.

Flood-ravaged areas in the Northeast could see even more rainfall on Thursday as communities in Vermont and New York try to recover from a historic deluge.

In Vermont, some areas had recorded up to 9 inches of rain over a 24-hour period by Tuesday afternoon as small creeks turned into raging rivers that swallowed roads in the worst flooding to hit the Green Mountain State since Tropical Storm Irene in 2011.

Over 200 people have been rescued in Vermont since the flooding began, including 32 people who were rescued in hard-hit Lamoille County Tuesday night, officials said.

No injuries or deaths have been reported in the state.

Vermont Commissioner of Public Safety Jennifer Morrison said the state is in much better shape Wednesday than it was Tuesday, but rescues are still ongoing.

At least one person died and thousands were displaced after heavy rain caused flooding and landslides in the states of Alagoas and Pernambuco in northeast Brazil. Also in Pernambuco, a building collapsed in the capital Recife where at least 14 people have died or are missing. Local observers said the collapse may partly be a result of recent heavy rains.

In Alagoas, Federal Civil Defence said over 20,000 people across 37 cities and municipalities have been affected by heavy rains that began around 07 July 2023. As of 10 July a total of 3,578 people were displaced. Among tha hardest hit areas are Matriz de Camaragibe (3,548 people affected), Marechal Deodoro (3,004), São Miguel dos Milagres, (2,860), União dos Palmares (2,302), Rio Largo (2,108), Atalaia (1,624), Cajueiro (1,336), Murici (1,200) and Jacuípe (1040). One person died in flood waters in Joaquim Gomes.

Flash floods have struck several provinces in the Black Sea region, killing at least one person and triggering more than 1,000 landslides, with the Turkish State Meteorological Service once again issuing an "orange alert" for the region.

Following the bureau's "orange alert," which signifies a possibility of damage and loss in a dangerous weather situation on July 9, heavy rainfall paralyzed life in central and western parts of the Black Sea region. Several cities, notably Zonguldak and Bartın, experienced flooding in homes and businesses, with streets and roads turning into waterlogged areas.

The authorities urged citizens to heed the orange warning that would remain in effect till July 10, advising them to stay away from high-risk areas such as creek beds.

Bali, Indonesia experienced severe weather conditions from 07 to 09 July 2023, leading to devastating impacts on the region. Heavy rainfall resulted in widespread flooding, while strong winds downed trees and damaged buildings. Furthermore, the heavy rain falling on unstable ground triggered numerous landslides, exacerbating the destructive effects of the weather.

The Bali Province Regional Disaster Management Agency (BPBD) reported a total of 78 incidents, including landslides, fallen trees, and floods, across several affected areas. These areas included Badung, Bangli, Buleleng, Denpasar, Gianyar, Jembrana, Karangasem, Klungkung, and Tabanan.

As a result of the severe weather, approximately 50 homes were damaged, and around 50 individuals were displaced from their residences, according to the ASEAN Disaster Information Network (ADINet). The impact of the disaster extended to a total of 192 people, who were directly affected by the floods, landslides, and other related incidents.

A slow-moving storm system brought heavy rain across a wide section of New York State on Sunday evening, flooding streets, prompting dozens of rescues for drivers whose vehicles were stranded on inundated roads and causing at least one death, the authorities said.

The Hudson Valley was the most affected by the storm system on Sunday, with sections of the area getting between five and eight inches of rain, the National Weather Service said.

The epicenter of the storm struck West Point, the U.S. Military Academy in Orange County, which had about eight inches of rain as of Sunday night.

Trooper Steven V. Nevel of the New York State Police described the search-and-rescue efforts on Sunday night as an "all hands on deck" endeavor, saying that several bridges had collapsed and many roads were impassable.
