Storm Babet: second severe flood alert in Scotland after two people die

The Met Office has issued a second "danger to life" red warning for rain covering the region in eastern Scotland already suffering unprecedented flooding.

The weather agency said the very rare red warning of severe flooding and disruption covered Angus and southern Aberdeenshire and was in place for the whole of Saturday. It came as a second person was confirmed to have been killed after a falling tree hit a van near Forfar on Thursday evening.

More localised than the red warning in force for Friday morning, it centres on the town of Brechin, where hundreds of homes have been inundated by flood water, as well as the coastal town of Montrose.

Rescue services have had to extract residents by boat who had not evacuated after Thursday's order for about 350 homes in the town, after the river reached 4.4 metres and breached the town's flood barriers.

A 14-year-old learner died while crossing the Phompo River, and a pregnant woman and her child died after a house fell on her in a village in the Nyandeni Local Municipality. South Africans are furious that rural areas have no infrastructure and blame the deaths on the government.

In a statement sent to Briefly News by OR Tambo District Municipality spokesperson Zimkhitha Macingwane, the municipality confirmed that the 14-year-old sho died drowning while crossing the flooded river in Maqwbevu Village on 17 October. A pregnant woman who lived in Rainy Village outside Libode also died after the house she lived in fell on her, sustaining heavy injuries from which she did not survive.

Flooding after heavy rains in eastern Ghana have forced nearly 26,000 people to leave their homes at the request of the authorities, the National Disaster Management Organization (NADMO) said Tuesday.

Crops have been destroyed and schools shut after two hydroelectric dams overflowed at Akosombo and Kpong.

"We have moved most of the affected people to a safe haven. About 26,000 mostly women and children have been displaced," NADMO deputy chief Seji Saji told AFP.


"What they need is water, food and medicine and we're working with the government to take care of that."

No deaths had been reported.

Meteorologists have raised the flood alert level in central Vietnam to four in the country's five-level natural disaster risk system amid torrential rain continuing to batter localities in the region, especially Da Nang and Thua Thien-Hue.

Heavy rain turned major streets in Da Nang into rivers on October 12 - 13, with many places being left under water of between one and two metres deep. Relevant forces, including young volunteers and soldiers, were dispatched to evacuate 5,000 local people from flooded areas.

On the evening of October 13, Le Trung Chinh, head of the Da Nang municipal administration, made a field trip to the flooded areas in Lien Chieu and Thanh Khe districts.

Drivers did their best to navigate flooding this morning after a deluge of heavy rainfall across the island.

The heaviest of the rainfall was recorded during the "rush hour" commute and around the same time as high tide, exacerbating flooding.

Motorists said the roads were like "rivers" that seemed almost impassable in places, including Woodlands Road, a common flooding site.

However, some made the best of the situation, with a recording of a man rowing a kayak on Bakery Lane spreading on social media.

A spokesman for the Ministry of Public Works said that the Government was aware of flooding issues on some roads and would continue to work to address it.

Lidia made landfall as Category 4 Hurricane along Mexico's western coast

Lidia dissipated Wednesday after hitting land as a Category 4 hurricane near the resort of Puerto Vallarta. One person was killed by a falling tree, another drowned in a swollen river and two others were injured after the hurricane made landfall.

The hurricane knocked over trees and blew roofs off houses with winds as high as 140 mph before moving inland.

Laura Velázquez, the head of Mexico's civil defense system, said Wednesday that one person died on the northern outskirts of Puerto Vallarta after being hit by a falling tree, and two others were injured elsewhere in the area.

Eleven provinces in Thailand continue to grapple with severe flood crisis, with Kalasin and Ubon Ratchathani experiencing rising water levels, as of today.

The Department of Disaster Prevention and Mitigation (DDPM) has mobilised resources and personnel from various agencies to expedite flood relief operations. Heavy rainfall in the past has caused flooding across 35 provinces, affecting 52,290 households in 2,506 villages across 515 sub-districts and 138 districts.

Currently, flooding persists in 11 provinces, negatively impacting 20,196 households in 925 villages across 182 sub-districts and 45 districts. These provinces include Nakhon Sawan, Phetchabun, Phitsanulok, Uttaradit, Sukhothai, Chaiyaphum, Roi Et, Nong Bua Lamphu, Loei, Kalasin, and Ubon Ratchathani.

At least two people have died due to heavy rains that have lashed southern Brazil's Santa Catarina state since last week, the state Civil Defense agency confirmed Monday.

Some 132 municipalities registered emergencies sparked by excessive rainfall caused by the El Nino climate phenomenon, the agency said in a statement.

About 4,000 people have been evacuated from their homes, said the agency.

5 sightseers dead after river floods in Bolivian canyon

Five sightseers died and another is missing after a river flooded over the weekend in a popular tourist site in the central Bolivian city of Cochabamba, local authorities said on Monday.

The bodies of four people, two men and two women, were found Sunday by residents and rescuers in the district of Tablas Monte, the site of the tragedy. The fifth body was discovered Monday near a waterfall, confirmed local police.

Troops participating in the rescue efforts will remain in place until the missing person is located, said Bolivian Deputy Minister of Civil Defense Juan Carlos Calvimontes at a press conference.

The sightseers arrived in Tablas Monte on Saturday and toured the river in rowboats that afternoon before heavy rains made the river rise and swept them away.
