Video captured over the weekend appears to show a brief tornado form on the beach at New Smyrna Beach before moving out into the ocean, then becoming a waterspout.
The NWS told FOX 35's Ian Cassette that it was likely a "boundary-induced tornadic waterspout," which can form when there is a chance in air temperature or wind direction.
The video, which was emailed to FOX 35, showed the powerful wind blowing sand across the beach.

Shoppers and workers at a western Wisconsin Walmart found themselves caught in a massive hailstorm Wednesday - not outside the store, but inside the building when large hail broke through the roof.
A video recorded by Courtany Amborn inside the retail store shows rain and hail pouring through the ceiling at the Rice Lake Walmart. Golf-ball to tennis-bail size hail could be seen littered throughout the floor inside the building.
Glass and pieces of the roof rained down during the severe weather event leaving a huge mess.
Ten soldiers are among 25 people to have been killed by wildfires in the mountainous Béjaïa and Bouïra regions of Algeria, as a heatwave spreads across north Africa and southern Europe.
About 7,500 firefighters were trying to bring the flames under control, authorities said, adding that about 1,500 people had been evacuated.
Algeria's interior ministry said operations were under way to put out fires in six provinces and asked for people to "avoid areas affected by the fires" and to report new blazes on freephone numbers.
"Civil protection services remain mobilised until the fires are completely extinguished," the ministry said.
The defence ministry said 10 soldiers were killed in the fires, but provided no further details.

An unnamed woman was found dead in Montana on Saturday after coming into contact with a grizzly bear
A woman was found dead on a hiking trail in Montana on Saturday after coming into contact with a grizzly bear near Yellowstone National Park.
The Montana Department of Fish, Wildlife and Parks said in a statement how the unnamed woman was found dead near West Yellowstone, a Montana town nestled in the Custer Gallatin National Forest, just west of the famous national park.
They said the woman was found 'following an apparent bear encounter' based on what investigators determined were grizzly bear tracks at the scene.
The department said the investigation into the grizzly attack was ongoing in what is the latest attack by wild animals this summer.
Rangers issued an emergency closure of the area where the woman was found, which is popular with hikers.
What do you do when not enough people die to suit your religion? Distort the axis and hope no one notices.
Welcome to government-science, where one of top journals in the world uses graphic design tricks for political convenience. In this graph from the paper, 10 excess deaths from the heat looks "bigger" than 50 excess deaths from cold. Isn't the whole point of a graph so we can compare the bars "at a glance"?
Björn Lomborg corrected this with chart on right. Doesn't that tell a different story?
The journal Lancet published the chart on left with unequal Y-Axis to downplay fact that cold causes 10X more deaths than heat in Europe. ...This is disgraceful for a supposedly scientific journal.
Björn Lomborg's version shows us exactly how important heat deaths are. It's no small thing. The news outlets are filled with heatwave porn trying to scare people about normal weather, while politicians try to justify spending billions to "cool" the world. These graphs hide the crime — increasing the cost of energy will kill far more than mythical cooling could ever save.
