It's snowing in the Sierra. Then again, when isn't it snowing in the Sierra?

Mammoth Lakes got more than a dusting Thursday in the first snowfall of the season, with three inches reported in the village. Snow coated the roads so heavily that the plows were out, and locals left footprints on sidewalks.

The snow comes about a month earlier than usual and arrives just as the aspen are beginning to turn. By mid-afternoon Thursday, the snow still coated the village and temps had dropped into the mid-30s. Warmer weather was forecast for the weekend, with highs in the 50s and nighttime lows in the 20s.

12 dead, 92 missing as flooding hits eastern Congo following torrential rain

floods
At least 12 people died and 92 were missing after heavy rains caused flooding in two villages in eastern Democratic Republic of Congo, an official said Wednesday.

"The provisional toll after torrential rain hit the villages of Bihambwe and Matanda in Masisi Territory is 12 dead, 18 injured and 92 missing," said Julien Paluku, governor of Nord Kivu province, where the villages are located.

The rain started on Tuesday, causing a river to flood, local residents told AFP.

"The rain began in the afternoon, forcing those coming back from the fields to take shelter in homes near the river. The flooding caught them by surprise," said Joseph Ndabita, a resident of Bihambwe.

He told AFP he had counted "10 bodies and (seen) others being swept away by the strong current towards the river."

7.1 magnitude earthquake hits southern Mexico - Buildings collapse in Mexico City - Quake strikes on anniversary of 1985 'big one' (VIDEOS, IMAGES) - UPDATES

A powerful earthquake has jolted Mexico City - measuring magnitude 7.4 according to the US Geological Survey - causing buildings to sway sickeningly on the anniversary of a 1985 quake that did major damage to the capital.

Comment: That is extraordinary timing. The odds are astronomical.

The extent of damage or injuries was not immediately clear, but people fled office buildings along the central Reforma Avenue.

Mexico's seismological agency estimated its preliminary magnitude at 6.8 and said its centre was east of the city in the state of Puebla.

Pictures fell from walls and objects were shaken off of flat surfaces. Some people dove for cover under desks.

A video that appear to show the earthquake in action show lights swaying above people crowding into hallways for safety, and then those lights seeming to lose power.

Comment: RT is reporting that:
A civil protection official told local TV that the earthquake has led to fires in buildings across the City of Mexico, with some people trapped inside.
This comes just 11 days after the strongest earthquake ever recorded in Mexico.

Lots of footage coming out now from Mexico City:

This is almost certainly a mass casualty event.

First death toll reports 40 people killed.

UPDATE (20 Sept.)

The death toll in yesterday's earthquake has risen to 224, Interior Minister Miguel Ángel Osorio Chong said, as cited by local media.

At least 30 people, most of them children, lost their lives after the elementary school collapsed in southern Mexico City, Mexico's Education Secretary, Aurelio Nuño told Imagen Televisión. Eleven people were rescued from under the rubble. Nuño added that rescuers aided by volunteers will continue to search for survivors.

The deadly quake occurred on the 32nd anniversary of the 1985 Mexico City earthquake which had a magnitude of 8.0 and a Mercalli intensity of IX (Violent). The event caused serious damage to the Greater Mexico City area and the deaths of at least 5,000 people.

As rescue efforts continue the death toll is expected to rise. Further footage of the quake shows the devastation and panic caused.

UPDATE (22 Sept.)

Authorities now put the death toll at 272 people, with the number expected to rise. Volunteer rescue workers who have been seeking survivors since Tuesday fought off growing fatigue to continue removing tons of rubble at dozens of flattened buildings in the capital and across several central states.

But time is running out as the search enters the third day. Experts say the average survival time in such conditions and depending on injuries is 72 hours. Some 200 people were still reported missing in Mexico City and feared trapped in the rubble.

Highlighting the confusion that still reigned after the quake, one story that gripped the world's attention turned out to be false: that of a girl supposedly trapped alive beneath the rubble of a school that collapsed in Mexico City.

Assisting with rescue efforts is Frida, a six-year-old labrador who has been deployed at disasters across Central and North America and has already saved 52 lives during her career. Her bravery and resourcefulness has even earned the praise of Mexico's president, Enrique Pena Nieto, who took to Twitter to praise her.

"This is Frida," he wrote. "She belongs to SEMAR and has helped save 52 lives in various natural disasters at national and international levels."

Wearing goggles, a khaki padded waistcoat and all-terrain boots, Frida was back in action weeks after saving 12 victims from an earlier Mexican quake.

Search-and-rescue teams continued to frantically search for victims trapped under the rubble of the Enrique Rebsamen primary and secondary schools on Wednesday, more than 24 hours after the earthquake struck. The bodies of 21 children and four adults have been discovered, eleven people have been rescued and three are still missing.

Heavy rains batter Mumbai again, second highest deluge recorded in September

Between Tuesday and Wednesday mornings, Mumbai received 303.7 mm, the second highest after the 318.2mm recorded on September 12, 1981

Near-record rainfall left vast areas of Mumbai under water on Wednesday, affecting suburban train services and flights and forcing authorities to shut down educational institutions for a day in the country's financial capital.

As many as 183 passengers had a narrow escape when a SpiceJet flight overshot a wet runway while landing at the Mumbai airport and got stuck in mud on Tuesday night, officials said. The passengers were safely evacuated but more than 50 flights had to be diverted as a result of the accident.

The latest flooding comes less than a month after the city of 20 million people was pummelled by unusually high rainfall that killed many and brought the metropolis to its knees for at least two days.

Between 8.30am Tuesday and 8.30am Wednesday, the Santacruz weather station, representative of Mumbai and its suburbs, recorded 303.7mm, and Colaba, representative of south Mumbai, recorded 210mm rain, the highest for south Mumbai this monsoon.

The city was just 14.5mm short of the all-time high 24-hour September rainfall of 318.2mm recorded on September 12, 1981. The last days' rainfall was also the highest in a decade since the September 4, 2012 when the city received 185.3mm rain.

Mumbai's average rainfall for September is 312.3mm, which was surpassed over the past 24 hours.

Met officials said the city has recorded 536.4mm in September. The total rainfall this season is at 2879.5mm as against the annual average of 2258mm.

Several centimetres of snow are reported to have fallen in the region on Tuesday night.

"Large vehicles are recommended to use chains and motorists on summer tyres should wait," NPRA traffic operator Ingvill Bredeland told NRK.

The motorway was snowplowed early Wednesday morning, reports the broadcaster.

A sinkhole opened up on a major highway in San Diego, sending water and mud into several lanes and shutting down the main east-west artery during lunchtime.

The California Highway Patrol issued a SigAlert for eastbound Interstate 8 in the Hotel Circle area of Mission Valley after a pipe burst. Several hours later, around 6 p.m., officials began to open up lanes.

While San Diego City water crews were working on repairing the break in the pipe, Caltrans crews were on the scene assessing the damage to the road. There was no information on how long the closure would last.
