US opens its first permanent military base in Israel

The US Air Force formally cut the ribbon on its first permanent base in Israel at Bislach Air Base Monday in a move Israel Defense Forces Brig. Gen. Zvi Haimovitch called "nothing less than historic."

"This is the first time that we have an American flag flying in an IDF base," the general said, who is also head of the Israeli Air Force's Aerial Defense Command. "The base is here to stay," Haimovitch told reporters who were concerned about the activity of dozens of US troops who will live there."It involved a significant allocation of resources, in the understanding that this was right and necessary part of the United States' assets in Israel," he said, according to a Tuesday Haaretz report.

The air base is situated in Negev, a desert region in southern Israel, where the IDF operates its School of Air Defense, Haimovitch was quoted as saying by Hamodia, a Haredi Jewish English-language daily.

At the time that would make anyone reading a New York Times article with classified information, or WikiLeaks in the modern-era, criminally liable and able to be prosecuted by the state.

On March 22, Rep. Devin Nunes made his ham-fisted disclosure that the Obama administration had conducted incidental surveillance collection and unmasking of Trump administration officials. It was a revelation that ignited widespread criticism from nearly every corner of Washington

I have seen intelligence reports that clearly show that the president-elect and his team were, I guess, at least monitored," the House intelligence chairman said at the time. "It looks to me like it was all legally collected, but it was essentially a lot of information on the president-elect and his transition team and what they were doing." Nunes went on to claim that the information was spread across a number of agencies and had "little or no apparent intelligence value."

Perhaps Nunes' reasons were partisan. Perhaps his framing was exaggerated. We'll see. But if CNN's reporting is correct, everything Nunes claimed that day was basically true. Which is a lot more than we can say for others.

Explosion at London's Parsons Green station being investigated as terrorist attack [UPDATES]

British authorities have confirmed an explosion at Parsons Green underground station was an act of terrorism and that 22 people have been injured.

Armed police rushed to an incident on Friday morning after reports of an explosion on a packed rush-hour commuter train. Police say the device did not fully detonate, according to Sky News.

Comment:

Update 1: Panic ensued in the moments immediately following the explosion:
One witness described the panic as the station was evacuated. "Just had to run for my life at #ParsonsGreen station," Emma Stevie said, comparing the panic to a stampede.


Update 2: There was also a knife attack in Paris. Government officials weighed in on the chaos:
French Prime Minister Edouard Philippe reacted to both events by saying they showed: "How much we collectively, in France, Britain and also in Germany, face a major threat."

He added "we must find answers at national level and all together ... to give our fellow citizens the greatest possible security," including intelligence cooperation. Some other international reaction from today's bombing:

German Chancellor Angela Merkel: "Our thoughts are of course with the wounded, our thoughts are with the British population."

Spanish Prime Minister, Mariano Rajoy: "I want to express Spain's solidarity with, and support for, the British people and authorities. I hope those injured make a swift recovery."

Israeli Prime Minister, Benjamin Netanyahu: "We stand with PM (Theresa) May and the people of Britain in our common fight against the forces of terror."

New York Governor, Andrew Cuomo: "Our thoughts are with our friends in London this morning. Transit system security will be heightened today out of an abundance of caution."
Update 3: Police have identified a suspect in the bombing:'
Police sources say they have identified a suspect behind Friday morning's terrorist attack on a London Underground train at Parsons Green station after reviewing CCTV footage, according to Sky News.


"Security sources say they've identified a suspect involved in the Parsons Green bombing, with the aid of CCTV footage," Mark White, a home affairs correspondent for Sky News, said on Twitter.

Hundreds of detectives and MI5 agents are involved in the manhunt.

In a prerecorded statement, Prime Minister Theresa May condemned the "cowardly" attack "intended to cause significant harm."

However, she said the UK's terror threat level would not be raised to 'critical' but would remain at 'severe.'

May said there would be an increased armed police presence on the transport network in London.
Update 4:Trump condemned for Twitter comments on bombing:
The Metropolitan Police has called US President Donald Trump's response to the Parsons Green terrorist attack "unhelpful" after he tweeted that the "sick and demented people ... were in the sights of Scotland Yard."

"Another attack in London by a loser terrorist. These are sick and demented people who were in the sights of Scotland Yard. Must be proactive!," Trump tweeted, suggesting the attacker had been known to the police despite British authorities having publicly said no such thing.

A police spokesperson told CNN Trump's comment is "pure speculation given we don't know who is involved. Any speculation is unhelpful."

Security services told the Independent: "We don't even know who the suspects are so it's a bit difficult to say. It's just speculation."

When asked about Trump's tweet, British Prime Minister Theresa May responded: "I never think it's helpful for anybody to speculate on what is an ongoing investigation."
Update 5: The partially detonated bomb reportedly resembled the same type of "pressure cooker" IED that was used in the Boston Marathon bombing.

And of course politically embattled PM Theresa May is already weighing in on the new "terrorist" attack after police say they have already identified a suspect:

Update 6 One suspect has been arrested in connection with the bombing
"The 18-year-old man was arrested by Kent Police in the port area of Dover this morning, Saturday, 16 September, under section 41 of the Terrorism Act," police said in a statement.

"The man remains in custody at a local police station. He will be transferred to a south London police station in due course."

"We have made a significant arrest in our investigation this morning. Although we are pleased with the progress made, this investigation continues and the threat level remains at critical," Deputy Assistant Commissioner Neil Basu, Senior National Coordinator for Counter Terrorism Policing, said.

"This arrest will lead to more activity from our officers," he continued. "For strong investigative reasons we will not give any more details on the man we arrested at this stage.

Police identified the attacker using CCTV footage and a manhunt was underway Friday. In their statement on the arrest, the Met said that investigators have spoken to 45 witnesses and received over 70 images and videos from the public.
Update 7: Police have announced a second arrest in the Parson Green bombing.
A second person was arrested in connection with the London subway terrorist attack, Metropolitan Police have announced‏.

The man, 21, was arrested in Hounslow, west London, at around 11:50pm local time on Saturday, police said in a statement on Sunday.

"He was arrested under section 41 of the Terrorism Act and taken to a south London police station where he remains in custody," police stated.

The first suspect, 18, was arrested in the port area of Dover on Saturday morning. The man remains in custody, according to police.
Update 8: Security heightened on London transit system.
Armed SAS troops are being deployed on the London Underground with orders to "shoot to kill" terrorists following the Parsons Green attack, according to reports.

Members of the Special Air Service and the Special Reconnaissance Regiment have been told to target terrorists on trains, buses and planes. Some will patrol London's busy tube network in pairs, disguised as civilian couples.

They will be armed with Glock 9mm semi-automatic pistols so they can "take down" gunmen and suicide bombers, the Daily Star reports. A source told the newspaper they are trained in "rapid-fire techniques," adding, "The task force is comprised of some of the most experienced special forces personnel in the Army.

"The unit is comprised of some of both male and female personnel from the Special Reconnaissance Regiment, who are trained killers and can pose as couples while traveling on public transport."

The paper also reports that trained personnel have been given "soft-nose" bullets to limit the risk to other passengers who are traveling on public transport. It comes as two men have been arrested in connection with the Parsons Green bucket bomb. An 18-year-old, believed to be an Iraqi refugee, is being quizzed by cops after being seized in Dover on Saturday.

At 8:20am on Friday, an improvised explosive device (IED) went off, but failed to detonate properly, injuring 30 people in a fireball but failing to cause the intended carnage.

The 18-year-old reportedly "froze" as he was surrounded by police after being tracked by facial-recognition technology.

A second man, a 21-year-old believed to be from Syria, was arrested late on Saturday night.
Update 9: Interrogations reveal more detail on "bucket bomb".
The alleged Parsons Green attacker may have built his bomb in the garden shed at his Surrey foster home, it has been revealed, as police are granted more time to question two suspects.

Detectives are investigating whether or not the shed in Sunbury-on-Thames could have afforded the 18-year-old suspect the privacy he needed to construct the device.

It was revealed on Monday that he had been referred to Prevent, the government's de-radicalization program, which aims to turn potential extremists away from terrorism.

The referral was made several months ago through Surrey County Council, which was responsible for placing the orphan with the Jones family, according to the Daily Mail.

The revelation will raise fresh questions about how much police and security services knew about the suspect in the run-up to the attack.

Meanwhile, online retailer Amazon has been accused of aiding bomb makers. The former head of the CIA said social media companies must take a share of the blame for the London Underground bucket bomb.

Channel 4 News reported that Amazon's algorithm pairs chemical ingredients that are innocent on their own, but can be used for producing explosives, incendiary devices and volatile mixtures for pyrotechnics.

The online retailer offers them as "frequently bought together" products, which could possibly guide users towards the necessary ingredients for an explosive.

Hezbollah is using a "de-escalation" deal brokered by Russia and the US to pour thousands of battle-hardened soldiers into southern Syria and entrench its positions for a possible confrontation with Israel, a commander has told Middle East Eye.

The commander, speaking on condition of anonymity, claimed there were 10,000 Hezbollah fighters in areas along the disputed Golan Heights frontier, and that missile bases and tunnel networks were being built.

"The de-escalation plan is better for us," he said. "We are working with more freedom, there are no more bombings."

"Hezbollah has over 10,000 fighters deployed in southern Syria. Hezbollah is an army of infantry, rockets, tanks, elite forces. We are operating as we do in south Lebanon, but of course in a veiled manner."

The US-Russia de-escalation plan introduced ceasefires in July to minimise casualties in several flashpoint regions of Syria's civil war.

Comment: Israel has other reasons for being belligerent about holding onto the Golan Heights. Whether they can keep it in the long run is another matter.

Russian opposition to Kurdish separatism in Middle East confirmed

This morning, Russian Presidential Spokesman Dmitry Peskov was asked to clarify the Russian position on a referendum for unilateral secession among ethnic Kurds in northern Iraq. Iraq has condemned the move on multiple occasions.

Today, Peskov stated the Russian position in the following way,
"Russia's position is the one in favour of territorial integrity of regional states".
This is confirmation that Russia supports the existing borders of all states in which Kurdish militants seek to carve out new political territory. Such states include Iraq, Syria, Turkey and Iran.

This is fitting with Russia's general commitment to the integrity of states globally as well as an indication of Russia's historically good relations with Turkey and Iran, as well as Russia's continually good relations with Syria and its restored positive ties with Iraq.

While Russia has generally had good relations with Kurdish groups over the centuries, Russia is clearly prioritizing its relationship with states over relationships with non-state bodies.

US investigators wiretapped former Trump campaign chairman Paul Manafort under secret court orders before and after the election, sources tell CNN, an extraordinary step involving a high-ranking campaign official now at the center of the Russia meddling probe.

The government snooping continued into early this year, including a period when Manafort was known to talk to President Donald Trump.

Some of the intelligence collected includes communications that sparked concerns among investigators that Manafort had encouraged the Russians to help with the campaign, according to three sources familiar with the investigation. Two of these sources, however, cautioned that the evidence is not conclusive.

Special counsel Robert Mueller's team, which is leading the investigation into Russia's involvement in the election, has been provided details of these communications.

A secret order authorized by the court that handles the Foreign Intelligence Surveillance Act (FISA) began after Manafort became the subject of an FBI investigation that began in 2014. It centered on work done by a group of Washington consulting firms for Ukraine's former ruling party, the sources told CNN.

Comment: A mealy-mouthed, partial walkback of CNN's earlier denials of any sort of surveillance. They had no choice when the evidence to the contrary is overwhelming.

The US Senate voted against a legislation aimed at repealing the Authorization for Use of Military Force (AUMF), a resolution which was adopted shortly after September 11, 2001, terror attacks proposed by Republican Senator Rand Paul.

The US Senate on Wednesday blocked a measure to repeal authorization for the Bush-era wars in Afghanistan and Iraq.

The Senate voted 61-36 in favor of killing Senator Ron Paul's Amendment #871 to HR 280, which would have repealed the authorization for use of US military force in Iraq and Afghanistan. The measure would have ended the authorizations for use of military force after six months.

US Treasury Secretary threatens more sanctions on China over North Korea

Treasury Secretary Steven Mnuchin warned the U.S. may impose additional sanctions on China -- potentially cutting off access to the U.S. financial system -- if it doesn't follow through on a fresh round of United Nations restrictions against North Korea.

The UN Security Council added new sanctions against North Korea after leader Kim Jong Un's regime conducted its sixth and most powerful nuclear test. Mnuchin echoed the U.S. envoy to the UN, Nikki Haley, in calling the sanctions "historic" even though they didn't include U.S. demands for a full oil embargo and a freeze on Kim's assets. The new measures include limiting North Korea's imports of petroleum products and banning textile exports.

"If China doesn't follow these sanctions, we will put additional sanctions on them and prevent them from accessing the U.S. and international dollar system -- and that's quite meaningful," Mnuchin said during an event at CNBC's Delivering Alpha conference in New York on Tuesday.

Comment: As Jim Rogers recently cautioned,
Sanctions are sanctions. They could do sanctions which are not very important or don't do much damage. And then they will have good public relations which says they have sanctions, but it is meaningless. I would suspect if anything, that is what they will start with. If they put sanctions on China in a big way, it brings the whole world economy down. And in the end, it hurts America more than it hurts China because it just forces China and Russia and other countries closer together. Russia and China and other countries are already trying to come up with a new financial system. If America puts sanctions on them, they would have to do it that much faster and in the end America will lose its monopoly on the financial system, which will hurt America more than anybody.
