I would suggest he read up on our war policy in the Philippines before WW2. Empire building takes decades of practice before the 'right' personnel are properly trained and experienced and can be counted on to do their 'duty'. If you look back further, you inevitably see the connection from our British empire forefathers to the current batch here in the States today. Just generational changes in the uniform, not much else has changed.
Those 'straightjackets' he refers to among those 'great men' are self-imposed and can be taken off at any time by a simple act of choice. Most aren't strong willed enough to do so while still in uniform and wait until they are retired with 'plausible deniability' regarding their then truthful statements against their previous public pronouncements which make them look like idiots and thereby serve the basic cointel program nicely.
