Panama - Deadly landslide in Colón, floods damage homes in Los Santos and Herrera

Civil Protection authorities in Panama report that two people have died after heavy rain triggered a landslide in Colón Province. Meanwhile flooding continues to affect communities in Los Santos and Herrera Provinces where dozens of homes have been damaged.

Heavy rain since the start of November has caused flooding and landslides in several provinces of the country. The rain is expected to continue until at least the end of the month.

The National Civil Protection System (SINAPROC) said search and rescue personnel recovered two lifeless bodies of a father and son who were trapped in a house buried by a landslide in Cativá, Colón District, Colón Province on 21 November 2022.

Heavy rain during the weekend was blamed for a number of deaths in Western Balkan countries, while in some towns transportation was affected and some schools were suspended in Serbia and Albania.

In Montenegro, heavy rains caused flooding in northern and central parts and some local roads were cut off in the towns of Berane, Danilovgrad and Tuzi. On Sunday, police reported that three people drowned after their car was caught in the river near the capital, Podgorica.

Rivers overflowed in the southwest of Serbia in the Raska region. The towns of Novi Pazar, Tutin and Prijepolje were heavily flooded and a two-year-old boy drowned near Tutin in the river Vidrenjak, swollen by several hours of rain.

Primary and secondary schools in the Novi Pazar area were closed by the authorities, as large amounts of water were expected from the surrounding mountains during the night.

Deadly floods, landslides in Eastern DR Congo and Rwanda claim at least 40 lives (UPDATE)

Two days of flooding and landslides in eastern DR Congo have claimed more than 20 lives, officials and police said Saturday.

At least 13 people were killed Friday at an illegal gold mine at Rubaya, in the North Kivu province territory of Masisi.

"The victims were 'diggers' who were in wells and people who were nearby," Jean-Paul Barindikije, secretary of an association of artisanal miners, told AFP.

"Several other people are still buried underground -- the searches are ongoing," he added.

Heavy rain Saturday caused several houses to collapse in central Rubaya, causing five deaths, according to a police tally. One resident said a woman was washed away with her four children.

At Bihambwe, some five kilometres (3 miles) from Rubaya, "three people from the same family were carried away by water from the river," said police superintendant Kambale Muhindo.

Rwanda and DRC - Over 40 Killed in Floods and Landslides

Over 40 people have lost their lives after heavy rain caused landslides and flooding in eastern parts of the Democratic Republic of Congo (DRC) and neighbouring Rwanda over the last 2 weeks.

Democratic Republic of Congo

Radio Okapi, the United Nations radio in the Democratic Republic of Congo, reports that 32 people lost their lives in landslides in the mining towns of Rubaya and Bihambwe in the chiefdom of Bahunde, Masisi Territory in North Kivu Province.

The landslides were triggered by heavy rains and flooding overnight 17 to 18 November 2022. Officials and locals are continuing to search the area for several people still thought to be missing and it is feared the death toll may rise further.

Twenty-six of the fatalities occurred in illegal or informal gold mines in Rubaya. Six people died in Bihambwe. Houses have been destroyed and crops damaged in affected areas. Parts of Mwesso in Masisi Territory were also affected.

Heavy rain has affected parts of eastern Democratic Republic of Congo since this first week of November 2022.

On 09 November there were unconfirmed reports of flooding in Butembo in North Kivu Province. On 14 November local media reported landslide and rain damage to a road in Katsiru locality, Rutshuru territory, North Kivu. Around 50 vehicles and passengers were stuck on the road for several days.

On 14 November local media reported heavy rain had caused a wall to collapse in Bukavu, Souh-Kivu Province, killing 3 people.

In a separate report, media said 4 people died and several dozen others were injured after heavy rains caused floods and landslides in Bunyakiri in the territory of Kalehe in South Kivu. Landslides destroyed several houses in the area during this time.

Rwanda

Meanwhile in neighbouring Rwanda, local media reported 3 people died after heavy rain caused floods in the capital city of Kigali on 17 November 2022.

The fatalities occurred in 3 separate incidents in Nyarugenge, Gasabo and Kicukiro districts. The City of Kigali also urged residents to avoid dumping waste in water channels and drainages. Some roads in the city were blocked or closed due to floods.

The recent rains that continued throughout the night caused major flooding in Shkodra region.
Floods caused by heavy rains pouring at the weekend killed two men in Albania's northwestern Shkodra region, police said in a statement on Sunday.

A 50-year-old man and his 18-year-old son died after their car was swept away by a stream while they were driving on a mountain road near Shkrel, the statement added.

Locals rescued a 14-year-old girl who was travelling with her brother and father whose bodies have not been found yet, police said.

At least seven families had to be evacuated from their homes in the Shkodra region, some 140 kilometres (87 miles) north of Tirana, while many others are threatened by floods and landslides, a defence ministry statement said.

Several hundred hectares (acres) of land in the region of Shkodra and nearby Lezha were flooded while local residents described the situation as "critical" after many streams burst their banks, damaging homes and infrastructure.

More heavy rain, landslides and floods have caused damage and fatalities in northern Venezuela. According to government figures, almost 100 people have now lost their lives as a result of heavy rains in the country over the last few months.

Táchira State, Venezuela

The state government of Táchira in Venezuela reported heavy rain from around 11 November 2022. Táchira Civil Protection reported 49 mm of rain in 2 hours.

One person died in floods in Uribante Municipality. Flooding and landslides caused damages in the municipalities of San Cristóbal, Andrés Bello and Cárdenas. Over 400 families were left isolated in Monte Carmelo in Andrés Bello municipality.

Schools have closed, roads left impassable and rail journeys heavily disrupted as heavy rain drenched parts of Scotland.

Elsewhere in the UK, rivers burst their banks, sometimes trapping drivers, after the torrential downpours on Thursday.

A Met Office amber weather warning, the second-highest, was in place until 9pm covering an area that included Aberdeen, Stonehaven, Montrose and the eastern Cairngorms.

Forecasters warned communities could be cut off, homes and businesses flooded and there was a "danger to life from fast-flowing or deep flood water". Parts of the Grampians and Cairngorms could expect to have more than 150mm of rain with areas around Inverurie, Brechin and Ballater particularly badly affected.

Flood-affected New South Wales farmers are facing significant losses in Australia

A survey of the state's flood-affected farmers has found significant losses across many regions, leading to massive costs as most of the damage is uninsurable.

More than two-thirds of respondents to the NSW Farmers Flood Impacts survey were experiencing flooding for their second year in a row, with more than three-quarters saying they had planted less than half of their usual winter crop this season in response to the wet weather.

NSW Farmers President Xavier Martin said the financial impact was set to be enormous, with harvesting efforts delayed by several weeks as floodwater continued to wreak havoc on roads and paddocks.

"Farmers are saying they're a bit over it, frankly, and it's not hard to see why," Mr Martin said.

Emergency services have carried out more than 200 flood rescues in New South Wales (NSW), Australia, after widespread heavy rain from 12 November 2022 led to dangerous flash flooding across much of the state.

Flash flooding has also struck in parts of neighbouring Victoria state, where over 50 people have been rescued. Severe weather including strong winds has left thousands without power in South Australia, while heavy rain and flooding are forecast for Tasmania in the coming days.

New South Wales

New South Wales State Emergency Services (NSW SES) said widespread rainfall and thunderstorms led to dangerous flash flooding.

The Bureau of Meteorology (BoM) issued a severe weather warning for areas of the Central Western Region of New South Wales, including heavy rainfall and flash flooding for towns of Eugowra, Derribong and Canowindra.

People rescued from cars after floods hit Valencia, Spain
An unprecedented record-breaking storm wreaked havoc in Spain on Saturday as it shut down the Valencia airport, left thousands without power and caused significant flooding, killing one minor.

The worst-hit area so far is the region of Valencia, where some towns have begun to resemble Venice after torrential rainfall.

The weather station at the Valencia airport recorded 66.1 liters of rain per square meter in just one hour - the most intense rainfall on record for November and the third-most torrential in recorded history, according to Spanish meteorological agency AEMET.

The torrential rain is accompanied by strong winds, hail and lightning.
