At least three Somali security officers were killed when suicide attackers detonated an explosives-laden vehicle at a security checkpoint near Mogadishu's international airport several hundred meters from the main base of an African Union peacekeeping mission.

The checkpoint is also close to United Nations offices and the Peace Hotel, which are frequently visited by foreigners and officials.

Homegrown extremist group al-Shabab, an Al-Qaeda-linked militant group, claims to have carried out the attack, Reuters reports.

According to police officer Mohamed Ahmed, one assailant first drove a car into a checkpoint outside the headquarters of the African Union peacekeeping force AMISOM, killing three Somali officers stationed there.

Then another vehicle drove towards the mission's main gates, but came under fire from peacekeepers and "exploded about 200 meters from the gate."

Rhode Island legalizes industrial hemp; sets stage for nullification of federal ban

Today, a law went into effect legalizing the production and processing of industrial hemp for commercial purposes in Rhode Island, setting the foundation to nullify federal prohibition in practice.

A coalition of five Democrats introduced House Bill 8232 (H8232) on May 19. As introduced, the legislation would have only allowed state-licensed representatives of the Narragansett Indian Tribe to produce, possess, distribute, and commercially trade industrial hemp. In a rapid series of events, the bill was amended in the House Committee of Health Education and Welfare to apply to everybody.

On June 17, the House passed the amended bill 71-0. The Senate concurred the next day by a 26-7 margin. With Gov. Gina Raimondo's signature, the law will go into effect Jan.1 2017.

Under the law, industrial hemp is now treated as an agricultural crop subject to regulation by the Rhode Island Department of Business Regulation. The legislation reads in part:
"Hemp is an agricultural product which may be grown as a crop, produced, possessed, distributed, and commercially traded pursuant to the provisions of this chapter...The department shall adopt rules to provide for the implementation of this chapter, which shall include rules to require hemp to be tested during growth for THC levels and to require inspection of hemp during sowing, growing season, harvest, storage, and processing."

Death by selfie: Indian student dies after being hit by train while taking selfie

A student in the south Indian region of Tamil Nadu has died after attempting to take a selfie in front of an oncoming train, only to be then struck by it.

Identified as S. Gunasekharan, the 21-year-old engineering student was returning home following New Year celebrations when the incident occurred.

Police said the young man died instantly after he tried to take the photo of himself with the train in the background. He was thrown some 100 feet, according to the Indian Express.

An autopsy of the man's body is due to take place at Coimbatore Medical College Hospital, reported The Hindu.

India is the top country in the world for so called "killfies," which refers to deaths that occur while taking selfies. According to a 2016 study by Carnegie Mellon University, around 127 people were killed worldwide in the midst of taking photos and 76 of those happened in India.

In May last year, an Indian teen died after accidentally shooting himself in the head as he posed with his father's gun while he took a selfie.

Police in Bangalore, India struggled to stop a crowd of men from groping and yelling lewd remarks at women gathered to celebrate New Year's Eve due to the sheer number of molesters involved, according to local media.

The celebrations in Bangalore were attended by several thousand people with 1,500 police on duty, according to the Bangalore Mirror. The Mirror, who had photographers on site, claimed women were forced to "take off their stilettos and run for help" after a crowd of men began molesting them.

124 people for every 10,000: Washington DC has worst homeless problem in the U.S.

The nation's capital has the highest rate of homelessness, according to a new survey.

The "Hunger and Homeless Survey," released by the U.S. Conference of Mayors, found that Washington, D.C., has 124 homeless people for every 10,000 residents in the general population.

Of the 32 cities studied by the Conference of Mayors, the rate of homelessness was 51 people per 10,000 residents. The national rate of homelessness is just 17 people per 10,000 residents in the general population.

The District of Columbia also had one of the highest increases in homelessness between 2009 and 2016, with a 34 percent gain. Over the same period, New York saw the largest increase at 49 percent.

D.C. also had one of the largest increases in homeless families between 2009 and 2016 — 103 percent. Only Wichita, Kansas at 161 percent saw a larger surge.

The office of Muriel Bowser, D.C.'s Democratic mayor, said the survey offers further proof that affordable housing and higher wages are needed.

What a messy end to 2016.

The Las Vegas Strip began jamming up with people hours before the clock struck midnight on New Year's Eve and, as people are inclined to do, they brought a lot of stuff with them to celebrate the occasion.

There were confetti streamers, 12-packs of Tecate and Miller Lite, water bottles, party horns and festive hats. There were food and soda cans, plastic bags and giant plastic cups filled with booze. A few police officers cut a wide berth where some overzealous drinkers had left their mark in the middle of the street.

But mostly it was just garbage.


By Clark County Public Works Department estimates, revelers left 14 tons of trash behind on Las Vegas Boulevard during the celebration. And so, the first act of the new year by public works, casino cleanup crews and the Nevada Department of Transportation was this: Get the street clean for vehicle traffic within hours of the last fireworks launched over the Strip in the first minutes of 2017.

New Mexico convenience store comes under fire for anti-Muslim signs

A convenience store in Mayhill, New Mexico has sparked outrage online for displaying racist, xenophobic and anti-Muslim signs in its store front window while also generating huge debate about the limits of the first amendment right to free speech.

According to former employee of the Mayhill Convenience store, Marlon McWilliams, the signs have, "been here a long time."

"He sells those signs to people who come through and stop and read them," McWilliams told local news outlet KOB4.

No controversial topic is left untouched, with references to abortion, the Clintons, the welfare state and Muslims. A number of celebrity call-outs have also been spotted among the many signs posted on the window, from Colin Kaepernick to President Obama, who features heavily among the signs. "Obama loves the USA like O.J. Simpson loved Nicole," reads one sign, while another references "dumb Hillary."

At least 25 people were detained in the Polish town of Elk on Sunday after they smashed up a kebab diner and clashed with police, throwing firecrackers and stones. Up to 300 people took part in a rally after a Pole was allegedly killed by men of Arab descent.

City authorities in Elk, a city of 60,000 in northeast Poland, have requested extra police forces to be dispatched to secure public order after mass disturbances rocked its streets on Sunday. A few hundred locals gathered in front of the Prince Kebab diner to light up candles in a vigil for a 21-year-old Daniel, a local resident, who is said to have been stabbed to death in a brawl involving foreign employees of the café on Saturday night.

Terrorists escape and police officer killed during prison break in Bahrain

Terrorists have escaped from a prison in Bahrain, according to the state's government.

Armed men targeted Jaw prison this morning, killing one policeman and allowing inmates to escape. It was not announced how many prisoners had been freed.

The prison is now on lockdown while the hunt to find the attackers and freed convicts is underway.

Bahrain's Ministry of Interior tweeted: "Jailbreak attempt at Jau [Jaw] prison, policeman Abdulsalam Saif died attempting to prevent some convicts' escape. Several convicted terrorists escaped.

State court ruling says THC in blood is NOT sufficient grounds for DUI

A Court of Appeals in Phoenix delivered a ruling on Thursday that could set a precedent as legal systems grapple with the question of driving under the influence of cannabis.
"Medical marijuana users cannot be convicted of driving while under the influence of the drug absent proof that they were actually impaired, the state Court of Appeals ruled Thursday.

In a major setback for prosecutors, the judges pointed out that Arizona, unlike some other states, has no law that spells out that at a certain level of tetrahydrocannabinol (THC) in the blood a person is presumed to be impaired...

What that means is every case where prosecutors charge a medical marijuana user with breaking the law requires expert testimony to show that particular individual was impaired at that particular level of THC."
This is a huge win for citizens and for rationality itself, as it negates the government's assumption that an arbitrary number means a driver is impaired, which provided grounds for criminal conviction.
