How does Islamic State and Tibet affect China's crackdown in Xinjiang?

The HEAT IS on in Xinjiang. A string of deadly killings, blamed on Islamist separatists, have rocked China's restive far western province and prompted authorities into an unprecedented show of force - and a social clampdown experts say has been imported from Tibet (西藏).

Huge military parades have taken place in Hotan (和田地區), Kashgar (喀什地區) and Urumqi (烏魯木齊) featuring thousands of servicemen, signalling the authorities' intent to "relentlessly beat, and strike hard against terrorism", in the words of the local Communist Party deputy chief Zhu Hailun. The show of force comes after a knife attack in February that killed eight people and a car bomb in December that killed five. In January, three suspected terrorists were shot dead in Hotan while resisting arrest.

Those attacks are just the latest grisly episodes in the region's years-long struggle against terrorism that has claimed hundreds of lives. Authorities blame the attacks on ethnic Uygur militants belonging to the separatist East Turkestan Islamic Movement (ETIM), though some critics doubt whether ETIM exists as a cohesive group, claiming the attacks are more a reaction to repressive government policies that target the Uygurs' way of life.

The spate of violence coincides with the release this month of a half-hour video by Islamic State that features Uygurs issuing the terror group's first threat against Chinese targets. The event has added credibility to warnings by Beijing of the potential for Xinjiang militants to link up with global jihadist groups. Chinese President Xi Jinping (習近平) told Xinjiang's delegation at the National People's Congress in Beijing this month that the area required a "great wall of iron" to keep out Islamic separatists. He also underscored the need for "ethnic unity".

Comment: Like a disease, the Islamic State has sickened mankind with its terror and demands. Driven from former strongholds, this curse of mankind is seeking new refuge and feeding grounds. Every country in its path has to come to grips with this scourge as it destroys and spreads its damage. It is now infecting and utilizing the Uygurs, an increasing distraction for China. An Afghan soldier opened fire at Camp Shorab air base in southern Afghanistan, wounding three US soldiers before being shot dead.

The injured American troopers are receiving medical treatment, the NATO-led Resolute Support mission said.

Afghan military spokesman, Rasoul Zazai, told Reuters that the incident happened at 3 p.m. local time Sunday at Camp Shorab in the Afghan province of Helmand.

An Afghan special forces operative "lost his life in exchange of fire" after wounding three US soldiers, he said.

Today, or (rather) these days are actually a (special) opportunity, namely that the events in Syria and the war waged against Syria have entered their seventh year. That is to say, six years have passed, with all that they contain in terms of sufferings, wars, conspiracies, confrontations and sacrifices of human lives. With the end of the sixth year and the beginning of the seventh, we must stop briefly on this occasion, because it concerns us also in the first place.

All those who met in the first few months of the beginning of the events six years ago of state forces, great powers, regional countries, 140, 130 or 120 countries that have gathered under the name of "Friends Of Syria" and who plotted, doing everything they could (against Syria). They bet on their ability to seize Syria in 2 or 3 months in 2011. Today, with the end of the 6th year, they face a bloody and painful truth, namely rout and failure. After six years, these powerful and important countries of the world and the region have failed, a bitter failure, in achieving their goals.

Comment: Eloquent, coherent, correct. This little speech is worth more than many of the thousands of speeches we have heard out of the US, Europe and Israel on the subject of terrorism over these how many years. And why? Because Nasrallah is quite simply speaking the unvarnished truth about one of the worst atrocities of our era. Remember his words the next time you hear someone call Hezbollah a terrorist group.

Beijing: China, US discuss meetings between presidents, 'cooperation has strengthened,' Korean peninsula

China and the United States are now in close communication on arrangements for a meeting between the two presidents and exchanges at other levels, Chinese Foreign Minister Wang Yi said during his talks with U.S. Secretary of State Rex Tillerson Saturday. "We attach great importance to your visit," Wang told Tillerson at the Diaoyutai State Guesthouse in Beijing. It is Tillerson's first visit to China since he assumed office last month. He is also the first cabinet-level official in the new administration of the United States to visit China.

"We have in-depth discussions on arranging a recent meeting between two presidents and starting relevant preparations," Wang said, adding that the two sides agreed to keep close communication to ensure a successful meeting between the two presidents as well as exchanges at other levels in the next stage. "Your visit marks a very important step to push forward that process," Wang told Tillerson.

China-U.S. ties are now transitioning and developing steadily along a positive direction, Wang said, calling for implementation of the consensus reached by Chinese President Xi Jinping and his U.S. counterpart Donald Trump.

Wang said China is willing to work with the U.S. side on communication and cooperation, enhancing trust and properly handling differences to promote the healthy and stable development of bilateral ties in the new phase along the right track so as to benefit the people of two countries and the world at large. Wang called for more cooperation in foreign affairs, the economy and trade, the military, law enforcement, people-to-people exchanges and local communication.

The essence of China-U.S. trade relations is mutual benefit, said Wang, encouraging both countries to expand trade and investment cooperation and properly handle trade fictions.

Experts of the Ministry of State Security of the LPR "pulled" from the phones of the detained Ukrainian saboteurs a recording taken during a class of a training center, carried out by instructors of NATO countries.

The center of training for sabotage and terrorist groups was constructed in the Khmelnytsky district in the settlement of Kopystyn. The training of "reconnaissance and sabotage groups" in "fire preparation, mine-sabotage and exploding, and tactical and special preparation" took place using the material and technical resources of foreign instructors.

Whanganui River in New Zealand: First river in the world to be given legal human status

A river in New Zealand has become the first in the world to be granted the same legal rights as a person.

The New Zealand parliament passed the bill recognising the Whanganui River, in North Island, as a living entity.

Long revered by New Zealand's Maori people, the river's interests will now be represented by two people.

The Maori had been fighting for over 160 years to get this recognition for their river, a minister said.

"I know the initial inclination of some people will say it's pretty strange to give a natural resource a legal personality," said New Zealand's Treaty Negotiations Minister Chris Finlayson.

"But it's no stranger than family trusts, or companies or incorporated societies."

The Whanganui River, New Zealand's third-longest, will be represented by one member from the Maori tribes, known as iwi, and one from the Crown.

The recognition allows it to be represented in court proceedings.

The conflict between man and nature can easily be seen in how we treat the natural world, and the norm for centuries has been to exact total dominion over the plant and animal kingdoms. The world's legal systems have long since backed this presumption by granting rights to persons and corporations while asserting that nature has no voice in courtrooms.

This global attitude is ever so slowly beginning to crack, and in recent years India has set an example by granting legal status and full rights to dolphins, signaling an unprecedented sea change in our relationship to the creatures which have inhabited our home since long before civilization.

'Responsibility to Protect': NATO's stated purpose and justification for imperialist destruction of Libya

Libya is a striking example of the humanitarian norm being used selectively to justify a breach of sovereignty and foreign intervention.

March 19 marks six years since the United States began its "humanitarian intervention" in Libya with the help of NATO. Amid the Arab Spring uprisings against authoritarian governments in the region, intervention in Libya was justified under the concept of "responsibility to protect." The intervention ended in regime change, leaving many critical that the norm was abused for imperialist means, rather than humanitarian sentiments.

The Responsibility to Protect, otherwise known as "R2P," aims to prevent human rights abuses, genocide and war crimes through international response. This principle justifies intervention in another sovereign state based on moral grounds.

Critics, however, have argued that R2P has commonly been used as a means to serve the foreign policy interests of Western powers. Policy analyst David Rieff has referred to R2P as a "two-tiered system of interveners and intervened upon," which is dictated by the rules of historically imperialist powers.

There is no evidence that self-exiled Turkish cleric Fethullah Gulen is behind the failed 2016 military coup in Turkey, the head of German intelligence said. Ankara claims the comments are a sign of Berlin backing the Gulen movement.

Bruno Kahl, the head of German intelligence (BND), told Der Spiegel the military coup of July 2016 "was probably a welcome pretext" for the Turkish government to unleash a sweeping crackdown on thousands of people suspected of having connections with Fethullah Gulen - a 75-year-old opposition cleric who Ankara says was the mastermind behind the failed putsch.

Kahl stressed that there was no evidence that the Gulen movement was involved in the July plot, saying, "Turkey tried to convince us at every level, but so far they didn't succeed."

Comment: The Turkish spokesman also said:
"Why are they protecting them? Because these are useful instruments for Germany to use against Turkey."

There was no response from Germany to the comments.
