parzival - if that is the county in New York, it has been MOST CHILLY there lately - I can tell you a few things that increase the probability of a spill - cause this basically was a big part of my job when I worked in ESHA (Environmental, Safety, and Health) for 30 plus years.

1. Abnormal weather - cold, hot, windy, etc.

2. When it is "off-hours" - like in the night or during a holiday.

3. When proper preventative maintenance practices are not followed as well as poor installation.

As far as "oil spills" are concerned, while they are indeed harmful at least "oil" (most of the time) is biodegradable.....it is the spills/releases of things that don't "break down" easy - such as halogenated organic chemicals in the soil or heavy metals that can result in permanent long-term damage.

parzival - 10-4 - its been cold there as well! Unusually cold for an extended period of time. That is a recipe for equipment failure. I'm pretty close to West Virginia where I'm residing presently - when I got back here after attending a funeral, the temperature in one of my places was less than 32 degrees F - the water I had left dripping in the kitchen was literally FROZEN. Luckily I had water dripping in the bathroom as well and there was a place to go when the water froze and expanded - so no pipe damage occurred.

But long term COLD weather with extended time not above the freezing temperature - especially at places where this is not common - is really potentially damaging to equipment if precautions are not in place.

So - the place where all the electrical transformers are located presumable has an SPCC Plan - as required. That is a Spill Prevention Control and Countermeasure Plan - required to be sealed by a Professional Engineer. There are other regulations they are subject to. Now yes - some of it might get into folks well - and hopefully the contents of the transformers does NOT included some of the older chemicals that used to be used - such as......the name escapes me just now. Oh it was PBC's.

Given the tint of that oil on the water - a sort of "yellowish" color - this may be something a bit more volatile. If it contains PBC's, which hopefully it doesn't - this could be some serious shit. I doubt it does...but it may and that can easily be tested for. Somebody ought get a few samples from several locations and send them off for analysis.

As often is the case - the lack of transparency is disconcerting. Brings back memories of that event in East Palestine - after the railcar mishap. Sons of bitches - this sort of thing pisses me off - cause when I was employed in ESHA - we took it very serious when any spill happened - and if this is being somehow "hidden", then heads need to roll. If this is just one example of many - then hells-bells - par for the course I reckon.

I've had some dealing with the West Virginia environmental agency - they should be providing info on this. That is what these agencies used to do in the day - when we all tried to prevent spills from happening.

I should add - a surprising small amount of oil can really create sheet....

Also - this event should have been reported to the NRC. I sure hope it was - and if so, there are records there as well.
