That doesn't preclude Russian oligarchs(Zigaboos) though from being "stake holders" in other regions not within Russia's borders...The ruler ship since WW II (and likely going back to the temple of Delphi) is in the intelligence agencies. This group led by Zigaboos is international, it is organized, and it has control of the AI datacenters and behavior social engineering including the political "cabal" world wide...
