The US National Security Council and departments of State and Treasure are yet discussing the options, but the idea to target Turkey's defence sector under the Countering America's Adversaries Through Sanctions Act, which hits entities doing business with Russia, gets widest support at the moment, Bloomberg reported with reference to three anonymous sources familiar with the matter.
The media added that such sanctions would ban the Turkish defence sector companies from buying US components or selling their products in the United States.
The new sanctions could be imposed as early as in July, when Turkey begins receiving the first components of its S-400 surface-to-air missile systems from Russia, the media reported.
Washington has repeatedly objected purchase of the Russian-made defense systems by its NATO ally, saying the S-400 is incompatible with the NATO security standards. On June 7, Acting US Defense Secretary Patrick Shanahan has formally warned Turkey that the delivery of 100 purchased F-35 fighter jets will be halted and F-35 training for Turkish pilots will be canceled if Ankara proceeds with purchasing the Russian systems.
In December 2017, Moscow and Ankara signed a loan agreement for the delivery of the S-400 air defense systems to Turkey. The first shipments of the S-400 are expected in June. In spite of the US threats to impose sanctions against Ankara, Turkish officials have said that the purchase of military equipment is a sovereign right and ruled out the possibility of abandoning plans to acquire the S-400 systems.

However, violating/reneging on agreements, deals, and treaties whenever it suits them is just SOP for the US. One would think that everyone would have figured that out by now and would refuse to deal with the US gov't.
I expect that it is primarily because the US has repeatedly demonstrated its willingness to foment violence against and/or rain down "freedom" on any weaker country that objects to playing by US-made rules that most countries, as a self-preservation measure, still engage with the US at all.
No, Russia is not Grenada, or Panama, or Iraq, or Serbia, or Afghanistan. Why do you suppose the US, which is ready to bomb anyone who even blinks at them, is so careful not to get into a shooting war with Russia? The US knows full well they would be annihilated.
So THAT is why the whole world wants to buy Russian weapons. Not only are they far cheaper, thanks to US sanctions driving down the value of the Russian Ruble, but they work far better. Russian planes actually fly. Russian missiles actually hit the targets they are supposed to hit. Russian weapons technology leaves US weapons technology in the dust.
Europe is becoming browner and browner by the week. Americans are becoming dumber and dumber by the year. (That is not hearsay, by the way - it is a proven fact.) Even the Jews, long admired for their intelligence, are getting lazy and beginning to rest on the privileges they have wrung our of the white world, and are losing their intellectual edge. But the Russian people are going from strength to strength, and, while they still suffer from the effects of being dominated by Hebrew Socialism for 70 years, are surging ahead of the rest of the once-white world.
