While the report of a foreign vessel is unconfirmed at this point, the military patrol is apparently not part of a routine exercise due to the number of aircraft hovering over the same area and the late hours of operation.

Southern California is home to several naval installations.
The activity comes as the Navy deploys warships off the North Korean coast, and as Russia pushes back against the US missile strike against a Syrian air field on Thursday.
"From now on we will respond with force to any aggressor or any breach of red lines from whoever it is and America knows our ability to respond well," Russia said in a joint statement with Iran, the latter of which has been aiding Syria in its fight against ISIS.
North Korean [sic] is said to possess around 70 submarines, with the majority consisting of Sang-O class subs the communist nation uses to spy on naval installations.

Vladimir, my humble suggestions:
1. Don't re-establish the deconfliction communication line. Then, fly wherever and whenever you want. If you become entangled with U.S. aircraft, who should not under any circumstances be within the boundaries of the sovereign nation of Syria, let the consequences fall where they may. If they shoot or bomb and damage Russian aircraft, then seek out every hornets' nest of terrorist vipers and bomb until the dawn don't rise, buddy. "Shock and Awe" should look like "Limp and Lame" by comparison. You will effectively also wipe out the U.S.' presence in Syria.
2. When Israel next flies blithely into Syria on some sort of sortie, shoot 'em down. Period. End of the matter. They are as much an aggressor as the sub off of California's coast.
