"The purpose of GLADIO was to attack civilians, the people - women, children, innocent people, unknown people, far removed from any political game. The reason was quite simple: to force the public to turn to the State and demand greater security. Under a strategy of tension, you 'destabilize in order to stabilize', to create tension within society and promote conservative, reactionary social and political tendencies."
~ Italian neo-fascist whose prosecution led to the discovery of NATO's 'Gladio' networks across Western Europe

Like in Syria (Russia spent 50 million? in 7 months to stop ISIL/IS/USrael dead in its tracks vs. X Billions by NATO over years bombing empty desert.); look at the cost of their rockets - when one has a far more honest government.*
The above discusses a 5 million rocket. Call the final cost 10 mill, though it might end up at 4 million. (Contra US where every 5 million government contract turns into 15 million.)
More importantly if you look at the cost of one of our CHEAPEST rockets - Space X - (they run from 60 - 90 million, AT A 30% discount! See, [Link]
There's no such thing as a free lunch, and we'll learn it soon enough.

*Despite the US's inane taunting of Russia, please note how they honorably continue to supply the space station, as they have the only consistently launch worthy heavy lifting rockets to do the job.and to provide that essential support, (without comment - much less any threat of cutting that of.)
Who would have thought we'd witness such a change in our lives?
