I have to agree. The photo has those attributes.
There seems to be a thin but clear column of air which is surrounded by a misty cloud on either side and fanning outwards. It is as though an equilibrium, or stasis, had been reached with the relative air which stops the column, or perhaps there was a horizontal wind shear that stopped it's evident path.
The mist or cloud surrounding the clear center column would be consistent with the formation of atmospheric water vapors condensing upon divergent temperatures are in collision. The base of the anomaly has the rainbow effect of water vapor or ice crystals.

We see that almost on a daily basis... IT has been really bad here in Chino Valley, AZ.. Lots of videos about the webs falling from the sky.. WE have seen it, they have been just bombarding CV for the last month or two really hard!!! Everyone has real bad congestion, breathing, sinus problems.... My wife has it again for the second time. It started yesterday. It lasts for a month once you get it.. I am a healer, and will try to get rid of hers this time before it really takes hold.. Our neighbor is really, really sick and has it bad!!
