Just like the US "cash for clunkers" episode, the unintended consequences of such a program will only hurt the consumers in the long run.
The problem occurs due to the fact that the trade-in cars are removed from the market, causing a scarcity of used cars, which naturally results in higher prices for used cars that are available for resale. Thus, consumers are dinged twice: once due to having to pay (through taxes) for the subsidy payments, and then again when those who wish to buy used cars have to pay higher prices for subsequent purchases. Yes, the artificially-created demand does provide short-term help to the domestic car manufacturers, but it is merely pulled-forward demand which results in LOWER demand in the medium-term followed by a slow return to "normal" demand in the longer term.
Just one more example that it is rarely (if ever) in the people's overall interest when gov't decides to interfere in the normal functioning of the marketplace.
