I would think that before a licensed contractor brought any workers or subs out, that the owner would have had to go over & sign a contract, in which at the very least an outline or scope of work would be presented to the owner. If they had them mixed up, the owner (Russian) would have certainly asked about it in the contract before he signed.
How do you mix up a small building on the same estate with the 140,000 square foot Chateau de Bellevue!?

I think any contractor would stop doing any demo work if they noticed furniture still in the building being demoed. This would at the very least give me enough reason to call the owner, if he was away, or not.
The article says:
Stroskin was away when the calamity occurred and returned home to discover his chateau, a local treasure boasting a grand hall that could host some 200 people, as well as a sweeping stone staircase - was nothing but rubble.
"I'm in shock ...I understand the turmoil of the community," local media quoted Stroskin as saying.
He told them he plans to build an exact replica of lost manor on the site.
Well, the article says he's in shock, but he already has plans to build an exact replica... a replica of what, I wonder? The article lets us assume he is planning to build an exact replica of the Chateau de Bellevue. But maybe it is to be an exact replica of the Castle he always wanted to put there, but other factors prohibited this. Maybe the old Chateau, being a "local treasure" & the politics or the disposition of the townspeople did not allow for the owner to pull this off. Maybe he was afraid of being ostracized from the townspeople, even hated &, or fearful his family might be targeted are all possibilities. Or, when they looked into renovation, found it was full of toxic as bestos, or some other toxicities making it too cost prohibitive to renovate & it was decided that a complete demo & rebuild was best for the owner, but lied to community about the demo?
Frankly this makes more sense than professional contractors razing the wrong building, when all they had to do was make a damn phone call. I don't think they would be in business that long if they were that incompetent... OSIT.
