The World Leadership, over the course of the last century, has gotten to the pinnacle of power by destruction. It is also clear that upon reaching the top and looking out, they do not understand that which is required to rule over it, and in fearing the same fate they did unto others on the way up, now seek to destroy that which they stand upon.
The act of promotion, or self-promotion, does not automatically confer a change of behavior to the leader. Observing the behavior demonstrated during the rise to power is critical to the understanding of how those leaders will now act. It is only hidden under a thin veneer of paint.
While they all seem to agree on population reduction, there is a bone of contention evident: They do no all agree on the exact target #.
Who will decide which country is allowed to keep how many?
Given the character of the leadership now evident, they will end up using war to decide the issue, which they have no objections to.
The world has arrived at a juncture: The Leadership now in place has an agenda of eugenics, but no agreed means or goal. The General Population, on the other hand, senses, or is beginning to see, they are in the crosshairs. This may or may not have been intended.
