A strong hailstorm hit Russia's third-largest wheat-producing region of Stavropol, damaging grain crops, a local governor said on Tuesday, as extreme weather swept across Russia in early April, bringing snowstorms and sub-zero temperatures.

The Stavropol region accounted for about 8% of Russia's 82.6 million-metric-ton wheat harvest in 2024, when crops were hit by bad weather from early spring frosts to severe drought in many grain-producing regions.

Analysts are closely watching the weather fluctuations and events like frosts, cold spells, and hailstorms to adjust their estimates for this year's harvest in the world's biggest wheat exporter.

"The crops were damaged, and specialists are currently assessing the extent. We will determine further steps based on the results," Governor Vladimir Vladimirov wrote in his Telegram messenger channel.

Heavy snowstorms hit many regions of European Russia after an unusually mild winter this week, with snow cover expected to reach 20 centimetres (9 inches) in Moscow on April 9. Snowfalls were observed in Crimea and the Krasnodar regions.

In the Sofia region, no road closures or restrictions are in effect, although heavy snow during the night did require temporary measures. On the Struma Motorway, traffic for vehicles over 12 tons was restricted for about an hour, but normal flow has since resumed under winter conditions.

At least 33 people have been confirmed dead following devastating floods in Kinshasa, the capital of the Democratic Republic of the Congo (DRC), authorities reported on Monday.

Deputy Prime Minister and Minister of Interior and Security Jacquemain Shabani said the torrential downpour, which occurred overnight from Friday to Saturday, has caused major damage across several districts of the capital, leaving dozens injured and destroying numerous homes, News.Az reports, citing foreign media.

In response, the government has set up a crisis management unit in coordination with the armed forces, several ministries and the Kinshasa provincial government to carry out evacuations and deploy emergency teams.

The flooding has paralyzed much of the city's infrastructure, submerging major roads and triggering widespread power and water outages across the city.

A rare April winter storm in West Texas was bringing widespread snowfall Saturday and the threat of slick, icy roads across the Panhandle-South Plains region going into early Sunday.

As snow continued to fall in blowing winds, thousands of power outages were being reported around the region, including more than 3,000 customer outages around Lubbock and smaller, scattered outages around West Texas and Eastern New Mexico.

By Saturday afternoon, the heaviest snowfall was occurring in the northern South Plains and southern Panhandle, said Jordan Salem, a meteorologist with the National Weather Service in Lubbock.

"We're seeing kind of a bullseye in an area between Hale Center and Vigo Park (in Swisher County) where we're projecting at least 4.7 inches of accumulation," Salem said.

By shortly before 3 p.m. Saturday, snow was beginning to accumulate across the Lubbock metro area, with upwards of 3 inches expected in northern parts of the city and 1 to 1.5 inches expected to the south through the end of the day, Salem said.

In a sign of what could be yet to come for many this weekend, torrential rains stalled over southeastern Missouri and the Texarkana region of northeastern Texas and southwestern Arkansas on Friday night, triggering multiple Flash Flood Emergency warnings - the National Weather Service's most dire flooding alert.

In Missouri, tens of thousands in Cape Girardeau and Van Buren were under flooding emergency Friday night. Cape Girardeau reported over 3 inches of rain in just over 90 minutes late Friday evening in one burst, with emergency managers reporting at least 10 roads covered in water and ongoing water rescues.

Farther south, forecasters issued similar dire warnings for Texarkana, where 2-4 inches of rain fell, and water rescues were ongoing.
