Putin agrees to armed OSCE mission in Donbass? DPR/LPR reps say no

During negotiations in Berlin, Russian President Vladimir Putin agreed to the proposal to deploy an armed OSCE mission in Donbass, the president's press secretary, Dmitry Peskov, has stated.

In Berlin on Wednesday, the first summit of the Normandy Four (Russia, Germany, Ukraine, France) in a year was held. Vladimir Putin, Angela Merkel, Petro Poroshenko, and Francois Hollande, over the course of five hours, discussed the situation in Eastern Ukraine.

As Peskov emphasized, the question of deploying such a mission requires consideration and planning in the OSCE. According to him, Germany's chairmanship of the OSCE should be used to activate such work.

Comment: The four leaders agreed to draw up a new road map within in the next month in order to implement the Minsk agreements.
After six hours of talks on the wars in Ukraine and Syria in Berlin on October 19-20, German Chancellor Angela Merkel emerged to say the leaders "didn't achieve miracles," but the road map would enable all sides to keep pushing ahead with the 2015 Minsk peace agreement.

The leaders also discussed creating zones of disengagement between the warring parties in eastern Ukraine, as well as measures to improve the humanitarian situation there, she said. "It's urgently necessary to keep having such talks in order not to lose momentum," she said.

Ukrainian President Petro Poroshenko said the road map "should have the sequence of the implementation of the Minsk agreements and guarantee their implementation." He also said they agreed to withdrawals of Ukrainian troops and Russia-backed separatists in four new areas on the front line of the fighting in the Donbas region.

RFE/RL also quotes the Poroshenko claim of an armed OSCE mission. But look at what Putin said in his statement after the talks:
We confirmed our readiness to expand the OSCE mission in the disengagement zone and in locations where heavy equipment is stored.
Which is precisely what the DPR and LPR sources say.

Great Britain, the United States, France and Ukraine have blocked in the United Nations Security Council a Russia-proposed draft statement in support of an 8-hour humanitarian pause in Aleppo and efforts to dissociate terrorists and opposition in Syria, Russia's Permanent Representative to the UN Vitaly Churkin said Wednesday.

"Some of our friends have again showed their true face. Three [Western] permanent members, which have of course been joined by Ukraine. They don't know what they really want, it's impossible to please them," Churkin said.

He said he does not know what exactly the delegations of the four countries found to be wrong in the Russian draft statement.

"I have no idea. They disliked it," Churkin said.

It's "time to say goodbye" to the United States, said Philippines President Rodrigo Duterte on a visit to China, where he and President Xi Jinping are turning the recently-frosty tide with bilateral agreements, while Washington now gets the cold shoulder.

Duterte spoke to the press in Beijing on Wednesday, on the eve of talks with Xi. There was scant information about what was to come on Thursday, but Duterte's conference coincided with talk of unprecedented agreements being written up - particularly the granting to the Philippines the use of Scarborough Shoal territories - a disputed resource-rich area in the South China Sea.

The firebrand Duterte has been slowly edging away from Washington after coming to power in late June. A series of spats and heated remarks finally resulted in his making good on the promise to mend ties with historic rival, China.

Department of State security officers found then-Secretary of State Hillary Clinton so unpleasant they refused to work on her security detail, a former agent claims in newly-released FBI documents.

The FBI Monday released 100 pages of documents relating to its investigation of Clinton's private email server. The documents incorporate summaries of several interviews the FBI conducted, including one with a woman who served as an agent with the State Department's Bureau of Diplomatic Security (DS) during Clinton's time as secretary of state.

During her interview, the agent said Clinton treated agents rudely and with contempt, and was so unpleasant that senior agents typically avoided being on her security detail.

"[Redacted] explained that CLINTON's treatment of DS agents on her protective detail was so contemptuous that many of them sought reassignment or employment elsewhere," the interview summary says. "Prior to CLINTON's tenure, being an agent on the Secretary of State's protective detail was seen as an honor and privilege reserved for senior agents. However, by the end of CLINTON's tenure, it was staffed largely with new agents because it was difficult to find senior agents willing to work for her."

Chinese newspaper: 'Subjectivity has long dominated US media, but this year's election exposes it for all to see'

During this year's presidential campaign, the US mainstream media has overwhelmingly seen an outpouring of support for Democratic nominee Hillary Clinton while disparaging her Republican rival Donald Trump. The gap is rare in the history of US elections. According to statistics from the US, of the top 100 daily newspapers in the country, 30 support Clinton and none support Trump. But in the previous two elections in 2012 and 2008, support for the Democratic and Republican nominees was 41:35 and 65:25 respectively.

Media outlets in the West have strong political orientations, which the Chinese public knows. But the ugly unity of the American media in this campaign has left a deep impression. So-called objectivity and fairness have been totally discarded.

Some argue that media can have a clear stance and that American media is objective in reporting facts. However, mainstream US media has heavily hyped up Trump's insulting comments against women, while only scratching the surface of Clinton's e-mail scandals. This selective reporting breaches principles of objectivity.

Islamic State militants are fleeing the battle for the Iraqi city of Mosul and are traveling to the group's Syrian stronghold, Raqqa, French President Francois Hollande said. Ahead of the Mosul operation, Russia warned of the relocation of jihadists to Syria.

"We can't afford mistakes in pursuit of terrorists, who are already fleeing Mosul for Raqqa," Hollande is cited as saying by AFP.

The French leader was speaking in Paris at a meeting of top officials from more than 20 members of the US-led coalition, aimed at working out a stabilization plan for Mosul.

The battle for the strategic Iraqi city, which was held by Islamic State (IS, formerly ISIS/ISIL) since 2014, began on Sunday and has since intensified. The Iraqi military and US-led coalition said that the operation to retake Mosul may take weeks or even months.

Military experts say the city of Aleppo in Northern Syria is on the verge of falling to the Syrian army as militants are under not just the full, but tightening siege of the government troops. "The besieged terrorists in Aleppo are on the verge of complete collapse as hundreds of them are ready to leave the city on Thursday," military experts said.

Defense analysts said that the terrorists needed the ceasefire because they have been weakened under the siege and have lost many of their comrades during the fighting, adding, "And more importantly their ammunition is running out." The experts said the terrorists have lost many of the areas under their control in recent military operations and this has damaged their morale. They underlined that if the present pressures continue and no serious measure is taken for their separation from Fatah al-Sham (formerly al-Nusra Front), "they will be definitely buried along with Fatah al-Sham terrorists".

It was reported earlier on Wednesday that some 900 terrorists are preparing to be evacuated from the Eastern districts of Aleppo on Thursday. Syrian security officials said 30 buses are most likely to evacuate on Thursday around 900 terrorists, who have turned down the offer to join the peace agreement with the government but agreed to leave Aleppo. "The militants, who have applied to leave Aleppo, will not face any problem by the security forces," Abdul Hamid Seirafi, a Syrian judiciary official, told FNA.

Comment: A brilliant plan to save lives and reduce the opposition, a culling of the "moderates" from Fatah al-Sham (al-Nusra Front). The US must be flabbergasted by this turn of events, no longer able to hide and protect its proxy mercenaries now separated, distinguishable and in plain sight.

Russian economic ties with Europe interpreted as threat to US national security

Europe is dependent on financial and energy resources of Moscow, according to a report by the Washington Center for strategic and international studies. On October 13 in Washington, a study was published, The Kremlin's Playbook: Understanding the Russian Influence in Eastern and Central Europe, which on the example of five countries - Latvia, Hungary, Bulgaria, Slovakia and Serbia, explains the mechanisms of the workings of the Kremlin with the economies of European states.

The study notes that when the countries of Eastern and Central Europe joined NATO and the EU in 2004, the expectations of European and American politicians were aimed at the "continuation by regional states of positive democratic and economic transformation". However, analysts believe that more than ten years later, "the region has experienced a steady decline in democratic standards, while its economic cooperation with Russia has expanded significantly".
"Over the last 10 years the share of Russia in the global trading system increased by almost four times: from $210 billion in 2003 to $730 billion in 2014, and Russia's trade relations with the European Union accounted for 44% of the total," — said the preamble of the report.
According to analysts, the work of Russia in Latvia, Hungary, Bulgaria, Slovakia and Serbia, is aimed at consolidating around itself the sympathetic politicians, dominance on energy markets and providing the most favorable economic partnerships. [How dare you Putin? - FR]
"In some countries, Russian influence has reached such proportions that it jeopardized their pro-Western orientation and Euro-Atlantic stability, as such," reads the report.

Comment: The US is a paranoid and undisciplined global bully with a basket of incentives. When politics and threats don't work, just throw money at it.

Will he halt? Erdogan now just 15 km from Syrian army in Aleppo

As Turkish forces in northern Syria continue to advance south taking more ground from ISIS for the rebels, pro-Erdogan press reports that Russia's president Vladimir Putin called his Turkish counterpart and congratulated him on the extension of his occupation zone in Syria.

My hunch is this in fact never happened, particularly since Moscow has previously pointed out the Turkish invasion is illegal. However, my guess is that privately Russians were informed of the operation before 'Euphrates Shield' launched and that while not willing to back it they also signaled they would not oppose it militarily -- provided it stayed within certain geographical confines, that is if stayed clear of Syrian army positions around Aleppo.
