General Dynamics also shouldn't lose money due to cancellation (they would, of course, forego the profit they would have earned) unless they were stupid enough to not have protected themselves against such an eventuality. If the company signed ANY contracts with ANYBODY that does not include a fairly standard force majeure clause to protect itself, it deserves to lose billions and have their entire executive suite and legal department reduced to penury.
Further, the gov't of Canada probably has a very good case against the company for attempted extortion.
