In Australia a person has to leave the shop before they can be arrested for questioning. There are usually signs in shops telling people they can present their bags to the cashier as they leave - some shops provide security to check your bag as you enter.
This is not an isolated incident. What are the businesses doing? Are the security guards being educated regarding what they are permitted to do and not do? It seems as though a proportion of security guards are just thugs who wear a uniform and want to brutalise people and any opportunity will do. The security guards should be charged with assault, wrongfully applying their authority and any other offence available. Insane...
