Trump pledges to scale back use of sanctions

Economic curbs imposed by the US on other countries are harming the dollar, the Republican presidential candidate has said.

Republican presidential nominee Donald Trump has promised to drastically reduce the use of sanctions by the US if he wins the election in November.

During an appearance at the Economic Club of New York on Thursday, Trump was asked if he plans to "strengthen or modify" Washington's economic restrictions on Russia and other countries.

"I want to use sanctions as little as possible," he replied, explaining that there is "a problem" with the extensive reliance on such penalties by the US, because "ultimately it kills your dollar and it kills everything the dollar represents."

It is "important" for the dollar to remain the international reserve currency, the former president insisted.
"If we lost the dollar as the world currency, I think that would be the equivalent of losing a war, that would make us a third-world country. And we cannot let it happen."

Billions in US aid to Ukraine due to expire

Washington has reportedly been too slow to spend the approved funds due to concerns its own weapons stocks were running low.

Kiev could lose nearly $6 billion in previously approved US military aid unless Washington finds a way to withdraw or otherwise secure the money before the end of September, Reuters reported on Thursday citing sources.

The funds in question come from the Presidential Drawdown Authority (PDA), a major component of the $61 billion aid package for Ukraine that Washington passed in April. The PDA is a key mechanism the US uses to supply weapons to Kiev, as it allows the president to authorize immediate transfers of goods and services from US stocks. The PDA's cap changes every fiscal year, and stands at $7.8 billion for FY2024, which ends on September 30.

However, according to Reuters, only a fraction of this year's PDA has been used so far, leaving approximately $6 billion at risk of being lost. President Joe Biden's administration has reportedly been holding urgent discussions with Congress in an attempt to keep the funds available in FY2025.

The United States defines itself in zero-sum terms. Its national myth - let's indulge the preposterous arrogance for a moment - is that it is an exceptional nation in the history of the world. It is supposedly the indispensable leader of the "free world", a paragon of democratic virtue and it possesses the most powerful and benevolent military force the world has ever seen.

Thankfully, many decent American citizens know that this is propaganda hogwash. Still, its political class and complacent mass media view the United States as the world's supreme uni-power. All other nations must pay homage to this consummate hegemon.

Therein lies a fatal contradiction. This untenable definition is essential for justifying its presumed privileges. And yet, by doing so, the U.S. cannot brook any genuine equality or mutual respect essential for peaceful multilateral relations. It must be the top dog - at all costs. That is a definition of imperialism. The concomitants are aggression, belligerence, lawlessness, and duplicity - of course, all concealed with impossibly virtuous rhetoric, or in short, propaganda. So-called allies are merely servile functionaries to augment American global ambitions.

Hence, when the real world does not match the mythical notions of the U.S., there is consequently an ineluctable existential crisis. The zero-sum, all-dominant demands of the would-be hegemony are not achievable. In this situation, the hegemonic power behaves like a drunk in a bar who is refused another drink. Mayhem and violence are almost inevitable.

American narcissism denies there that the U.S. is an empire. It is preferred to pretend that its power is benign and ever-so-magnanimous. Let's leave such vanity aside. The U.S. is an empire with military garrisons dotted around the world to ensure its economic and political interests are enforced down the barrel of a gun. No nation has conducted as many wars as the United States in its 248-year history.

The exploitation of its allies and the rest of the world with financial leverage through the arbitrarily appointed dollar as the primary global reserve currency is another mechanism of coercion and neocolonial predation of other nations' resources.

However, all this American pretense and delusion of absolute power is coming to a shuddering, calamitous end. The empire is fragmenting and failing. And that presents a dangerous existential crisis.

China's President Xi Jinping Thursday pledged more than $50 billion in funding to the African continent, and announced elevating ties with all member nations to "strategic level."

The Chinese government "will provide RMB360 billion yuan ($50.7 billion) of financial support through the next three years" to African nations, Xi told the 9th Summit of the Forum on China-Africa Cooperation (FOCAC) in Beijing.

Beijing is hosting the largest diplomatic gathering with leaders and representatives of nearly 53 African nations attending the three-day summit which began Wednesday.

Chinese President Xi Jinping and the Central African Republic's President Faustin-Archange Touadera announced the elevation of bilateral ties to a strategic partnership during a meeting in Beijing Friday.

Touadera is in Beijing for the 2024 Summit of the Forum on China-Africa Cooperation.

China is willing to strengthen exchanges with the Central African Republic on state governance to create a better and happier life for the people of both countries, Xi said.

Xi also expressed the hope that the Central African Republic will provide a safer business environment for Chinese enterprises.

He also expressed the hope to work actively with China to implement the outcomes of the summit, advance Belt and Road cooperation, and deepen cooperation in areas such as agriculture, infrastructure, mining, energy, the digital economy and capacity building, thereby elevating the bilateral relationship to new heights.

Cambodia says China gifting 2 warships as it finishes work expanding strategically important port

Cambodia's Defense Ministry said Wednesday that China is giving its navy two warships of the type it has had docked for months at a strategically important base being expanded with Beijing's funding, which has raised concerns of China establishing a permanent naval presence on the Gulf of Thailand.

Ministry spokeswoman Maly Socheata told The Associated Press that China would give Cambodia two newly built Type 56 corvettes, smaller vessels typically used for coastal patrols, next year at the earliest.

She would not comment on reports that China also planned to hand over to Cambodia newly expanded facilities at Ream Naval Base, including a lengthy new pier capable of accommodating much larger naval vessels than Cambodia has in its own fleet. Maly did say the final phase of construction would soon be completed.

The United States and others have expressed concerns about China's navy establishing a base at Ream, which would give it easy access to the Malacca Strait, a critical shipping route between the South China Sea and the Indian Ocean.


Those concerns grew after two Type 56 corvettes docked at the newly built pier in December, and have maintained a presence there on-and-off ever since.

Cambodia has said one of the reasons the Chinese corvettes have been there for so long was that it was considering similar warships for its own navy, and for training.

Maly said the two corvettes being given to Cambodia, the Type 56C variant, came after Cambodia requested China's support.

"It is in the aim of strengthening the capacity and ability of Cambodia to protect and maintain peace, stability, security as well as for supporting search and rescue operations and other humanitarian activities," she said.

China's Foreign Affairs Ministry would not comment on the ships or the report that Beijing would turn over the newly expanded Ream base facilities to Cambodia, telling the AP in a faxed reply to a query that "we're not aware of the relevant information."

Controversy over the Chinese activity at the Ream base initially arose in 2019 when The Wall Street Journal reported that an early draft of a reputed agreement seen by U.S. officials would allow China 30-year use of the base, where it would be able to post military personnel, store weapons and berth warships.

Cambodia's then-Prime Minister Hun Sen denied there was such an agreement, emphasizing that Cambodia's Constitution did not allow foreign military bases to be established on its soil.

Chinese work on the base has continued and Hun Sen's successor as prime minister, his son Hun Manet, has insisted the same thing.

If China's People's Liberation Army Navy, or PLAN, were to be granted preferred, or exclusive, access to Ream in exchange for the warships it is giving Cambodia and for its work on the base, it could be a deft way to work around the constitutional issues, said Euan Graham, a senior defense analyst with the Australian Strategic Policy Institute.


As of right now, that's baseless speculation.


"It's quite a smart move, as it allows Cambodia to maintain its line that it hasn't deviated from the constitution by creating a foreign base. And China has no shortage of warships to donate," he said.

"I expect that China may retain a naval complement on board the corvettes, post-transfer. The real question is what level of access the PLAN will have to Ream, and whether that access is exclusive," Graham added.

China currently only operates one acknowledged foreign military base, in the impoverished but strategically important Horn of Africa nation of Djibouti, but many believe that its military is busy establishing an overseas network.

The U.S. has more foreign military bases than any other country, including multiple facilities in the Asia-Pacific region.

Thus far, only Chinese naval vessels have been given permission to use the new pier. In February, two Japanese destroyers were routed instead to the nearby Sihanoukville commercial port. A Royal Australian Navy frigate was also directed to Sihanoukville for a port call ending Wednesday.

Maly said Cambodia had the right to promote cooperation with all partners for its benefit, so long as constitutional regulations were followed.

"Cooperation has to comply with the goals and the principles of the Cambodian Constitution especially the protection of its sovereignty, integrity and independence," Maly said.


And China has proven that it abides by these principles. The US? Not so much.


Cambodia is China's closest ally in Southeast Asia, while China is Cambodia's most important ally and benefactor, with a strong influence on its economy.

Beyond military projects, China funds numerous others in Cambodia — particularly infrastructure, including airports and roads, but also private projects such as hotels, casinos and property development. Some 40% of Cambodia's $11 billion in foreign debt is owed to China.

Biden to take 'law enforcement action' against RT - CNN

The US president is expected to claim, yet again, that the Russian network is interfering in an American election.

The administration of US President Joe Biden is planning to accuse Russia of meddling in this year's presidential election, and will announce "law enforcement action" against those supposedly responsible, CNN reported on Wednesday. RT will be the prime target of this action, the network stated.

The White House will accuse Russia on Wednesday of "a sustained effort to influence the 2024 US elections" by using "Kremlin-run media" to spread so-called "disinformation," CNN reported, citing US government sources.

Alongside a public condemnation from the White House, the US Department of Justice will announce "law enforcement action targeting the covert Russian campaign," the network said.

RT is "a major focus of the US announcement," CNN added, noting that "US officials see the Russian outlet as a key piece of Kremlin propaganda efforts."

Comment: Scott Ritter comes to RT's defense:
Former UN weapons inspector Scott Ritter has announced that the latest US sanctions imposed on RT mean he will be no longer be able to contribute to the Russian media outlet. Ritter insisted that his engagement with RT has been nothing but "legitimate journalism."

A former US Marine Corps major who also served as a UN weapons inspector in Iraq during the 1990s, Ritter came into the spotlight in 2003 when he opposed the US military operation against the Middle Eastern country. He argued that Saddam Hussein's government did not possess weapons of mass destruction, despite Washington's claims.

In a post on X (formerly Twitter) on Thursday, Ritter stressed that the content of his contributions for RT and several other sanctioned media outlets "has been factually correct and analytically sound, and always of my own creation."

While condemning Washington's decision as running counter to "constitutional norms and values," Ritter noted that he is "fully committed to obeying US law, and as such will be terminating all contractual relationships with both RT and Sputnik effective immediately."

He expressed gratitude to his Russian colleagues for their "professionalism" and vowed to "continue to exercise my free speech rights... as a journalist free from government influence or control."

On Wednesday, the US Treasury Department announced the imposition of sanctions against several Russian media outlets, including RT and a number of its employees. The US authorities accused the media outlet of "covertly recruit[ing] unwitting American influencers" in a bid to "undermine confidence in the United States' election processes and institutions" ahead of the November 5 presidential election.

Aside from visa restrictions, the targeted entities and individuals will have their property rights on US soil blocked, with all transactions prohibited unless a special waver is issued.

"The prohibitions include the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any designated person," the document clarified.

Last month, Ritter accused the US government of committing an "act of intimidation" and "declaring war" on him after FBI agents raided his house in New York State. The journalist said at the time that officials suspected him of working "on behalf of the Russian government" in violation of the US Foreign Agents Registration Act.

An FBI spokesperson, in turn, confirmed "law enforcement activity in connection with an ongoing federal investigation," but would not reveal any details.

Ritter dismissed the allegations against him as "absurd in the extreme."

The former US president has blamed the conflict on the Biden administration and renewed his pledge to bring peace if reelected.

US Republican presidential candidate Donald Trump has accused Ukraine of intentionally covering up the true number of deaths in the conflict with Russia. In an interview on the Lex Fridman podcast published on Tuesday, Trump claimed that "the death numbers are going to be a lot higher than people think" when the time comes to "iron out" the casualties.

Ukraine rarely publishes reports on the official civilian death toll, and the numbers are difficult to assess as no independent count has been made due to lack of access to the front line. The latest figures released in June last year put the number of civilian deaths at around 10,000 - however, Oleg Gavrych, a top aide to Vladimir Zelensky's chief of staff, said at the time that the true figure could be five times higher.

High casualties incurred by the Ukrainian military since Kiev launched its incursion in Russia's Kursk Region could render its armed forces useless, Russian President Vladimir Putin has said.

The Russian leader shared his assessment of the frontline situation on Thursday during a panel discussion at the Eastern Economic Forum in Vladivostok. He said the Ukrainian attempt to disrupt the Russian military with the massive attack across the border last month had backfired.

"Our military has stabilized the situation and is now gradually pushing the opponent from the border territories. More importantly, there is no resistance to our advancement [in Donbass]," he explained. "The opponent has weakened itself on the key axis by moving those relatively strong and well-trained units to the border areas."

Ukrainian officials expected Moscow to redeploy some of its forces from the east to repel the incursion in the north. However, the gamble has not paid off, Aleksandr Syrsky, Kiev's top general, acknowledged last week.

The US is trying to hide the "inconvenient truth" by targeting Russian media with sanctions, Moscow's ambassador to Washington, Anatoly Antonov, said on Thursday. The measures are further proof of the current US administration's "Russophobia," the diplomat claimed.

US officials announced a renewed effort on Thursday to target Russian media, including RT, with yet more sanctions for what they claim are "malign" government-sponsored attempts to manipulate American public opinion ahead of the presidential election in November.

The new measures include charges against two Russians identified as RT employees for allegedly conspiring to commit money laundering, as well as the blacklisting of ten people and two entities with the subsequent freezing of their property and assets in the US. A new visa restriction policy has also been imposed targeting people whom Washington alleges have acted on behalf of the Russian government.

"The [US] administration has made another attack against Russia. Its Russophobic policy has been confirmed, and is unlikely to change in the future," Antonov said at a press-briefing.

"In essence, [US] officials are giving additional impetus to the aggressive phase of the witch hunt against dissent," he added.
